Division Quasar has been sent to secure/destroy a weapons testing facility on the remote planet of Everest, which has since come under partial Covenant occupation. Infiltrating the facility from below the surface, the BLACK operatives will need to work closely with ONI special assets in order to achieve their goals.

PSYCH EVALUATION: Remains calm and collected under pressure, able to accomplish complex tasks under fire. Refuses to accept the fact that he only got as far as he has in ONI because of his Parents pulling strings, attempts to maintain that he reached this level due to his own competence. His pride is not entirely unfounded, as he is quite skilled. However, without his connections the Operative likely would have never made it out of accounting work in Section I. Has become angry with other Operatives when they attempt to chip away at his pride and achievements.

BIOGRAPHY: Ephraim was born on Luyten, a planet in the Inner Colonies. His mother was a rising politician among the local government, while his father was a Lieutenant Commander in the UNSC Navy and the second in command of the Magellan. He was to return to Luyten on shore leave in time for his son's 1st birthday, however everything changed when the Great War broke out, causing Ephraim II to remain on the forefront for years to come. Father and Son did not have the opportunity to meet face to face until the latter was nearly 23 years old, when Ephraim received commendations for his actions during the Battle of Skopje.

Ephraim was picked up by ONI recruiters when he was 15, putting him on the scopes for recruitment at 17. However, with auspicious test scores, and a few pulled strings by his Mother, who was now Senator, and his father, who was now the CO of the Magellan, Ephraim was able to enter preliminary training at 16. He initially began work as an armor consultant with Misriah armory, providing feedback on ONI special requests for top secret projects. It was simple work, nothing more than a glorified messenger boy, though after one year he was offered a place in the DAVID training program, an offer he readily accepted. This program trained Ephraim and others like him in the use of Covenant Technology, both weapons, equipment, and most importantly, computer systems. DAVID trainees were eventually distributed as advisers among fleets and armies within humans space, as well as among ONI task forces.

ONI decided to keep Ephraim within their own sphere of influence, thus transferring him to Section III to serve in the BLACK Initiative. Ephraim was given on the spot combat training, to at least ensure that he wasn't immediately killed. He faced quite a bit of discrimination from some of the other Agents, due to his rapid advance and his previous assignment as a desk jockey. Despite this negative reputation, he remained with PULSAR for the next five years, participating in several operations that are covered from head to toe in black ink. His final operation was during the Battle of Skopje, where he and a few others were among the few survivors.

Ephraim, along with the other surviving members of PULSAR were given various commendations and medals. Ephraim's father was able to be present, and the two talked alone for hours following the ceremony. Following the battle PULSAR was disbanded and its members transferred to other sections of the BLACK initiative. Ephraim was temporarily returned to his posting with Misriah armory, though now with much higher pay and more transparency with ONI and the company. After a few years Ephraim was transferred back into the BLACK initiative to replace one of the fallen, this time to QUASAR.

In a few days, on July 25th, I will be leaving and going offline for a bit...well. Eight weeks is the number that's been thrown-out for the entire thing (Though it is entirely likely that my pause will last longer due to unknown concerns). As I will not have access to the internet in any sort of leisurely manner, very possibly have no access in any manner entirely, I entrust the OP with the implementation of my characters as NPCs, under OP and only under OP control, and trust that they will not be murdered or act in any odd manner. In the interim time, I will be somewhat active on the OOC.

The app looks good, however, two points that I take issue with: 1) I'd rather keep the doings of Pulsar ambiguous in case we ever explore other BLACK teams, so you be a former member (since we have another former Pulsar member as well) but don't go into detail about their missions, 2) few would have the opportunity to work with Spartan technology, and if you were pulled for Project GUNGNIR I highly doubt they would put you back in the field, so remove that as well. Otherwise I don't think there were any other complaints.

PSYCH EVALUATION:
Andrew is a soldier to the core who will go to any extent to get the job done and to get out alive with as many squad-mates as possible. However he does not lack intelligence, and easily identifies threats, advantageous positions or even ways to avoid the enemy completely, and takes to leadership roles easily. After the battle of Draco III and hearing of the death of his wife and most of his immediate family, developed a severe disconnect with the emotions of others and lack of trust. Later reinforced by an event during the Battle of Imber, where Andrews squad had to hold a bottleneck location. A Covenant grenade had detonated an arsenal of explosives improperly secured by two of the squad members. A piece of metal lodged itself in Andrew's helmet, and heavily scarred him on the right side of his body. Four squad members were killed, the rest injured to an extent and the squad had to retreat, it was during the retreat that Andrew had turned to cover his squad when he was hit in the left side with a plasma weapon.
This event has caused significant distress in Andrew, and was officially diagnosed with Post Traumatic Stress as a result. As well as a general distrust in others and heavy explosive devices. Andrew finds a release in talking with his son, who is currently studying and staying with his Grandmother on Earth.

BIOGRAPHY:
Andrew was born on Draco III in 2521. He lived about an average a lifestyle as any other child could, spending his days either at school or with friends. And this continued until high school, where Andrew had shown an interest in the UNSC after finding no other interesting options for exiting school. His Father was not supportive of this decision, afraid he would lose his son on some bloody battlefield. Yet, despite the protest of his parents, Andrew made barely enough for the trip to join. During his training with the Marines he developed an efficient work ethic, and was an excellent soldier. He wasn't even three months out of training before he volunteered for ODST. Making his way through the gruelling training and coming out of it a top-form ODST.
However, while on a training op during 2546, Andrew received word that his Wife, Sister and Father had been killed by Covenant during the Battle of Draco III. Immediately after he developed a disconnect from those around him, caring little for their problems. And during the mission on Imber in 2547. Although the mission was a technical success, his distrust in others only grew through the actions there. He was diagnosed with PTSD recently after and was discharged, only to be picked up by ONI for the BLACK Initiative a few years later.
