We wish to purchase land for our factories and facilities in Aphrolamba. In exchange, we will provide hurricane relief and supplies in proportion to the land sold. The Underwater Salvage and Recycling Cooperative runs port security. While we cannot function as a national guard, we can protect industrial facilities from rioting and sabotage.

I have been requested by my government to reach out to you regarding recent catastrophic events that have unfolded as a result of the tragic Hurricane. As we understand, your nation is in dire need of disaster relief and logistical support. Though we are a nation of limited means, we would like to do our part in helping your citizens rebuild their futures.

Though our ideologies may not be compatible, the Confederacy is willing to assist by providing access to clean water supplies and electric power. To this end, we are willing to send a small company of Sierran Ground Forces Engineers and three Youth Work Brigades, should you be willing and able to accommodate and host their presence. We also may provide assistance by providing several dozen tonnes of food, sanitary supplies (including toothpaste, tampons, and gauze among other things).

Devernia To Send One Million NSD Worth Of Aid For Aphrolambda Hurricane

Aphrolambda — A Category 5 hurricane, with winds topping over 320 kilometers per hour, recently hit Aphrolambda. According to local sources, the entire country was affected by the disaster, with infrastructure in the affected areas ruined and many lives left without a home. Chemical leaks have also left parts of Aphrolambda inhabitable, and all known hospitals are "downed". Due to the devastation that resulted from this hurricane, along with a lack of funds, preparation, and a national guard from the Aphrolambdan government, they have sent a plea of aid to nations around the globe.

The government of Devernia has announced that they will be responding to this. The Devernite government stated that it will be donating one million NSD worth of relief goods and supplies to Aphrolambda, in response to the disaster. Gas masks and doctors will also be sent to areas affected by chemical spills. As part of the International Red Cross, it will also be cooperating with the organization to provide more supplies and give temporary shelter to those affliced during the disaster.

Other nations have already responded to the hurricane. A private corporation by the name of "the Underwater Salvage and Recycling Cooperative" (or USRC for short) has offered supplies and protection of facilities against potential rioting, in exchange for land for the construction of industrial buildings such as factories. The state of Nevada Communes has responded with sending supplies of food, water, objects of personal hygiene, and a small company of "Sierran Ground Forces Engineers" and "three Youth Work Brigades", presumably for safekeeping. The New Doltanian government has stated that it is willing to help in any way possible.

The Free Kingdom Ministry of War has logged and received your distress call. Orders have been issued, and the Hospital Ships Nightingale and Guyanin are now being prepared for action. In addition, we are preparing to airlift two Combat Engineer Companies as the front edge of our anti-hurricane effort, as well as a team of disaster relief experts to analyze the extent of the damage. Please respond as soon as possible with data regarding the extent of the damage. Here are the questions that we would like to see answered:

1. How many people are affected?
2. What is the type of infrastructure damage? Is there flooding, fires, chemical leaks of any type?
3. What type of housing has been used in the most affected areas (wood, concrete, brick, etc.) and to what extent is it damage?
4. What extent of hospital facilities are available? What buildings can be repurposed for evacuation (school buildings, stadiums, hotels, etc.?).

The Hurricane had an eye atleast 200 miles wide, Making the eye-wall wide spread. Most of this country was destroyed. All of Aphrolambda has been affected.
We have floods and chemical leaks, Making the air abit toxic. Most affected areas had Concrete buildings, Which were devastated.
All of our hospitals are downed, None are left.

On behalf of Aphrolambda, I will accept all of the help I can get.

”Terrible, just fucking terrible.” – Major Kenneth Sandy said, stepping off the cargo plane. Heavy rain lashed against his uniform – a long, moss-green cloak over a suit of camouflage. That Allaneans used crude language a lot was known very well around the world, and now was probably the most appropriate time for it. The tropical storm had taken hundreds of lives, and left thousands homeless. As they flew in, the Allanean pilots could see it clearly – flooding for miles and miles, residential neighborhoods turned into rubble.

Even worse for the Allaneans was the fact that many of the neighborhoods here were much like the ones back home – vast expanses of urban sprawl, residential homes constructed mainly of wood and drywall. Even the ones that had been storm-proofed to some extend had not done well in the face of the flooding and the high-category storm. How many people were injured? How many people were trapped even now in the upper floors of flooded-in homes, or under ruins? There was no way of knowing.

“Get moving.” – Sandy said, brusquely. “We’ll set up camp near the airfield. The engineering vehicles should move forward immediately. Time is the name of the game.”

The engineering vehicles – armored machines with a long hydraulic grasping arm – moved through the floodwaters. The combat engineers had about a dozen machines like this, and furthermore various bulldozers and excavators that followed where feasible. These were used to move the wreckage, clear out debris that blocked the roads, and so forth. Two drones, assembled and deployed by the two Combat Engineer companies, flew overhead, their engines buzzing lightly. Even n the rain, these small, humble machines flew, and their photographs were used to direct the Combat Engineers to where people needed their help the most.

Soaked in rainwater, drenched in mud, men leaped off the vehicles and ran towards the ruined homes. They dug through the wreckage, lifting out injured men and women where they could. Sometimes they were late. Then the soldiers removed their hats and stood silently for a second as a corpse was lifted out of the wreckage.

The work had begun.

To his superiors back home, Sandy sent a simple message:

Situation severe, time-sensitive. More assistance needed. Send combat engineers, medics, temporary housing, and water purification equipment, as well as rescue gear. Lives are at stake.

The message was not encrypted - was there some secret about the fact Aphrolambdans needed help?

Universal Salvage and Recycling Cooperative and Dynamic Motors, PPC.

The Universal Salvage and Recycling Cooperative starts by sorting out the raw materials left over from the destroyed buildings into what is usable in terms of glass, steel, metals, and wood, making these available for the construction of temporary shelters. They built two temporary construction yard for recycled building parts. Men in green uniforms start gathering material for reconstruction. They sorted material into what could be used immediately and what would have to be processed into raw materials. Some of the reusable material was used to make temporary housing-- long square wooden buildings on platforms raised above the floodwater. Men with sledgehammers and machines would systematically take apart the buildings that no longer could be used.

Dyamic Motors brought in battery stacks for power based on sugar batteries as well as large sheets of cheap polymer solar panels which could be made from recycled plastics. The lights went on in some areas. Old plastics would be one of the first things hauled in to make additional power. They also brought in water filters on containter ships.

The Ecotechnic Institute would make a survey of the poisoned areas in preparation for a combination of bioremediation and traditional environment remediation. Several ships had brought in living machine containers with plants suitably grown to remediate stretches of poisoned water.

Several field kitchens were opened for any person willing to pitch in with the work. These had basic foods like purified water, rice, beans, carrots, potatoes, bananas and other staples. There was chicken, fish, and tofu. Enough to keep the belly filled. The Universal Salvage and Recycling Cooperative began recruiting local people to help with the work.

    Alfonso Caballero, Supreme President of the Confederacy of Sierran Democratic Communes, liked tuxedos. Particularly white tuxedo jackets with black pants and matching shoes. He liked to live the high life. And usually - just for show - he'd be toying with a thick Cuban in his left hand. Barring that, then at least a small flute of Pasión Azteca.

    Honestly, he didn't even like the taste of alcohol. He just loved the taste of wealth. The alcohol itself tasted all the same to him, but the sensation he derived from drinking a bottle that cost the same as three average Sierran homes filled him with an incomparable sense of immense power. Pretending to understand the nuances and being able to fit into high life by faking it was exhilarating. Just a decade ago, he had been watching from the streets. Now it was he peering down from those high-rise tinted windows.

    "... and if you could help me out, for old time's sake, I'd cut you in."

    The one talking was Diego. Or, as they called him now, "Comrade" Diego. Supposedly Minister of Domestic Trade, it was a poorly kept secret that Diego more or less shirked his work off to the more capable bureaucrats under him and used his influence to peddle methamphetamines to the general public. Diego only got the job because they had been akin to family back in Alfonso's gang years and everybody knew it, but nobody would dare say it at risk of angering the Supreme Leader.

    It was also a poorly kept secret that Diego wanted to expand his markets overseas.

    "So you want to feed drugs to the people of Aphrolambda as ''painkillers' ... Why?" Alfonso poured himself another flute whilst gazing out the windows into the vast glittering sodomy-on-earth that was Las Vegas. It was wonderful.

    "As I said, homes, to get them on the craving..." Diego was getting excited now. "They will want more and more. They will do anything to get their hands on it. And your little soldier boys are going to go help them out anyways. Might as well as get something from it, you hear?"

    "Diego..." Alfonso cleared his throat. "I'm not sure you understand the gravity of what you're asking me to do. To sacrifice the ideals of the revolution and our nation's reputation - its ability to inspire in the impoverished third-world as a glimmering utopia upon a hill - all so you can earn a bit of cash. Do you realize that if this shit hits the fan, my very leadership will be questioned?"

    "... I just -"

    " - Get out."

    As Diego clambered out of the suite as fast as his plump frame would permit, Alfonso was already drafting the order. He didn't need to cut Diego into any of the proceedings. Diego could be removed if he posed any issues later on, but for now he would let the fat fool live. Alfonso was including in the care package - a list of some several thousand items - an excessive amount of Oxycodone painkillers. That is to say, opioid painkillers with tremendous potential to become widely abused. The suffering people of Aphrolambda would find their liberation in little white Sierran pills.

Aphro International Airport, Aphrolambda

    2nd Lieutenant Rodney Davis was just 16 years old but already had responsibility over a platoon. Of course, this was due to the fact that he was a member of the Nevadan Youth Brigades - volunteer paramilitary clubs that had taken inspiration from the now-defunct Boy Scouts of America. With scout uniform and all, Rodney marched proudly off the C-17 with his platoon of friends and peers. This mission had been portrayed as yet another - albeit more exotic - scouting outing. It would be fun!

    Carrying a net over his shoulder where a rifle could just as easily have been, Rodney led his Youth Platoon towards their cargo escort - an M939 cargo truck. It would ferry them to their work site, a little flooded hamlet by the sounds of things. They were manually - from the back of inflatable rafts - going to scour the villages for survivors and take them back to the base camp.

    In between the incessant chattering of the engineer driving the truck, the sounds of birds chirping in the humid air, and the roaring of the truck engine passing smoothly over the uneven roads, Rodney felt nothing but sheer excitement. He would make his small mining town in northern Nevada so proud by his heroic feats here today. And as the driver kept blabbering on about the revolution and the generosity of Comrade Caballero, Rodney felt great pride. Pride to be Sierran.

    Then he came across the work site, and saw the endless vastness of flooded homes. His joy turned into dread as the seriousness of what was about to occur properly registered with him. People had died here, and those left were counting on him to do his job seriously. This was the first major responsibility of his young life. He couldn't afford to f it up.

Near the remains of a harbor, a very large ship which looks like a cargo liner pulls into the harbor. A dozen wind turbines are raised from the deck and locked into place. Then underneath ship several tidal turbines are powered up. Buoys with cables are linked in a line to the shore. Barges with unusable garbage are sent out to the ship. The ship seems to glow with heat at night. The lights on the ship can be seen on all night and day. The barges come back loaded with crushed black rock and biogas.

The construction yards with recycled material are filling up. Some of the people who have signed up to work with help clearing the buildings are offered contracts to sign on with a division of the Aphrolambda Universal Salvage and Recycling Cooperative. What look like large printers are spooling out rolls of plastic solar panels. Machinery is being brought in to make waterproof bricks, and a Roman style concrete made with volcanic ash.

"Why are you suggesting to send Drugs to my people? The same issue we had to stop almost two years ago?" The Minister of Aphrolambda would say, Confused.

"Well, Sir. We need to drown out the pain of this devastating event..." His Vice would say, Proudly.

The Minister pulls 200 troops from his Marines out of their Operations, To assist with this distribution.
He doubts it will fix the problem, Probably going to make it worse...

At the airport, more Allanean troops arrived by the hour. Some began to work immediately at the airfield itself, opening up tents for temporary housing for those rendered homeless by the storm. A field hospital, for treating the most urgently injured, was being set-up already. Inflatable, secure operating rooms were being put up in front of the terminal - six in number, for providing urgent care for those with the most immediate problem. The same planes that brought the Allaneans in, could also airlift refugees and injured persons out, to hospitals in Allanea and elsewhere, wherever medical care was available. Combat engineers, on armored vehicles, moved out towards the ruins.

There, the men worked at a frenetic, feverish pace. The metal grabbing arms on their vehicles moved concrete panels that weighed hlf a dozen tons with casual ease. In places, men with stone saw would cut off parts of panels to make them easier to move. Small, snake-like drones would slither down into the wreckage, searching for persons trapped within. Soldier with ground penetrating rescue radar boxes walked near the ruins, seeking out signs of life beneath. Two K-9 teams, with Lyran warhounds, were also brought in, to seek out the signs of Amphrolambdian survivors under the rubble.

Sometimes the men succeeded - here, a small child rescued after spending a dozen hours trapped in a small space underground, there, soldiers lifting a heavy panel to release a grandmother in her eighties, over there, a Lyran Warhound barking at a ruin until the engineer team lifted it up, stone by stone, to rescue two small children. Every such rescue was a victory, but there were also other findings, findings too terrible to recount - and then there were long, dark-grey Army bags, and men removing their helmets and hats as another, and another, bag was placed on a truck for removal.

There were also water rescues - men on Zodiac boats or amphibious vehicles driving up to houses were entire families huddled on the roofs to escape the floodwaters. For them there were warm thermal blankets, and hot, sweet Army tea in thermoses.

But th true task yet remained. Already now, several dozen men were putting on their protective suits. Another request went out to the Amphrolambdian government.

Please tell us where the chemical leaks are.

There is a large area of flattened land near the construction yard. It is flattened and leveled. Buildings start going up very quickly. The construction process looks odd. There is not a huge amount of heavy machinery. Parts seem to be layed out by computer. Pieces of wood, high strength alloy aluminum and steel frames, waterproof bricks and bonded concrete snap and lock together rapidly forming into buildings. Trees are planted. Most are low two story buildings. Layers of cheap polymer solar cells coat the roofs and small wind turbines are placed on the roofs as well. There are also large sugar batteries near the sides of the buildings. Most of the pieces of the buildings can be handled by four person teams. Each building takes three or four days to complete.

In the construction yards, large CNC machines and 3D printers are brought in to make and cut materials. People in green uniforms are coming in and out of the construction yard.

A tent city has started forming outside the construction yard. People are waiting for work, or asking for food. There are far too many people to be employed, there is enough food, but not a lot of meat or alcohol. The Undersea Salvage and Recycling Cooperative are running out of material to hand out. More material is being shipped in. There are lines at the food tents. An old woman is knocked down and beaten when she goes back to her tent by young hooligans. Her food is taken. There are groups of young people with little to do. At the edge of the camps, some people have disappeared.

The company has a meeting and sends in a group of rough looking men trained as dock security to sweep through the camp in groups of ten. There is a cache of stolen hamburgers, beer, donuts, and whiskey found as well as some gold jewelry. Also two young men are caught assaulting a young woman.

A request is sent out to the Aphrolambdan government, can you provide some security for the refugee camp and find a place to house law breakers.
