Someone ran the numbers for the similar WoWS bundles, and figured that if you divide the prices up on a per vehicle basis, you're saving money on the high tiers, but severely overpaying for the low tier tanks, while someone else went and dug up all the old prices, added them all up together, and found that you were getting overcharged out the ass on a whole.
