Brief history of your nation: In the wake of Post-EMP disaster, local National Guards, law enforcement, medical officers, and government staffs scrambled to took control of the riots. One of those was Alexander Holt, a Lieutenant Colonel at that time served in the US Army. The coalition tried to rationed supplies and took control of the law, but the fights with vigilantes, newly-formed bandits, and religious zealots took the toll, though not by much. At the same time, Alexander recognized the need of a militia to reinforced the current state of the law, one with authority of his but also with the support of those loyal on an ideology for a better morale.
He saw the opportunity. He wasn't the most avid supporter of socialism but he knows certain people that holds the same ideology. With their aid, and the mobilization of those who also supported socialism, communism, he was able to formed a people's militia with reasonable training and equipment, and as the years went, it was already 3,5 years and the current state was fairly fine, but internal conflicts between the National Guards and government staffs who formed the bureaucratic and administration of Sacramento government was growing, and Alexander soon incited an attack on both sides, anticipated the unknown motives of his. Soon after the attacks, the majority of theirs joined the growing force of the people's militia and the ones who resisted were arrested and publicly executed.
Alexander, now appointed himself as the General, put the people he trusted and competent enough, and soon established a People's State of Sacramento. Over the next 5,5 years, he improved on the agriculture sector, military, border, and collected any of the important sectors and industrial places that available. He also formed the Communist Party as the sole political party and regrow the people's militia as the sole military force of the nation.

Army Technology: They have few military-grade weaponry, with the majority of their weapons are civilian-grade or hand-crafted bow, arrows, spears, shields of various metals and wood, and various kinds of melee weapon. Brief history of your nation:The foundations of Columbia were laid down in the days following the Blackout; as society slowly began to collapse under the strain, local mayors, officials and police chiefs convened in the city of Yakima. A sense of desperation and urgency surrounded the meeting, as they discussed and argued the city's future course of action. Ultimately, it was agreed that they would attempt to establish their own community and wait until they could establish contact with what remained of the federal government. The early days of this "Yakima Republic" were marked by violence and uncertainty. An army was cobbled together, from the National Guard and military units that had been involved in a training exercise in the Yakima Training Center. Combined with local law enforcement, their efforts would be crucial in maintaining order. A strict rationing system was instituted, while the government attempted to establish contact with neighboring counties.
Yakima's neighbors were hardly better off; some remained under the control of mayors or councils, while others had completely collapsed. In particular, the issue of Yakima's foreign policy in regards to these isolated communities would spark intense debate; some argued for integration -- they believed that the scattered settlements and anarchy would be detrimental to the city's security. In addition, they claimed that the Republic needed to expand to find resources to support its population. Others argued against this, believing that Yakima's expansion would lead to overpopulation, instability and eventually collapse. However, after serious supply shortages, the integration faction would prevail. Offering protection in exchange for their entrance into the Yakima Republic, many of these communities accepted. The city of Richland would be one of the larger additions to Yakima, and the Republic's growth necessitated a new government.
Delegates from the various towns would convene for a second time in Yakima; referred to officially as the Continental Congress, a makeshift Constitution would be drafted, borrowing much of its words from the now-defunct US Constitution. In it, the Union of Columbia was proclaimed. William Ridge, a former teacher who had worked rigorously in setting up the initial Yakima Republic, was elected the 1st President of Columbia by the Congress. However, a crisis would soon grip his attention; a scouting party would return with an unknown illness. With many of it's early symptoms resembling the flu, the incident was largely dismissed as a major concern. However, an explosion of new cases and the first deaths made it clear that something was up. It was said to be Columbia's darkest hour, as Ridge, realizing the severity of the situation, took decisive action. Bodies were burned or buried in mass graves. Houses, neighborhoods, and even entire towns were quarantined and sealed off in order to prevent its further spread. Oftentimes law and order were enforced at the barrel of a rifle, and threats of force were common in order to ensure compliance with authorities. Thankfully, the sparse and more rural nature of Eastern Washington made it so that the disease could be easily isolated and contained.
As the last of the epidemic subsided, it took one last victim: William Ridge had begun to express symptoms, and willingly confined himself in a special hospital ward designated for quarantine victims. His death was followed by the succession of his Vice President, Robert Graber. There was no time for mourning, as Graber was forced to contend with food shortages in many of Columbia's larger communities. He would succeed in endeavors to alleviate this problem, although he relied on local officials to allocate resources. As Graber's administration came to an end, he declined to run. Matthias Holman would eventually win, after promising to focus on domestic affairs, and rebuilding in the aftermath of the epidemic.

Army Technology: Military-grade weaponry is common in the well-equipped standing army. However, many of these weapons have become unserviceable or useless over the years, mostly attributed to a lack of spare parts and ammunition. The focus has shifted from military weaponry to more primitive, but practical weaponry, including but not limited to bows, spears, and even clubs and swords. These kinds of weaponry are mostly used by the reserve and militia.
Navy Size: The Navy mostly consists of a few makeshift rafts and small boats, designed for use in rivers and lakes. Army personnel are responsible for managing the crafts.

We'll also act as transport for smaller parties, like character-RP focused players, and dignitaries. Additionally, we'll most likely have a superior edge in riverine, littoral, and amphibious warfare should we be crossed, which thankfully isn't likely.
Does this all sound fine? Any suggestions? I'll be working on my app in the meantime!

I might have an idea about a Biker thing you could do. In august of 2006 in RL, the Sturgis motorcycle rally, in the Black Hills, had several hundred thousand bikers. Coincidentally that was around the time the power went out, for the Rp. In my nation, some of those bikers stayed, the smallest of the 4 factions of my region, but eventually grabbed their families and returned, most of them.
You could do something with the Bikers that left to try to go home, as undoubtedly, a great portion of teh bikes would not ahve relied on electronics, thus not be effected by the Carrington class event, the Coronal Mass Ejection mentioned in teh OP.
Additionally, Though Vacif mentioned it, Sarejo has an Outpost in vegas, at the very least.
