Strangely enough, after 10 years of heroism, he hasn't lost his optimism and his faith in humanity. Or maybe his faith is in something else ?
EDF/Academy Status: Member, Hero
Powers: The main power of Hurricane is Super-Speed. During multiple tests made by the EDF and intensive training, he is now able to move faster than sound (record speed : 1309 km/h) if the conditions are right. However, this is not the only thing in the Hurricane's arsenal, as this speed, if alone, would have turned him into a bloody pulp a long time ago. He is also heavily mutated, with tissues (muscles, tendons, ligaments, bones...) far stronger and resillient than normal. His heart, beating at half the rate of a normal human, is strong enough to feed his entire boody even at incredibles speeds and his sight is one of the best in the world, being able to see movements in details even close to the speed of sound. His nerves are abnormaly efficients, and he can react to events in a quarter of a second. The systems to keep his pressure in check, to produce ATP out of oxygen, from abnormal forces due to high speed... all of this combine transformed Allan into a mighty glacier, able to tank gunshots (of small caliber) and to hit like a truck.
Of course, this come with its downside. Like everyone, Allan cannot go all out at all time. His body ask for so much energy to function on a daily basis that he must eat five meals a day, with the EDF preparing special foods and medecines to give him the calories and energy needed. The laws of physics still applies on him and the faster he goes, the hardest it become to control his trajectory and his movements. While he can survive a brutal stop (from 1300 km/h to 0), doing so absolutely destroy everything around him, as dictated by the laws ruling over energy and its dispertion. The latter is the reason behind his Hero allias, as it look like a small Hurricane just hit. All of this make so he never go "all out" unless he faces a Destroyer or an incredibly dangerous human. However, he can keep up with a car very easily and for hours without tiring himself.
In fight, he is known to use his extreme resistance to suddenly move his arm at neck-breaking speed, but not the rest of his body. By all means, this should cut his arm or leg clean off but beyond some minor pain to his shoulder later, it appears to be without consequences.

Biography: Allan never saw a world without Destroyers. For him, like for billions of other peoples born after 1973, the Destroyers are just a fact of life. Like the Plagues of old, they could just wipe away a city if they so wanted, and nothing could trully be done about it.
Yet Allan's heart wasn't made of stone. The videos and pictures of the destruction, of the cataclysms brought forth by the Destroyers angered him. An hate shared with many, but what could you do against such creatures ? You could only pray, and forget about the death, about the destruction. Allan did so. But he did not forget. He started small, doing push-up, learning how to fight from his father, then deadlifting. Everything he could do to feel less weak. It would never be enough sure, but it was better than nothing.
It was then than, like a prayer answered, 14 years old Allan felt his body change. He could run, and run, and run, without ever stoping, everyday a little bit more. His muscles started to grow by themselves, his bones became harder, to the point he had to be careful not to eat his fork with his meal. Meals he started to take more often, always feeling hungry. His first act of heroism was to punch someone trying to rob his friend car. He almost killed him.
Allan's power became too much to handle. And it was at this moment that the EDF came to see him. With the agreement of his parents, he left his hometown to join the Academy where he proved to be an excellent student. His powers were judged good enough for service as sidekick for heroes and he had multiple occasions to distinguish himself for bravery, selflessness and courage in face of danger. To this, Allan tend to respond that it wasn't any of the three, since he never trully risked anything. In fact, Allan was left with a metaphorical hole in his chest. he wanted to do more, so many people needed him yet he couldn't do it all. He had to chose who to help in priority or to follow the EDF missions. He tried to get out of his way as much as he could to help people out, but it was never enough.
At 20 years old, Allan declared his days at the Academy over, with or without the EDF agreement. But the EDF was more than happy to offer Allan a post as an official, regulated Hero. Allan took the offer, and became known under the codename of "Hurricane". During his career, he had the occasions to defeat villains, fight Destroyers and to help victims of earthquakes, tornados and other typhoons. He is also a strong support and spokeperson for many charities movements backed by the EDF. But in secret, while saving the world against real, physicals threats, he also back some whistleblowers and independent journalists investigating the rumours of corruptions inside Bay Lake Height and the World Government. He came to their rescue more than once, to the anger of the EDF or of some officials. But Allan is a Hero, and he won't stand there doing nothing while he was given theses incredibles powers. This Gift from God, he will use it to fight against evil, against the ennemies of mankinds, against thoses who wishes to step on the weaks for their own gains. He is a Hurricane of Justice, the Protector of the Innocent...

Named so because of her being the very largest Destroyer so far, and the first, the Sovereign is far more powerful than she lets on. The Sovereign is a curious case; she appears to be a human woman, with her vague but attractive and beautiful feminine features, has six wings and appears to be an angel. Her wingspan stretches the entire distance of New York City, from one side of the city to the other. She, herself, breaks the square cube law as well; being a few times larger than the Empire State Building, although she appears to be able to change sizes.
The Sovereign has signals of some kind made from some sort of impulse that has been detected coming from her, and anytime these signals are sent out, active Destroyers (or, rather, Destroyers on Earth) change course or begin/end an attack. Theorized to be either the central intelligence and/or ruler of the Destroyers because of this, the Sovereign is a priority-one kill on sight target should it be near a city.
That is easier said than done, especially considering the Sovereign survived Operation Endbringer, wherein a Tsar Bomba was dropped on her after she had been apparently weakened. The Sovereign is responsible, on her own, for at least the destruction of over ninety cities world wide, and the death of numerous Inhumans; including a man named Superion, a Tier 5 superhero who often helped turn the tide in Destroyer battles. The Sovereign is otherwise known as the Queen of Destroyers, Lady Death, among others. If she does control or influence the other Destroyers, this also means the Sovereign is responsible for every single last death and all destruction caused by all other Destroyers.

As I'm reflecting on all the things Karl can do, I think he's going to be incredibly outmatched. In fact, I think he's already outmatched by about everyone here.

When I first wrote the app, I didn't take tiers into account. Didn't quite understand them and I think I do a little better now. Karl's a tier 3. Looking at the app I wrote, and now by understanding tiers better, I reckon that he should have a tier for intangibility, one for flight, and the other for possibly vision / aiming. If that's acceptable, VOID, then I'll change my app slightly to reflect this.

- Telekinesis: Jack has extremely versatile telekinesis, and it is especially good at making telekinetic weapons or constructs; effectively letting him tear/slash people to bits with his mind, Jack's telekinetic range extends for up to around a quarter mile. The area has shrank each iteration, however.
- Telepathic Control: Jack can telepathically influence or control individuals around him, as well as being extremely good at getting inside people's heads; literally and figuratively. His telepathy seems to have a city-wide range, but the closer you are to him, the easier for him to control you are. The range has been getting notably smaller from each iteration.
- Consciousness Transferal: Jack's telepathy and its extreme power goes beyond the norm for telepaths prior to him. He is able to transfer his consciousness entirely, rewriting someone's brain and personality to have his memories and such. However, it seems this power is beyond his control and can only happen when his current body dies; and he transfers into the body or mind of whoever last killed him. When he transferred the first time, he brought his powers along as well. However, when transferring, he does not bring powers from previous hosts; only his powers.
- Animal Control (Ripper II; defunct): When his transferal powers were discovered, he was killed by Animan, a man who could control animals. Raiding a zoo, Ripper II went on a rampage with animals before he was eventually caught. His kill order was not yet removed.
- Bioshifting (Ripper III; defunct): Shortly after being caught, Ripper II escaped; only to be killed by Nobody, a man or woman (Nobody's true identity was never found out) who could be anything or anyone, including a living weapon, as long as it was biological. Suffice it to say, this ended poorly. Ripper III had the highest kill count of any of his past or future incarnations before finally being caught, including after unleashing a plague in Boston.
- Metal Physiology (Ripper IV; defunct): Ripper IV was created when, after being imprisoned, Ripper III was killed by a man with the ability to shift into a metal form and create metal blades from seemingly nowhere. Not expecting this occurrence, as before this the man was described as calm by other prisoners, Ripper IV gained full access to his powers without any dampeners; this allowed his escape into the world once again. He killed nearly fifty people in his escape, and was never caught.
- Defunct Physiology (Ripper V; defunct): After a few months of being on the run, killing a few people in every other town he found, Ripper IV was killed by the Good Samaritan, a woman who needed basically none of her organs to live and could even survive decapitation and control her body afterward. The Good Samaritan became Ripper V immediately after, and became nearly impossible to capture or kill because of the combined powers; Ripper V was regarded sometimes as Jack's final instance, and was sometimes called Jacqueline because she was now a woman. However,
the press would be proven wrong when Ripper V went up against the Comedian.- Normalcy (Ripper VI; current host power): Formerly known as the Comedian, his power was ironic despite his name and preference to dress as a clown. The Comedian's power was...
normalcy. Everything he did was normal, no matter what. That means if he walked up to you and punched you in the face or stopped you from committing a crime or hell, killed you, it was completely and one hundred percent normal. It was just bound to happen; there was nothing weird about it. Nothing to stop. No threat; why would someone so normal be a threat? And this created Ripper VI. Ripper VI is regarded as the most dangerous form since Ripper III by the EDF, if only because when facing him in person, you regard him as completely normal and don't engage; because he's normal. There's nothing threatening about a normal man dressed in a normal looking clown costume.
