Data caps have been rolling out nationwide over the last couple of years, and many many plans now include them (in fact, it's one of the reasons I continuously refuse Suddenlink's offers - they have data caps on all their plans locally). My phone company theoretically has a data cap as well, but I've tested it, and they're not enforcing it.

I'd rather have a data cap so that my usage is differentiated from the usage of certain bandwidth hogs -who lets admit: really ought to pay more in the first place if they want more.
100 GB a month is too small, but 1000 GB and up, definitely tolerable as a data cap.
Perhaps if 4K video becomes too common and it is a decade or so from now, the newer cap and consumer expectation will be 10,000 GB a month, but not until then! Internet- it is one of those things in life that we wish was free, but has a real cost to make it a reality.

Net neutrality is not (primarily) about data caps. It is about ISPs being prevented from using their defacto monopolies to censor content.

No, the current debate in the US is about forcing content providers to pay to get their content prioritized in the isp's network.
Look at what t-mobile did. They cUT a deal with netflix so netflix streaming doesn't count against the data cap. That gives an unfair advantage to netflix over their competitors on the t-mobile network. (In the states wireless is pretty much exempt from net neutrality now).
