Joe Steele was exiting the court house of the United States District Court for the Western District of Arkansas, where he began to be barraged by reporters as to the nature of his case. One reporter would rush up to him with a microphone as she would question him.

"Mr. Steele, on what grounds are you filing a case on in regards to the Safely Neutering Illegal Persons Act?" The reporter said.

"I would like the people of the State of Arkansas and the United States of America to know, that I am not here today at the courthouse to attempt to win money or any personal rewards. No, I am here at the steps of this institution in order to challenge a severe challenge to the United State's Constitutions eighth amendment that a certain Republican Senator in the terrible two-party dictatorship. I am of course, talking about the Safely Neutering Illegal Persons Act. A cruel and unusual punishment if I may say myself." Steele said, as another reporter rushed to him.

"Mr. Steele, do you believe that the act in question will be overturned?" The reporter said.

"I for one, believe in justice and the rule of law. But when those rules are arbitrarily set up, and then enforced I feel that it is my duty as an american citizen to put the brakes on it. I will not stand for party agenda, to overrule human decency." Steele said, upon reaching his car and soon pulling away from the crowd.

Steele had officially filed an eighth amendment challenge in the district court against the Safely Neutering Illegal Persons Act earlier in the day. As he was determined to ensure that the draconian legislation, would not ever see enforcement in the state again.

Inside the United States District Court for the Western District of Arkansas, the case in which Joe Steele has filed against the Safely Neutering Illegal Persons Act would be reviewed and summarized by the clerks.

1.) The act follows a premise that most rapists being released from prison re-offend, despite statistical evidence showing that most offenders of a sex crime are never reported in the range of 60%, leading to a law encouraging disproportionate sentencing guidelines for a select minority of the sex offender demographic as most sex offenders are never arrested in the first place.

2.) The act constitutes "cruel punishment," because chemical castration is designed both to shackle the mind and painfully cripple the body of sex offenders, which has been known to have unwanted medical side effects on the human body such as increases in body fat and reduced bone density, which increase long-term risk of cardiovascular disease and osteoporosis. The law also does not establish a defined length of said punishment, allowing for jurisdictions to arbitrarily force it upon offenders with disproportionate sentencing, and because it reduces general sexual behavior it adversely affects the ability to maintain healthy sexual relationships with consent. This leads to significant life-long changes due to the vagueness of the law and it also leads to failures in the goal to either retributive, deterrent, incapacitate or rehabilitative offenders.

3.) The act violates evolving standards of decency and violates the dignity of man, as it is comparable to rendering someone paralyzed in a specific function in his/her body, in order to serve out a judicial sentence. As it is not voluntary, it also constitutes a Human Rights Violation inconsistent with common standards of punishment making this similar to a type of torture which is outlawed.


The clerk would then ensure that the case be filed and dated, for a future hearing.

"That's why I suggested Yang, it gives the optics of us being bi-partisan, but its with someone who is leaving the House for the Reed administration soon, so it isn't as much of a boost to the Republicans as it appears publicly. It doesn't have to be her, but if it isn't, it needs to be someone with a low enough profile or someone not in the rest of the GOP's good graces. Somebody that makes the bill look bipartisan on paper without handing them a win."

After his guest leaves, Doc picks up his cell phone for his next bit of recruitment. He dials the number of someone who will undoubtedly be annoyed at his call in the first place.

Miles: “Eh, it’s Jimmy.”
Stephens: “Hello Mr. Miles.”

Jimmy Miles Jr., sitting in his office with his feet on the table, a bit high still but coming down from it enough to function normally, pauses. He recognized the voice, but he couldn’t remember exactly whose it was.

Miles: “Who is this? How did you get my personal line?”
Stephens: “It’s Doc Stephens.”

Miles pauses again, staring at his Armani leather shoes up on the desk.

Stephens: “Can you hear me?”
Miles: “You son of a b*tch! Why would you call me? How’d you get this number?”
Stephens: “Can you not talk that way to me? You’ll give me a good*mn heart attack. You will treat me with respect, I’m a governor and your elder.”
Miles: “Why the f*ck would I want to talk to you? YOU. RUINED. ME.”
Stephens: “You’re an attorney general now. You’d be strung out in some gutter if I didn’t pull the strings to get you into UM! You didn’t thank me for that, or for anything. You’re a spoiled son of an oil baron, and the only things that you have accomplished in life are because of the door I OPENED for you. If your dad was still around he’d be ashamed of the way you act to me.”
Miles: “Don’t try to predict the way dad woulda acted! You always think you can speak for everyone, but you aren’t a dictator and you don’t make all the decisions in the world.”
Stephens: “This is all a grudge you hold from almost 30 years ago. You were barely out of college then. Like I was going to let you take on the biggest lawsuit in the history of the state? I stepped in because it was the right thing to do. If you, little mister fresh out of college, had gone in and tried to defend those people against the mining companies and their million-dollar-a-year in-house lawyers, you would have been crushed.”
Miles: “I would have been fine, the wrongdoing of the companies was obvious.”
Stephens: “SEE? You’re holding a grudge. Knock it off kid, you’re fifty years old and you’re acting like a child.”
Miles: “Maybe its because you treat me like one. Just like back then. I would have been fine without you f*cking ‘saving’ me from that case.”
Stephens: “Like I said, you’re Attorney General of Alaska. Looks like you did fine to me. If you had lost, you’d still be working in Libby. MAYBE you could have made the money to start working in Alaska again. Quit acting like you did any of this on your own.”
Miles: “Oh god, am I supposed to worship you or some sh*t? I. AM. MY. OWN. MAN.”
Stephens: “You should be kissing the ground I walk on. You bummed off of me, and I saved your a$s not once, but twice.”
Miles: “So what, are you just calling to fight with me? You’re my old teacher and my dad’s old friend, nothing more.”
Stephens: “Actually, if you hadn’t started freaking out on me, I’d have time to tell you what I wanna tell you.”
Miles: “And that is?”
Stephens: “Wanna be a representative?”
Miles: “A state representative?”
Stephens: “God no, US House of Representatives.”
Miles: “You can’t just make me a representative.”
Stephens: “No, but you have a better chance with me than without me.”
Miles: “Oh, so you’re just gonna come in and act like some savior to me again? And then when I don’t do what you want, you’re gonna hold it against me.”

Out of anger, Stephens throws the whiskey glass in his hand to the ground. Over the phone, Miles hears it shatter.

Stephens: “Listen up kid. I’m through with your sh*t! You wanna make it in politics? You gotta know people. I’m offering my help. Give me a yes or a no. Personal issues aside. I just want to help you.”
Miles: “Why the hell would you want to help me?”
Stephens: “Because your dad helped me years ago and I owe him.”
Miles: “So its not even about me?”
Stephens: “Well it is, but only to the extent that you’re young, politically savvy, and lean to the right political beliefs.”
Miles: “Don’t call me young, I’m fifty years old!”
Stephens: “Well you act fifteen.”
Miles: “F*ck you.”
Stephens: “So are we doing this or not?”
Miles: “Sure, just leave me alone.”
Stephens: “Like it or not, this has gotta be on my terms.”
Miles: “You really think you can control this situation too?”
Stephens: “Take it or leave it. You do realize I’m the de facto voice of libertarianism in the country right now, right?”
Miles: “You’re also the de facto voice of talking out your ass.”
Stephens: “Aaaand there’s condition number one. Treat me with respect. You can privately hate me, but publicly, you are to be on your best behavior and when I talk to you on the phone, you put the personal sh*t aside and listen. Understood?”
Miles: *inaudible mumble*
Stephens: “What was that?”
Miles: “I said you better respect me too.”
Stephens: “I will. The party needs you.”
Miles: “Mmkay.”
Stephens: “Condition number two: cut the drugs. I have no clue what you’re on, but you can’t. If you can’t cut them off completely, at least quit them enough to not look like sh*t on TV.”
Miles: “So you think I look like sh*t on TV?”
Stephens: “When would someone ever see the attorney general of Alaska on TV? I have no clue what you look like on there.”
Miles: “Okay…any other demands master?
Stephens: “Two more…no hooking up with random girls. Either be single or have a girlfriend or be married. The voters hate to see a lack of commitment.”
Miles: “Really? You’re going to control my life like that?”
Stephens: “If you want to win, you gotta do it right.”
Miles: “Fine. What else?”
Stephens: “You have to follow my lead. Publicly, you need to support issues in lock-step with me. You have to follow the strategies devised by me and whats left of the Libertarian Party. Understood?”
Miles: “You’re such a demanding ass. But I suppose I don’t really have a choice. I wanted to run for that seat already, but yeah, its good that I’ll have help. Let me know if the party has any meetings or anything. (Miles pauses) Now don’t call me if it isn’t business.”

Miles hangs up the phone. He slams his fist on his desk and stares at his computer screen.

Stephens, annoyed that Miles would hang up on him even after accepting his help, pours another drink and sits down by the fireplace.

Tanya was in her bed reading a new book that she had recently purchased when a sudden idea for new legislation, potentially an amendment, could be added to the constitution, so she pulled over her laptop and signed into her email.

Subject:Would like help on writing new legislation/maybe amendment

To whomever is reading this, I had an idea for new legislation that could go over well. Currently there is no law exempting the congress from making laws that make themselves not be subjected to whatever they pass. I’m currently looking for anyone that could help me write this legislation or maybe amendment. This would really serve well for us, and make any of our opponents that vote no on this for any reason look quite bad. I hope you could respond as soon as you can.
