With a desire to further strengthen relations, His Majesty's Government has tasked me to propose greater cooperation on a strategic level. Specifically, we propose the following initiatives we believe will be of mutual benefit to both our countries:

These agreements will be facilitated and signed during a State Visit which His Majesty has personally commanded us to extend to his imperial friend, Her Majesty Her Majesty Garnet til Alexandros, Yohannesian Empress and Queen of Alexandria an invitation for a State Visit to Jeltronia, which shall last from October 07 to 09. His Majesty shall receive Empress Garnet til Alexandros in Fort Jon and her accompanying officials, with other official activities to be prepared in between the meetings of Their Majesties.

In regard to your third proposal: 'The signing of an agreement for joint military exercises, training, officer exchanges and deployment of military assets upon request in times of national emergencies and disasters'; unfortunately, in accordance with the Military Neutrality and Isolation Amendment Act 2016, I am forced to reject your proposal of goodwill. I hope you will understand that this decision has been made in accordance with the third introductory principle of The Will of Parliament, and is in no way a reflection of opinion in our relationship with your government thus far.

Thank you for your email of 13 August 2017 in support of a motion calling for a Parliamentary Confirmation into agreement of embassy exchange between Guirin and the nineteen countries of the Yohannesian continent. I am also responding on behalf of the Rt Hon Chancellor Annabelle Thorndon-Stevensonn and the Hon Minister Emily Kirchweger to whom you also wrote on the matter.

I would like to begin by acknowledging the strength that you have shown, and are showing, in realising the principles of democracy and equal rights for all before the law. Your governing principles align well with the fourth introductory principle of the Rule of Law of our nation state. That is why I am committed to realising this embassy exchange agreement.

Following on the discussion and meeting held by our respective diplomats behind the scene over the last few weeks, I would like to clarify that parliament did finally issue their final assent on 16 August 2017, Parliamentary Motions — Foreign Nation State Issues: State of Guirin Embassy Exchange, which produced a number of stipulations. I am pleased to say that the Executive Council has now responded to those stipulations. A copy of the Executive Council’s response and parliament’s final assent and report of stipulations in their entirety will be published on the Collegian and Parliamentary Hansard website shortly.

Parliament has also received, with good faith, the letter of credence for your Ambassador; a good and charitable accreditation to officiate His Excellency Mr Taro Soiwa as your Ambassador Extraordinary and Plenipotentiary. I would like to clarify that the Thirty-sixth Christian Democratic Executive Council do acknowledge the international principle of diplomatic sanctity in accordance with the General Assembly resolution Diplomat Protection Act. My office will advise on, and provide for Mr Soiwa, the resources that he will require for the additional learning and understanding of the Unity Law.

The Office of Embassy and Consulate Establishment will shortly deliver your diplomatic immunity missives, which can be used immediately by Mr Taro Soiwa upon his arrival.
