The Whigs were surprisingly pro free market for the time period, but the state was still a predominant force who only behaved like a private company because it was the only way to get enough cash to pay for the numerous and expensive wars Britain was almost constantly engaged in.

2017 Britain is certainly not communist, it's laughable that you could ever say it is. You must have a very poor understanding of communism if you think present day Britain is anywhere near a communist state.

The abdication of the title also serves the role of ceremonially placing themselves in a lower social class and servant position if they want to run for office in the first house. (The second house serving as a chamber to approve or reject laws passed by professional politicians.)
