Does anyone (other than myself and Litorea, because Nisimura and Moutari need to talk) want to do something (i.e. private side conversations) during lunch, or should I only do the Senria-Litorea thing and then move immediately on to the afternoon?

Bids for the 2018 Esquarian Summit are now opened! If you would like a city in your country to be considered as the host for the 2018 summit, then add its name and your country's name to the article inside the table in the "bids" section. Voting will not occur until discussion on the IL has 1) been started and 2) been finished.

If you do want to bid for hosting, please also begin working on more detailed bid posts, to be posted in this thread. Examples for host bids can be found at the 2016 summit OoC thread, including Kalnaspilis's winning bid.

I won't establish a hard deadline for when these must be up yet, but know that once we've wrapped up the rest of the summit you'll likely have four to five days to finish any detailed bid posts before there's a cutoff.

Host bid for the Fifth Esquarian Summit

PRIVYET and POZHALOVAT to the city of Feniksgrad, capital of the state of Pustinia, and home to 963,258 inhabitants! Located in the Western Namorese Desert, Feniksgrad is a marvel of modern technology and innovation as over the past two centuries, Feniksgrad evolved from being a minor trading town on one of the routes of the Golden Spice Road to being the eleventh-largest city in the Christian Republic.

Despite being a modern city, it still harkens back to its roots as a trading post, by being home to one of Esquarium's largest petroleum corporations, Pustinia Neftnaya Kompaniya, which operates in many countries across the world. But how can PNK be able to become so influential across the world, when it is based in a city in the middle of a desert? For that, we have to look at...

Transportation

The main international airport of Feniksgrad is the Feniksgrad Desert International Airport (IATA: LFG), located five kilometers southeast of the city, first opening in 1928. Today, it has three runways, one roughly 2,400 meters, another roughly at 3,100 meters, and the third at around 3,500 meters in length, as well as three terminals, which have a combined area of 82,000 square meters to handle 20.2 million passengers per year.

The airport is connected by road via Federal Highway 10, as well as by a bus line, but complementary limousine transport shall be provided to all attendees of the summit.

For those that do not wish to go through the Desert International Airport, they may land at the Fort Chernetsky Airport (IATA: LCS), located 35 kilometers northwest of Feniksgrad if absolutely necessary, but the Desert International Airport is recommended for all attendees to the summit.

For those wishing to arrive by boat, attendees are strongly urged to head to the port city of Venezia in Lombardia, and then take a ride in Luztrak's Lombardian line to Talnakh, and then transfer to the Desert Wind to arrive in Feniksgrad. Once at Feniksgrad, your limousine will be ready to pick you up and take you to your hotel.

Accommodations

All persons attending this summit, whether they are heads of state, heads of government, ministers, or assistants are welcome to stay at the Chanceux Hotel near the city center.

The Luziycan government will book the hotel's ornate and modern suites on the third and fourth floors of the hotel, unless the delegations request otherwise. If attendees wish to go to another hotel, there are many options, such as the Yurgan Feniksgrad, the Dyuna, and the Peski, and many others.

Feniksgrad is home to eighty-seven churches, four synagogues, five mosques, a Txoist temple, and several other religious centers, ensuring that many people can worship where-ever they please. If they are uncomfortable, there is a generic worship space at the Chanceux that can be utilized by members of any faith.

Besides the Chanceux's room service and gourmet restaurant serving foods from across the country, there are many restaurants which draw inspiration from all corners of Esquarium: if you look hard enough, there's a good chance you will find a restaurant with your country's name on it.

Location and security

To minimize security threats, much like the summit in Kalnaspils, the actual location of the summit will take place at the Voshkod House, located 42 kilometers northeast of Feniksgrad, thereby preventing disruption by protesters, while ensuring that attendees have a nice view of the West Namorese Desert and its native flora and fauna.

Designed by architect and eccentric Georgiy Adaksin in the 1930s to serve as his main residence after being diagnosed with tuberculosis, the Voshkod House is designed to accommodate his and his family's needs, and was adapted over time until his death in 1943. It was still owned by his family until his son, Andrei Adaksin sold it to the state government in 1986, and its grounds became a state park.

The Luziycan government will provide translators, refreshments, services for disabled individuals, and all other services required or requested by the attendees at the Voshkod House. The actual summit itself will take place at the Garden Room, with a layout designed to foster co-operation between the attendees of the summit, while lunch will take place at the dining room.

For the duration of the summit, the manor will be guarded 24/7 by the Luziycan Army and the Pustinian State Police, with extra guards put on duty, and extra patrols shall take place. Leaders travelling between the airport and the hotel, or between the hotel and Voshkod House will be accompanied by a military and police escort, and while in Feniksgrad's borders, an additional escort shall be provided by the Feniksgrad Police Department.

To prevent terrorism and disruption of the summit, the Luziycan government has taken measures to ensure that security will be tightened. All protests for the week prior to the summit, the duration of the summit, and the week after shall only take place at designated free speech areas, and anyone caught protesting outside of these areas in Feniksgrad will be arrested. This area will have a radius of sixty kilometers from the center of downtown Feniksgrad. Airport security will be tightened, and traffic near the hotels and airports will be subjected to police checkpoints and strict inspections.

All delegations shall receive and exercise diplomatic immunity for the duration of the summit, as well as for the journey to and from the summit.

Welcome to Baiqiao, the second largest city and cultural capital of the Auspicious Republic of Xiaodong. Located on the southern coast of the Donghai pennisula and home to over 10 million people, Baiqiao has been one of the most important commercial, political and cultural centres in Xiaodongese history that exhibits both Xiaodong's grand, imperial past and dynamic, modern flair.

For years a backwater trading post, Baiqiao became the centre of Xiaodongese heritage when in 1112 following victory over Senria the Jixiangzhi Emperor declared the construction of a new summer capital to commemorate the victory. Baiqiao soon became the summer retreat of the Emperors and a cultural and commercial centre of Xiaodong becoming one of the richest cities in Borea. The Baiqiao Revolution that overthrew the tyrannical Toki Sougunate began in the city, and it was that reason that it became the capital of the Heavenly Empire. Under the Empire it was one of the centres of civilisation in Esquarium, and even with the relocation of the capital to Rongzhuo has continued to serve as centre both of tradition, yet also of dynamic capitalist entrepreneurship and a growing cosmopolitan atmosphere.


TRANSPORTATION

Baiqiao's main international airport, Baiqiao Nanbian International Airport (IATA: BQN) located four kilometres north of the city, is the second busiest airport in Xiaodogn being one of the hubs for Xiaodongese State Airways. The first airport in Xiaodong being finished in 1925 Baiqiao Nanbian has three runways, the largest at 3,292 metres and is equipped to deal with over 8 million passengers per annum. Summit attendees from Baiqiao Nanbian airport will be provided with complementary limousine transport with access to non-alcoholic beverages and mobile wifi.

If attendees for any reason do not want to arrive at Baiqiao Nanbian for any reason, the Lu Keqian International in Rongzhuo and Sun Yuting Aiport Kuoqing are also available. If chosen to travel to these airports attendees will arrive in Baiqiao via a specially booked private train - however we recommend landing in Baiqiao Nanbian.

Attendees who wish to travel by sea may use the Port of Baiqiao (the largest in the country), where they will be able to dock and will be provided with the same limousine transport to the conference centre.

ACCOMMODATION

Summit attendees alongside any accompanying entourages are invited to stay in the five-star Auspicious Pearl Hotel, located in central Baiqiao. The largest Art Deco structure in Xiaodong, the Auspicious Pearl Hotel started construction in 1928 but only finished in 1940 when at the time it was the tallest building in Xiaodong. Located upon the river bank with a panoramic view of the entire of Baiqiao, the Auspicious Pearl Hotel boasts 116 rooms and 28 luxurious suites the latter of which will be booked for summit attendees should they choose to stay. The Auspicious Pearl Hotel also has a multilingual staff, a gourmet restaurant, a bar, swimming pool and a beauty salon. If summit attendees do not choose to stay at the Auspicious Pearl Hotel they may contact the Ministry of Culture, Tourism and Sports to arrange alternate accommodation.

Baiqiao has several Taojiao temples, churches, Kamist shrines, and a mosque. Food from around the world can be found in Baiqiao, and the Ministry of Culture, Tourism and Sports will ensure that kosher and halal meat will be available if requested.

VENUE

The summit will be held at the Palace of Heaven, specifically in the Hall of Tranquillity and Longevity. Built in 1478 and consisting of several small gardens, palaces and temples the Palace of Heaven was the summer residence of the Jiao Emperors and Toki Souguns and the formal royal palace of Xiaodong from 1858 until the Edict of Abdication in 1936. The Palace of Heaven is currently the summer residence of the Chairperson of the State Presidium and major tourist attraction.

Located 24 kilometres outside of Baiqiao Palace of Heaven will be closed to visitors during the summit with only summit attendees, their aides and members of the Public Security Secretariat being allowed within the Palace during the summit. The Xiaodongese government will provide translators, refreshments and services for disabilities throughout the summit. At the conclusion of the summit guests are invited to attend a Xiaodongese opera performance in the former personal opera stage used by the Emperor that will be held in the Palace.

Visitors are free to wander around the scenic gardens, halls and temples within the palace during the summit. Please contact the Ministry of Culture, Tourism and Sports for further queries and details.

SECURITY

The security and safety of summit attendees are of the utmost importance to Baiqiao and Xiaodong. The Personal Protection Directorate, a section of the Public Security Secretariat tasked with the protection of state officials, will provide personal escort service for attendees. The Xiaodongese Internal Guard Force, the national gendarmerie, will also be deployed alongside armoured vehicles and riot police forces armed with electric batons. All security forces will be authorised to use force if necessary on those who will seek to threaten the security of attendees.

The roads surrounding the Palace of Heaven and the Auspicious Pearl Hotel will be closed off whilst traffic near the port and airport will be redirected for the duration of the summit. Airport security will also be tightened. All guests will have a military motorcade escorting them to and from the summit.

The Xiaodongese government does not expect the people of Xiaodong to tarnish the nation with divisive protests; however any protests will only be held with the permission of the Ministry of the Interior and far away from the summit attendees. Protesters who defy these laws will be met with force is necessary. Diplomatic immunity will remain in force for all attendees during the duration of the summit.

Zacapatu 2018 Summit of Esquarium

Welcome to Zacapatu, the city of a thousand stones ! Capital of Karazawa since its foundation, this metropolis between water and mountains, centered around the Patzquro Lake, possess a rich history that can be seen, heard and smelled in every corner. No matter where you are in Zacapatu, there’s always something to discover about its past and its culture that ties so well with the present days.

Zacapatu was founded by the Heroic Figure, the First Caconzi of the Karazawi, the Warlord Reiocoro. With the city, he created a new administration never seen in the region before, new temples, walls and roads that soon stretched far beyond the dolmen he raised to mark the limits of the territory he had conquered for his tribe. Even after his death in 1305, and petty squabbles between the clans soon ended by his legitimate successor and founder of the current royal dynasty - Tarixuan I Sesquechua- the heritage of Reiocoro was preserved and even prospered through the years.

Today, Zacapatu is far greater than it ever was, completely encircling the Patzquro lake and winding through the volcanic mountains of the Tsin Highlands. The heart of the city is known for its round pyramids named Yacatas. These very particular temples are still in use today, decorated in great mural frescos depicting different events. Some of the most famous paintings are the Life and Death of Our Lord and Savior The Christ in the Yacata Cathedral of Our Holy Lady of the Assumption, and the The Return of Our Lord and Savior the Christ And Its Retribution At the End Of Times in the Saint Cucumero Cathedral. These painting and many other are shining example of the Karazawi style of the 16th century, showing in a very purified style and with warm colors events and cohorts of peoples each with their own faces and clothes.

The gardens of Zacapatu are also numerous and home to a vast array of species of plants and animals that visitors can admire. All of them come from the Tsun Highlands and are observable nowhere else in the word. Theses royals gardens and parks are the pride of the Zacapatians and are accessible to all for the symbolic price of one Cushek.

Most of the Historical Districts are build in a very particular fashion, a mix of traditional Karazawi style as can still be seen in neighboring cities and in archeological sites, and of Cortoguayan colonial style, two architectures that marry each other at the perfection and give to those streets their vibrant atmosphere. Many cafe and restaurants can be found in theses districts, allowing for the travellers to taste some of the finest example of traditional Karazawi dishes and locally brewed coffee.

This pride in Karazawi cultural heritage can be seen in the 90 churches that exist beyond the Yacatas-Cathedrals, in the numerous museums, theaters, public libraries, monuments and statues in every streets in the city, all with their own history, full of pride, love and sometimes blood. We shall let the travellers coming to Zacapatu discover for themselves this seemingly infinite number of exciting stories.

But Zacapatu is also a city of its time. Its more recent history can be found in the modern districts, where giant skyscrapers of glass and iron are side by side with daring complex of malls and housing, cities inside the city. Zacapatu is a historical city in its way to the future.

Transportation :

The location of Zacapatu at more than 2000 meters of altitude doesn’t stop it from being accessible to anyone meaning it. The Restless Stones Airport (Szikuinitsakapu Tariathakeri), 4km north of the city, is the closest airport and while not normally deserved by international lines (which prefers the Airport of Santa Fuego), it is perfectly able to receive such airliners and is regularly used by the Yrateq and his Cabinet, or by the Royal Family, giving its personnel the experience required when it comes to welcome and serves leaders and heads of states. While buslines and roads connect the Airport to the heart of the city, complimentary limousine transport will be provided for the transit between Szikuinitsakapu and the hotel.

For the leaders wishing to attend by boats, the closest harbor is located in Santa Fuego. However, we strongly recommend to come by planes, as it is then a 5 hours long travel by car that await them. While those who wish to discover the beauty of the Tsin High and Lowlands can choose to do so, and we will be happy to say it will be a beautiful trip even if they don’t leave the most used lanes and roads, we also need to point out that our services won’t be able to insure their complete security. For these reasons, we strongly recommend to come by plane directly to the Szikuinitsakapu Airport.

Accomodation :

Visiting head of states and their ministers and aids are invited to stay in the Urapiti 5 Star Hotel. Located in the Anhatapu District in the outskirts of Zacapatu. This hotel possess a long experience in proposing only the best services to its clients and has many time been used for visiting government officials in Zacapatu, giving them the experience needed for such a reunion. All attendees will be given a room on the third or fourth flours, but all rooms in the hotel have been booked for the duration of the summit, for obvious security reasons.

There are 93 churches in Zacapatu in total. Most of them linked to the Ecumenical tradition and can be used for a vast array of traditions and practices. 7 of them are Lutherean in nature, two of which are close enough to the Urapiti Hotel to be used without creating a breach in the security of the Summit. One synagogue exist in the city and can be used by visiting leaders if they ask so, but demand by aids or assistants will be denied on the ground it will constitute to much of a breach in security, considering it is located in one of the Historical Districts. No mosques or temple of other religion can be found in Zacapatu. However, neutral grounds exist in the Urapiti Hotel to be used for leaders with strong spirituals needs.

In addition to the room service, a gourmet restaurant exist and propose a various array of traditional Karazawi food. Because of the existence of certain branchs of Christianity specific to the Erechi Peninsula, various vegetarians and even vegetalians menus are proposed and some specific dishes have been certified Halal. Kosher menus are also proposed and are guaranteed to be compatible with the most orthodox practices of Judaism. The Urapiti Hotel is one of the only three establishments in Karazawa to offer this kind of service.

The actual summit will take place in Dem Tupuri. Located 10km to the south of Zacapatu, it is one of the oldest fortress of Karazawa, built during the rule of Tarixuan I Sesquechua and was used to protect the southern road to the capital. When the borders of the kingdom expanded, the fortress was used for tax collection and as a granary. It has been offered in 1940 by the Royal family to the Karazawi Government and is used since then as a holiday residence for the Yrateq and for reunions deemed important enough to be held in such a majestic environment.

The lush forest and the lakes around Dem Tupuri are still owned by the Royal Family and are one of the many forest still exploited for its wood that will be used to keep the fires in the Yacatas alive. As such, these honorable and almost holy grounds will be perfect to insure the security and the privacy of the world leaders gathered to this special event. All services needed for such an event, such as translators, refreshments and so on, will be provided by the Caconzicua Government. The actual summit will take place in the Garrison Room, while lunch will be served in the Mess.

Security :

The Caconzicua take great concern in the security of its guests. Caconziche Military units will stand guards in and around Dem Tupuri and the forest at all time, while the police force will make sure that no manifestation of violence that could be a threat to the summit attendees or to the quality of the infrastructures they will use or see, take place. In the same way the Szikuinitsakapu Airport will be closed for the duration of the Summit and two days before, as to give our services the time to secure the infrastructures. No traffic will be allowed in the Anhatapu district for the duration of the Summit while checkpoints will be established at the entrances of the districts.

Military escorts will be provided to any delegations travelling from one of these location to the others : The Airport, the Hotel and the Fortress. Other travel will be escorted if proven to be necessary for the concerned delegations, or be refused.
