I think the first one is too overpowered. Since you can basically reverse whatever goes wrong, whether it's someone dying or something important getting destroyed, etc. Biokinesis is interesting though.

Without a chance for a normal life unless she lives in a padded room, her parents sent her off to where someone could 'look after' her, and here she is, trying to do some good.
Flaws:
Contact: Nina's biokinesis requires skin contact to happen. Against anyone with armour or just a bulky trenchcoat and biker helmet it's mildly useless.
Material: Nina's biokinesis requires biomass to work with to modify biology; this biomass can come from the host, from Nina, or from anything living in skin contact with Nina, but she is limited in the amount of biokinesis she can do by this quantity of biomass. Her Adaptive Evolution also consumes biomass to make its adaptions. Her adaptions can be used as biomass to fuel her biokinesis, removing them, but as that power presumes using the adaptions as fuel as something to defend against, she will naturally evolve an inability to do so over time. Plus it's extremely painful.
Form Above All: Nina's Adaptive Evolution isn't exactly controlled. If injured in the wrong ways, her adaptions will likely pile up and up until she barely looks human any more with all that entails.
Appearance: Uncostumed. Her costume is simple; a gas mask pulled on and a black raincoat thrown over whatever she was wearing at the time.

Biography:
Rhodes never knew his parents: That's the short story the sisters told him at the orphanage. The tall, thin, blue-eyed boy never knew anyone from his family: His own name came from a scrap of paper placed near him, and he grew up without caring about it, after all, he was more interested in how he could get out of that place and live the life he saw outside the gates, with men driving their cars and with expensive clothes. And if you can't buy it, well... You steal it.
From a young age, the boy started to get out (without permission) of the orphanage, picking pockets and inventing stories to get some money, and stashed it away. In his teenage years, he started to break inside houses, becoming a quick thief. It was in one of these cases he met the man that was going to change his life. While invading a particularly well-kept house, the young John was confronted by the man who saw potential in him. He never returned to the orphanage.
That man showed John a distant past: One which he was a vigilante that kept England safe from criminality. However, age comes for all humans, and it wasn't different for him. John was the chosen one to be his successor, but under a new identity. From his teenage years to his actual age, Shadow trained inside the house and practiced outside, creating the legend of someone or even something that is capable of moving unnoticed, and might know more about you than your own Shadow. With his master's death, Shadow lost his reference... Until the Young Guns managed to find and enlist him.
