Well, if you just limit it to where the actual Roman North American colonies are, you could be a Roman colonial government. Otherwise, you can be a breakaway state outside Roman lands. Your choice really.

History: In 1225, Lord Christophoros Kalixenis was named Byzantine ambassador to the Viking king of Norway. Lord Christophoros remained in Norway for 25 years and during his time there, he learned of the mythical Viking land known as Vinland. He committed the knowledge to his son who in 1254, upon his father's death, convinced the Byzantine Emperor to grant him a small fleet of 3 ships to go and explore Vinland. Guided by Viking navigators, Kalixenis made his way to the Vinland and was disappointed by what he found. Terrified to Constantinople, Kalixenis and his fleet continued sailing south, exploring the entire east coast of North America. In 1255, they landed in Florida and built the small outpost of Theotokia and they made contact with the Miami tribe of Native Americans. At Theotokia, he left a garrison of 30 men In the following year, Kalixenis successfully crossed the Atlantic and sailed through the Pillars of Hercules (Gibraltar). However, he was arrested by the Roman authorities in Spain who demanded to know how he had come from "the end of the world". He was imprisoned in Rome in a comfortable house and he was forced to reproduce his maps of the explored regions he had drawn. During his time in prison, Kalixenis managed to smuggle a copy of his map home to Constantinople as well as a letter explaining the situation to the Emperor. In 1260, after much diplomatic haggling with his Western counterpart, the Byzantine Emperor managed to secure Kalixenis' release. In 1261, Kalixenis convinced the emperors of both Roman Empires to allow him to lead a joint expedition to the "New World". He returned to Theotokia in that same year with supplies and more people. In 1264, Kalixenis returned to Europe having mapped the entire Caribbean and asked for colonists and missionaries be sent that outposts be established. In 1266, he returned and more colonies were built in Florida, as well as Cuba and San Dominguo. As time passed, more and more colonists arrived and the territory under the control of "New Rome" as the colony was known increased.
By Kalixenis's death in 1299, New Rome extended throughout the Caribbean and had its easternmost border at the Mississippi river and its northermost border in Georgia. Kalixenis's son, Ioannis Kalixenis took over administration of the colony. By this same point, disease was spreading throughout the American continents, killing most of the Native population. Ioannis' conquest of the Mayan Civilization and other Mexican Native empires (1304-1320) was almost bloodless. By this time, Byzantine colonists had become by far the majority in the New World as the Western Empire had sent fewer colonists in the first place. Using the gold and building materials discovered in Mexico, Ioannis began to fund the workings of the colony.
Due to the fact that the Roman Empire was closer in proximity geographically to the New World than the Byzantines, the colony of New Rome moved closer politically to the Roman Empire. In 1420, the Roman Empire granted the Kalixenis family was given hereditary governorship of New Rome in return for swearing loyalty to the Roman Emperor. In 1522, in order to keep the Byzantine colonist population allegiant, Viceroy Alexandros Kalixenis (reigned: 1493-1527) proclaimed religious loyalty to the Ecumenical Patriarch of Constantinople as opposed to the Pope in Rome. This angered the Roman Emperor who deposed Alexandros who replaced him with a Papist Viceroy. This triggered massive riots throughout the colony and the Emperor reinstated Alexandros in 1524, and the Byzantine colonists were soothed. In 1600, Viceroy Mikhalis Kalixenis was allowed to establish a colonial militia, which over time came to largely replace the Roman Imperial garrison.
New Rome has grown into a massively prosperous nation with a politically reclusive elite, growing increasingly out of touch with the population. At the same time, the nation is experiencing massive amounts of economic prosperity and industrialization with a new middle class emerging socially and economically with their own needs and values.
