For a few days this July, Kalnaspilis will have the tremendous honor of hosting the fourth edition of the Esquarian Summit- a meeting of Esquarian leaders aimed at multilaterally solving issues facing all of us in the region. We are proud that Kalnaspilis was selected and hope that you will come to love the city that Aucuria calls its capital.
Below you can find information on the venue and security, the names of all nations and leaders attending, the topics on the agenda, and the schedule for the summit. Any additional information can be provided upon request.
On behalf of the people of Aucuria and Esquarium, we wish the attending leaders the best of luck in Kalnaspilis!
ATTENDEES
Fourteen nations (Ainin, Ankoren, Austrosia, East Cortoguay, Koyro, Luziyca, Lyonsland, Montecara, Namor, Nevanmaa, Pavonistade, Teutonia, Tuthina, and Vjaarland) and the Esquarian Community are automatically invited to the Esquarian Summit as permanent attendees. Furthermore, all permanent attendees excluding the EC are allowed to invite one other country to the summit.
In addition to this, the fourth summit will be attended by Aucuria as a non-permanent non-invited nation, based on the fact that Aucuria- which was an invitee to the third summit- won the rights to host the fourth summit during the third summit.

IMPORTANT: If you are on this list, please confirm that you will be attending the summit in this OoC thread! This lets us know that you're aware of the summit and willing to participate.
All delegations shall receive and exercise diplomatic immunity for the duration of the visit.
TRANSPORT
Leaders attending the 2017 Esquarian Summit are strongly encouraged to travel via plane and land at Bendiktas Klimantis International Airport (IATA: KAL), located in the southern Klovainiai borough of Kalnaspilis. First opened in 1932, the airport is connected to the city by road and by bus line; however, complimentary limousine transport will be provided for transit between Klimantis International and Kalnaspilis for all attendees of the summit.
Delegations unsatisfied with Klimantis airport may also choose to arrive at Laižuotas International Airport (IATA: LZS) or Nasrilâh Kartal International Airport (IATA: SNK) in Şehiray if they so choose; however, these are farther from the site of the summit and are not recommended. Leaders wishing to attend by boat may choose between the harbors of Laižuotas and Mariųnis. Laižuotas's harbor is much larger than Mariųnis's, but Mariųnis is significantly closer to Kalnaspils.
All transit between the hotel, the airport, the location of the summit, and any other venues will be complimentary limousine transport provided by the Aucurian government.
ACCOMMODATION
Visiting leaders and their fellow ministers and assistants are invited to stay in the Valujevas Hotel, located in Kalnaspilis’s beautiful Old Town district. The Valujevas offers luxurious, spacious accommodation on Cathedral Square, within walking distance of the vast majority of Kalnaspilis's many historic and cultural sites. Visiting leaders are encouraged to stay on the fourth floor, but the Aucurian government has booked all rooms in the hotel during the summit for security purposes.
There are sixty-five churches, seventeen synagogues, and three mosques within downtown Kalnaspilis, providing a variety of worship locations for members of any Abrahamic faith. For those who are uncomfortable with this, or require a different worship space, there is a generic worship space within the Hotel Valujevas that can be utilized by members of any faith. In addition to the Valujevas's room service and gourmet restaurant- both of which offer vegetarian, halal, and kosher options- downtown Kalnaspilis provides a variety of food options drawing inspirations from all corners of Esquarium.
VENUE
The actual summit between the invited leaders will take place at Liūčaris Manor, the vacation residence of the President of Aucuria. Originally constructed for military commander Aleirikas Kalvaitis in 1921, the manor was confiscated by the Aucurian government in 1952 after Kalvaitis was executed for crimes against the Aucurian people in the wake of the Velvet Revolution and replaced Antakalnis Palace as the President’s vacation residence in 1954.
Liūčaris Manor is located deep inside one of Aucuria’s majestic old-growth forests and will provide a calm, quiet, comfortable venue where world leaders will be able to talk and negotiate without any risk of potential disruption or interference by protesters. The Aucurian government will provide translators, refreshments, services for disabled individuals, and all other services required or requested by the attendees while they are at the manor.
SECURITY
iūčaris Manor is guarded by the Aucurian Armed Forces at all times; during the summit, patrols of the grounds will be tripled and extra guards will be put on duty. Leaders going between the airport and hotel, or between the hotel and the manor, will be accompanied by a military motorcade at all times and by a police motorcade when within the city of Kalnaspilis itself.
Local police will prevent protesters from protesting within 500 meters of the airports or hotels while attendees or delegations are present within Aucuria; traffic near the airport and hotels will be redirected for the duration of the summit. Individuals who attempt to protest in areas where they are not permitted will be dispersed and charged with disturbing the peace;individuals who make threats towards the summit and individuals who attempt to carry out such threats, will be charged with anything from intimidation to terrorism depending on their actions.
AGENDA
One of the most significant accomplishments of the Xiangmen Summit was its comprehensive plan to defeat the extremist terrorist group known as the Caliphate. In the months following the summit, this plan was followed by the effective destruction of the infamous group as a threat to the peace and stability of Nautasia. With Nautasian terrorism’s lead group on the retreat, many have come to hope that the continent might finally begin progressing to a better, freer, more prosperous future.
Since the fall of the Caliphate, though, there have been concerns across Nautasia regarding the future of peace in the continent. Fears of aggressive military expansion, widespread repression of human rights, and of conflict between regional powers both on and off the continent have become increasingly widespread. Many have worried that conditions have changed little for the millions of Nautasians who have long struggled against poverty, tyranny, and oppression.
In the interest of guaranteeing a better future for what has been one of Esquarium’s longest-suffering continents, the Aucurian government has decided it is paramount to work to create a lasting peace, improve living standards, and promote human rights in Nautasia. It is our hope that the nations attending the summit will be able to come to a multilateral agreement that will create a more peaceful, more prosperous, and more democratic Nautasia.
The June 10 tidal wave, one of the largest natural disasters in Esquarium’s history, left thousands dead or displaced across multiple countries and caused billions of dollars in damage. In this time of catastrophe and sorrow, however, millions of Esquarians came together to contribute to rebuilding efforts and show their support for those who were harmed by the devastating wave.
Natural disasters do not discern based on nationality, religion, race, or ideology, and it is imperative that we respond to them in a similarly universal way. The region-wide rallying to support the homeless and the displaced from the tidal wave is strong proof that, when we work together to help the victims of these disasters, we can achieve a great deal.
In light of this, the Aucurian government would like to propose the creation of an international organization, tentatively named the International Emergency Response Agency, dedicated to coordinating the responses to national disasters that overwhelm the resources of local and national governments. The IERA would also provide experts on disaster preparedness to local and national governments to reduce the impact of future disasters, provide financial and material relief to victims, and coordinate international humanitarian responses.
Aucuria is home of one of Esquarium’s oldest and most prestigious statements on human rights: the Declaration of the Rights of the People. Adopted by republican leaders during the Aucurian Revolution, the Declaration is one of Aucuria’s founding documents and has served as a constant guidance to successive Aucurian administrations.
Unfortunately, human rights are under siege in many parts of Esquarium- including in some countries whose leaders will be attending this summit. Much as Aucuria’s Founders did, the government of Aucuria believes that the neglect and denial of these fundamental rights is a great injustice and the cause of many of the issues facing Esquarium.
In addition to assaults on the rights of individuals, there have also been attacks by certain governments on non-governmental organizations and watchdog groups aimed at safeguarding these rights and alerting the world to crimes against humanity. Also invovled in the issue of human rights are the rights of refugees, displaced persons, and the stateless, who are among the world’s most vulnerable groups and are frequently unable to defend themselves from assaults on their rights by authoritarian regimes or xenophobic movements.
It is the hope of the Aucurian government that the fourth summit will be able to make progress in ensuring that these rights are guaranteed and respected across the region. This would include guaranteeing protections for the rights of individuals, taking a stand against the harassment of NGOs, and protecting the rights of refugees and displaced persons.
One of the other achievements of the Xiangmen summit was its call for the reform, reorganization, or replacement of the Organization of Esquarian Nations. While it is true that groups like the OEN play a critical role in advancing international peace and security, it is also true that the OEN has severe issues that have prevented it from adequately handling many of the crises that have faced Esquarium in recent years.
While the OEN did call a plenary session in March where the issue was discussed and a new “International League” was proposed, little was determined about the specific nature of this IL or its institutions and no formal treaty was ever signed. Furthermore, no real progress has been made on the topic since the end of the OEN’s plenary session.
Having turned the issues of the OEN into a global priority and replacing it with a better, stronger equivalent into a goal, the Esquarian Summit now has an opportunity- and, it could be argued, a responsibility- to try and bring about the implementation of the IL. In this area, the government of Aucuria looks particularly forward to hearing the proposals and arguments brought forward by the other delegations on this critical topic.
SCHEDULE
7:00 PM to 10:00 PM - Visiting leaders arrive at Bendiktas Klimantis International Airport or other entry point, before proceeding to the hotel and settling in before the summit.
JUNE 10 (MONDAY)
8:00 AM to 9:00 AM - Visiting leaders arrive at Liūčaris Manor and are greeted by President Uspelevičius, Governor Juozapauskas, and Mayor Kiedis. A limited junket of approved journalists will be present to take photographs.
9:00 AM to 12:00 noon - The summit formally begins in the Green Room of the manor. President Uspelevičius will give an introductory speech that the press will be able to record, but after this all negotiations will occur in private and without press coverage. The issues to be discussed are Nautasia and natural disasters.
12:00 noon to 1:00 PM - Recess for lunch in the Liūčaris Manor dining room.
1:00 PM to 4:30 PM - Negotiations resume in the Green Room.
4:30 PM to 6:00 PM - Formal time for one-on-one or small group meetings between attendees.
7:00 PM to 8:30 PM - State dinner for all attendees in the State Dining Hall of the Presidential Palace in Kalnaspilis. While optional, all delegates are encouraged to attend. Afterwards, all attendees who have not returned to the hotel are advised to.
JUNE 11 (TUESDAY)

9:00 AM to 12:00 noon - Negotiations resume in the Green Room. The issues to be discussed are human rights and the International League.
12:00 noon to 1:00 PM - Recess for lunch in the Liūčaris Manor dining room.
1:00 PM to 4:30 PM - Negotiations resume in the Green Room.
4:30 PM to 6:00 PM - Formal time for one-on-one or small group meetings between attendees.

8:00 PM to 9:15 PM - Performance of Konstantinas Miškinis’s operetta Jūra at the National Theater of Aucuria in Kalnaspilis. While optional, all delegates are encouraged to attend. Afterwards, all attendees who have not returned to the hotel are advised to.
JUNE 12 (WEDNESDAY)
8:00 AM to 12:00 noon - Visiting leaders return home. Before leaving, delegates will be free to tour Kalnaspilis or Masialia Province if they so desire.
