It will eventually. If this becomes the norm in the US, European ISPs will want a slice of that pie, too. The EU protects NN but that's not enough. European ISPs are already abusing zero rating exceptions for their mobile plans to see how people will reacted with cable-styled packages. They are already preparing for a fragmented internet.

Here is the list of countries without Net Neut.

All that you notice is on your phone in addition to buying data that you can use anywhere, you can also buy passes for specif uses like streaming video or social media. You either use Data or you use a pass and keep your data for other uses.
An example is if I am laid over for a day at the airport I can either spend an extra 20 dollars on data to stream video or I can buy a video streaming pass for 8 dollars. Why shouldn't I be able to save 12 bucks if I know exactly what I want to do for the day?

The internet works fine in these countries because there is competition. The US are filled with regional monopolies.
And even if they don't fragment the internet they will still be able to blocking websites easily for religious and political propaganda. This repeal is backed by Republicans only and they will use it to block unwanted information. It's naive to think otherwise.
Making the internet cable 2.0 is only one possible scenario. Maybe they will slow every single small website (e.g Nationstates) to a crawl unless if they pay up. Or maybe they will find some other way to restrict access and force everyone to pay more.

NationStates doesn't suck up enought bandwith to slow down.

There may be monopolies of ISPs, but there are smaller ISPs around just many people don't know or don't want to use them because the larger ISPs lobby the government to keep them out of areas where they would have to compete with them. The more regulations we instill on ISPs the more of an incentive they have to lobby the government to get around them or work them in their favor.

I wouldn't mind an update down to Title II to fit with modern times but I don't want it being changed with Trump administration in charge of the government nor with Congress being made up of mostly Republicans cause I can only see it ending badly for the average American citizen.
