Probably because they are the one Regiment that isn't based on a particular human culture/historical conflict. Catachans are 'Nam, Krieg are WW1 trench warfare, Praetorians are British Empire, Valhallans are Stalingrad Russians etc etc. Cadians are...generic Sci-Fi.
Somebody has to be the bland, average guy, after all. Kinda like the Black Legion is for Chaos, or how the Ultramarines were for Space Marines before Matt Ward turned them into his personal fanboy project.

Black Legion are simply "bad guys"- if they have any character to them, it's that they're Abaddon's army. Ultramarines were extremely forgetable a couple of editions ago, altough I do agree that the Roman thing counts for something.
While I'm personally not into Cadians either, I guess there is an audience for them. Some people probably just want to play an occidental Starship Trooper-esque army, with no particular cultural idiosyncracies to it.
One advantage of the Cadians is that if you use them as "your dudes", you can paint them in any color scheme and give them any background you like - they can be from a desert world, ice world, urbanized world etc, and specialized in tank warfare, aerial drops, infantry waves etc
Pretty much anything goes.

I think it would have been an interesting development if GW had kept Cadians as the "generic sci-fi trooper dudes", to be deployed in warzones everywhere - and also produced another regiment, whose character trait would have been the "keep calm and stand your ground against the armies of darkness" theme that the Gate of Cadia has - or rather, had - in the fluff.
Incidentally, I do think that Cadia is drawing some inspirations from WW2 Britain in that regard - what with being that little island right next to an enemy-occupied continent and all - so I could imagine this hypothetical regiment having a heavy "Tommy" aesthetic, Brodie helmets and all.
It always struck me as odd that Cadia needs every man, woman and child in the sector to be enrolled in the military in order to keep the forces of Chaos at bay, but somehow also has enough manpower to spare to be the "mainstream" Imperial Guard throughout the galaxy, so separating one role from the other would have been fitting.

Seen people use the gas mask Brodie helmet heads from Westwind Productions with the plastic Cadians, TBH I'd rather just Westwind's Brits since they're heck of alot cheaper than the Cadians.

Alternatively you could use Bolt Action Plastic Brits who cost like 1/3 or so compared to GW Cadians, and give them Lasguns. It's an idea I also toyed with - using WW2 Brits with Cadian Regimental Doctrines - before I settled for Victorian Brit Praetorians.

Anyhow, anyone else starting Necromunda? I've been painting old Eschers for the last few days.

It's how I used to go with my Marines too, using off-brand close-enough models. I couldn't get into a tournament, but then again why would I ever want to?

Might as well have. Rules wise, she's now tax you have to take in order to make your troops worse than they would be if you didn't.
