Foreign Affairs
Vice-Premier Taavi sat in his office behind large closed iron doors, it had only been a number of hours since he arrived back from Khartoum. They had been installed in the days of WWIII, when the Egyptan Government feared a Ethiopian assault on the capital building. They represented the paranoia of that time, the idea that the enemy would be so atrocious and ferocious that they would commit a war crime in the centre of their opponents operating system, knocking out the controller in the machine, but as this kind of fear encircled the world once more, it didn't seem so crazy.
Taavi only needed this office for a year or two, before the entire capital was moved over to the new site in Al-Dahar. In Al-Dahar, the offices wouldn't simply be more secure, they would be next to impenetrable, completely ready for every situation, including a nuclear strike on the city, which seemed like something that the NAC had to be continuously wary of. People all around the city had started advocating for a mass nuclear define system, and many government officials were calling for an NAC weapon program in general. The strikes in the Congo certainly weren't helping keeping the people calm, and the 'United Nilea' newspaper say they have evidence that the Iron Guard in Angola also is in possession of one of these deadly weapons. For Ali's administration, and Ali in particular, there was more work then ever, and if there is more work for Ali, there is more work for Taavi.
For days on end, Taavi could hear people bustling in and out of the doors in the hallway, running past with stacks of paper and desperately trying to get to places on time. This world was unraveling, and the carefully woven tapestry of the dream of a peaceful world was starting to fall apart.The NAC was the beacon of hope for Africa, and now they needed to act like it.
Taavi stood up from his desk and went towards the bulletproof windows that covered the government building. From here all of Cairo could be seen, a city growing at a uncatchable rate, and Cairo was only a small piece of the Confederation as a whole, but in this day and age, the NAC didn't just have to take care of itself, in this day, it was responsible for Africa.
Secretary Ahmed Al-Sarrah walked into the room carrying a stack of papers equatable to the thickness of an in-depth encyclopaedia.
"Sir, you and Premier Ali have a teleconference with Tripoli in about 5 minutes." Ahmed said with tackles of sweat building up on his glasses. This had been a stressful week for everyone, but it seemed like Secretary Al-Sarrah had been hit particularly hard. Taavi turned around to see the face of the once idealistic secretary of state that had entered the government building only a year or two ago, now, he just saw the same tired expression hat sat on the faces of every member of the government nowadays.
"Of course, I'll be there as soon as possible."
Ahmed turned away towards the door, obviously busting to go to the next destination to remind them of what needed to be done.
"Ahmed?" Taavi called from behind him. "Be sure to get some rest, we all need it, but to keep everyone working on time, for the good of our nation, get some sleep."
Ahmed smiled at the Vice-Premier, but then walked away, continuing to remind people of the tight schedule that had to be run here in order for the nation to function.
Premier Ali sat in the teleconference room, with a large curved screen in front of him, that, in a few minutes, would have the faces of the Chancellor in N'Djamena for a visit, and his co-premier of the NAC, Mr Kallisad of North Sahara. people were constantly moving in and out of the room, handing him documents and asking questions, it was tiring. The NAC, being the massive nation it was, is hard to try and coordinate, but the main issue was the international events.
Vice-Premier Taavi walked in through the iron doors only a minute before the conference began. He had a look of assuredness upon his face that was uncommon among members of the government, and that meant he had a plan. Ali turned to ask him what he was thinking behind that straight face, but before he could, the countdown began.

On a split screen, the faces of Premier Kallisad and his Vice Premier, Karin appeared on the screen, and on the other part of the screen, the face of Chancellor Alfrasi.
"Good evening gentlemen, I trust your days have been just as complicated and busy as mine." Chancellor Alfasi said as he straightened a number of documents on the end of his knee.
"The feeling is certainly shared with the Saharan branch." Mr Kallisad responded with a tired tone easily detectable in the way he spoke.
"As it is with us in the east. I assume the first order of business is in the Congo?" President Ali asked the men around the room.
"Oh god the Congo, every time what happened there enters my mind a shiver goes down my spine. How do you think we should deal with this?" Mr Alrasi groaned as his eyes diverted from the screen in a moment.
"Well Nilea proposes sending a large group of doctors to assist with the strike area." President Ali quickly mentions before looking down at the page to get some more information before making another statement. In the meantime, the more prepared Saharan delegation speaks up.
"On top of that, we should send an NBC regiment to deal with the possible reproductions of this devastating attack on both the personal and global scale, and put a dedicated portion of our military funding towards funding democratic rebels in the Congo. We can also supply them with Third Party equipment support, particularly in regards to vehicles and weaponry. To make sure that these rebels are not just fledgeling revolutionaries, sending CBI agents onto the ground should also be considered." Finished the well prepared Karin. Premier Kallisad continued;
"We are aware that by doing this, we are endangering the lives of good North African citizens, but this nuclear strike threatens the entirety of the African continent, and it needs to be neutralised as soon as possible. While it certainly looks like we are risking the lives of our own citizens to save a country in freewill, this nuclear strike changes everything, because it is no longer just the Congolese in danger."
The teleconference went quiet for a moment as all involved went over the solemn thought process of thinking of what was proposed.
"Mr Karin and Kallisad speak the reasonable and justifiable truth." Taavi insisted. "This is a threat to all of Africa, and by sending CBI agents on ground, we are clearing our own citizens from the threat just as much as anyone else in Africa."
"Well, it seems as if the Saharan proposal will be moving forward." Alrasi solemnly declared. "Now own to a more optimistic situation, are there any updates on the liberation of Sicily?"
"Well, Helios Phase II is nearing completion at the Strategic Warfare building in Khartoum, and it should be done by the end of the week." Premier Ali muttered.
"On top of that, our base in Tripoli is getting a live feed of the remaining operations that are currently in the process, we will link our counterpart in the Nilean operating base to the feed." Premier Kallisad said while a secretary handed him a cup of tea.
"Well it is certainly satisfying to hear some good news, but we have more trouble in Angola and Burundi." Taavi stated.
"Yes, Ali gave me a quick description of what he had in plan for Burundi about a week ago." Alfrasi responded. "How is that going along?"
"Well, we have some more good news at least in that part of world events. The Foreign Minister is going to be sending a telegram to Tanganyika that will be outlining a plan to move into the nation and depose its corrupt and authoritarian government. After that they will create a well organised and transparent referendum regarding if Burundi wants to be incorporated into Tanganyika or remain independent with a new, democratic government. Now, the only thing we need to do is convince that Tanganyikans that this is for the better of the African people. They are the only nation we can rely on to do this, Congo is in chaos and Rwanda isn't democratic enough itself to possibly depose this government." President Ali droned on.
"Well, now the fate of the Twa people remain in the hands of a few important Tanganyikan officials. Let's hope they make the right decision." Karin responded. "But what are we going to do with Angola?"
"I'm holding a separate teleconference with some top military strategists tomorrow noon, I'll make sure you get linked in Karin. I'm pretty sure our premieres are going to be preoccupied with the visit to the Al-Dahar building site. Hopefully that will give the people a bit more calmness." Taavi answered.
"Well I think this concludes the teleconference then. I'll see you in the east tomorrow for the visit to Al-Dahar. Let's hope our nation lives through this age of terror for the African people." Kallisad concluded.
The teleconference ended almost suddenly, but Taavi was sure to keep conversation with Ali going, as he had something he needed permission to pursue. At this time, the NAC had no rival, but Taavi was going to make sure that the second largest economy on the continent would be on his side.

After the conclusion of the Cairo Peace Accords signed by both the Sultanate of Anatolia and the Holy Order of Levantia, the Second War of the Middle East, marking the end of a bloody conflict that engulfed the region for years. The terms were agreed upon by both sides and the North African politicians overseeing this historic event approved of them. Levantia will be forced to let go of the island of Cyprus and pay 10 Billion USD in reparations. It is rumoured that the Levantine President, Simon Mier, will be invited to Benghazi to discuss the future of his nation, the completion of the Cairo-Jerusalem railway system, and how the NAC can assist in its rebuilding.
Violence continues on the streets of Liverpool in European Great Britain. But, as a possible sign of reunifying under the European banner, national unity and nationalism has been on the rise. This trend seems to be occurring in Slavia, and happily the NAC.
This surge in nationalism in these countries is largely due to the countries populations uniting to fight the genocidal Italians. The participation of the NAC in this conflict seems to be only benefiting it, and it can firmly be said that Operation Helios, the name given to the previously confidential war plan that the NAC acted upon, was greatly successful. The rise of the Democrats in breakaway state of Marmaro gives us hope that a better Italy may soon be on the horizon.
Greater Nigeria, in the west of Africa, is in the market for a better market. It is currently attempting to push some new economic reforms that they hope will secure their nations place as a power in Africa. It is rumoured, that there may be a meeting with a high level Nigerian official with a North African counterpart to discuss the growth of the Nigerian nation, and the formation of a strong partnership, but only time will tell.
A European company known as Lightspeed Internet has recently opened up their store in the central business district of Cairo, marking a transition of large foreign companies to the people of North Africa. This goes alongside a new decree from Premier Ali himself on behalf of the Department of Finance and Economic Matters (DFEM), stating that 'All modern technological and machinery imports coming from the United European Republic or the United States of America will have no tariffs enforced on them, to encourage the modernisation and globalisation of the North African Confederation.'
The civil wars in Angola, Congo, and Madagascar, continue to rage on, and the North African Confederation supports democratic sides in all nations, with the exception of Angola, as it is still being discussed which side to support, and the NAC is becoming wary to angering the Karakasi Cooperative Zone, as it seems as they might become allies in the future.
A meeting between Vice-Premier Taavi and the Foreign Minister of Southern Africa, Oorwin Makas, ends in strengthened ties and economic deals to increase bilateral trade between the two nations, which are both within the ION. Travel and immigration between the two nations becomes more encouraged, and travel between the two is much easier.
Premier Ali and Premier Kallisad, after their visit to the Al-Dahar construction site, have an important announcement to make in the parliament, that will be spearheaded by a piece of legislation that they have kept as a surprise for today. Only time will tell.

Premier Kallisad and Ali arrived at the site of Al-Dahar, the new capital city planned for the confederation in the Nile Delta to commemorate the unity of Africa and the Middle East. The Libyan and the Egyptian stood side by side the entire time, symbolising the equality of everyone in the eyes of the government. The North African Confederation had stabilised in the past few months during the invasion of Italian Sicily, which had united the country behind the government.
This event was also scheduled to account for a very important national address that both of the Premiers would be taking part of regarding the revealing of some particular bills on how to make the NAC not just a better place to live, but a better place to work. In both of their visions, the NAC needed to be the centre for African economics, and create a sustainable model that others could follow, that would bring a newfound era of prosperity to the African continent. IN the minds of the high level officials within the NAC, this was an experiment that needed to work, something that couldn't fail.
This world was becoming increasingly dangerous, and the NAC needed its people to be safe.
The announcement featured two main bills, one known as the Economic Freedom Act, and the other being the Education Cooperation and Advancement Act, both of great importance.
Economic Freedom Act Summary
- Cuts away major parts of bureaucracy surrounding creating a business in the NAC, vastly simplifying the process.
- Cuts certain taxes for small business to try and stimulate the creation of businesses.
- Creates a Economic Freedom Council that will be responsible for eliminating any unnecessary boundaries and simplifying those that shall remain regarding the operation and creation of businesses.
- Gives larger funding to the Business Stimulation Program, which hands out grants to legitimate applicants to assist in the sustainability of businesses
- Assures many basic business freedoms in the NAC.
- Lowers many boundaries formally required for PCE, ION, METO, or IDF businesses to open in the NAC, but still a more complicated application then required for local businesses.
- Creates publicity projects supporting and advertising the creation of businesses.
- Gives subsidies to companies which are both local and rural.
- Puts more restrictions to fiscal loaning or other fiscal services to assure the security and strength of national institutes.
Education Cooperation and Advancement Act Summary
- Popularises the creation of teacher's unions to support the rights of teachers confederation wide.
- Creates the Disadvantaged Children Fund that will support locally impoverished children in giving them access to education.
- Creates a simplified North African Arabic, standardising the dialects of Arabic found in the confederation which will be taught in schools.
- Student Representation and Voice programs are funded by the government, particularly each state given an annual student congress that will be attended by the State's Governor. In these Congresses a Student Executive Council will be formed for each state that will change annually, need will speak for the students of each state.
- Regional School connections are reestablished and encouraged.
- Rural schools can apply for funds from a more funded Rural Educational Fund
But on the same day, Chancellor Alfrasi announced another large set of legislation that would go to directly the senate in a bundle act known as the Confederal Modernisation Bundle Act. This included the Giza Construction Act, the Tripoli Fiscal Act, the Confederal Telecommunication Connection Act, the Cultural Appreciation and Preservation Act, and the Industrial Commerce Act.

Giza Construction Act
- Applications for foreign companies to build tourism infrastructure in the city of Giza has been greatly simplified and tax regulations greatly cut.
- Privatisation of one of the signifiant tourism companies running in Giza shall be privatised to try and encourage economic development.
- New tourism jobs will be given to local North Africans and not foreigners who come in with the company (This does not mean that non-citizen residents of Giza cannot apply, they just need to provide legitimate intensification to prove their North African residency)
- Funding for the Confederal Egyptian History Museum will increase to display true Egyptian history and encourage cultural appreciation.
- Community events in Giza displaying native Egyptian culture will gain more funding in an attempt to display true Egyptian culture to foreign tourists.
- Hotel and temporary residential industries will have taxes cut for them if they build in Giza, and in particular an are known as the Lotus Park.
Tripoli Fiscal Act
- Encourages banks and other fiscal agencies to base themselves in Tripoli with the benefit of looser taxes in the building process and the maintaining, particularly in an area that has been deemed Union Boulevard.
- Reforms North African fiscal and monetary policy to make sure it is more secure and strong.
- Encourages all banks to move a large amounts of transaction online to become more accessible to the population.
- Creates a vast cyber security network with the help of foreign IT security workers and members from the Cyber Branch of the North African Army.
- Foreign banks with strong institutions are welcomed into Union Avenue, with advantages granted for making it their centre of North African or African banking.
Confederal Telecommunication Connection Act
- Telecommunications infrastructure will be installed nationwide to support a modernising population and a nation in dire need of quick and easy connection
- Much of this infrastructure will move along the already existing Lunctio national links
- Major news cooperations are given subsidies to establish rural telecommunication networks, supplying news and software resources to rural citizens of the NAC
- Plans to create major telecommunication network incorporating Levnatia being planned for its presentation day when Simon Meir hopefully meets North Africans in Benghazi.
Industrial Commerce Act
- Encourages companies from the IDF, PCE, METO, or ION to do their manufacturing in the areas surrounding Mek'ele, Gondor, and Bahir Dar in Ethiopia, and Sawakin and Bur Safajah in Egypt by eliminating major taxes regarding the operation a business there.
- Creates massive rail systems connecting mek'ele, Gondor, and Bahir Dar in Ethiopia to the Eritrean and Tigrayan coastlines.
- Creates massive port and shipping systems in the cities of Assab and Tio on the Red Sea coast.
- Subsidises the construction industry to construct factories in the area.
- Modular assembly and construction systems will be put in place for all factories to increase efficiency and productivity.
- Mechanised assistance will become more prevalent in factories, still needing the maintenance and use of human hands.
Mobilisation around the nation as consequence of massive application to join the military following the declaration of war against Rome has greatly expanded, particularly into the ghost armies. The industrial complexes in Ethiopia have started producing large amounts of arms, and more people are being employed into the Cyber branch of the armed forces.
In the city of Tripoli, a small group of government sponsored car designers teamed up with a group of businessmen to form the car company 'Afriq'. Ever since the IDF passed the new resolution opening up technology to other members of the Confederation, more modern technology has been seeping into North African society, and Afriq hopes to make modern and affordable cars to the average North African.
In hopes to store more energy in an efficient and cheap manor, Vanadium Flow batteries are being constructed alongside the geothermal energy complex in Djibouti. More of these VF batteries are popping up around the confederation next to large power production areas, like the solar complex in the Sudanese, Libyan, Chadian, and Egyptian deserts, and the hydropower complex dotting the rivers of Lesser Ethiopia.
A North African company going be the name Graphiqa has offered to assist the European company Future Industries in their mission to find a simple and easy way to produce graphene sheets, as it is Graphica's main goal to bring Silicon Anide batteries to the NAC to improve every aspect of life there, but for a Silicon Anide battery to properly function, graphene is essential to separate certain parts of it. The North African Government is backing this graphene production research.

In the large swaths of sand between the former territory of Libya and Chad, where riding technicals defeated a technologically superior army, is now a testing ground for a host of weapon & vehicle prototypes
From the promising XM0905 prototype to the ELECTRUM firearm system, soldiers from different parts of the country were testing out these equipment, under secrecy.

The man named Sassad was working furiously on the 3D Map, with it constantly updating thanks to the systems embedded in squad leaders and vehicles. A thin blue and red hue on the table was constantly being updated by the minute, he responded:
“Sir, we have units confirming the capture of Zona Falcata, there is heavy resistance in Villa Mazzini, as well as the local plazas.”
“Good, order Mechanized Group <Alpha> to support the forces at the Villa, continue the offensive.”

As a squad leader’s duty to make it out alive, it got a whole lot harder when they were all ordered to dive into the villa.
The warcries of enemy soldiers was nearly frightening wasn’t it for an platoon APC decimate the entire charging squad, embedding them with 14.5mm tracers sizzling into their skins
Battle-hardened troops were no match to well-equipped and trained equivalents, and shortly after a few, brutal hours, the Villa was finally taken, along with several blocks going towards the main road, the enemy was being cut off.

In the far west, the 1st Airborne Corps, commanded by Ulis Raahasad has been blitzing around the hills and into Palermo itself, the wrecks , strewn sandbags and wood is common as the tanks and APC’s passed by.
Enemies were hit with both heavy rockets and cruise missiles borne from ships and planes miles away, artillery shells were hit with a wave of 20mm, prematurely blowing it to pieces before doing any damage. Shock & Awe was effectively used against the enemy, overwhelming the AA with a precision guided missile to cannons and machine guns firing overhead scared troops.
Any occupied towns and villages were ordered to be reconstructed and the impoverished relieved with relief aid, an effort to create trust between the Italians and the Africans, which is important in times of war.
The main objective of the entire operation was the city with the only main port available for reinforcements and supplies by their mainland, the heavily armed Palermo, with sandbags, barbed wire and a labyrinth of trenches digging straight into the Belgian sett’s.
The garrison was not to be underestimated, after probings revealed the alarming Roman Tank Brigade located within the city. However, the Airborne themselves has been attached with tanks arrived from the shore.
The first shots were chaotic, the big, bulky 120mm rounds and GLATGM’s hitting the Romans head-on, with their cupolas having a confetti burst of ordnance within the tanks as Mechanized Rifle squads proceeded to advance into the outskirts.
High Command has recently took note of the rebellion in Southern Italy, but, since Sicily is still having resistance, only naval and air support will be offered to them, with Task Force Tripoli numbering over 30+ ships being sent.

Projects
Project Lunctio: 80.3% (Following the massive stabilisation that occurred in the south of the NAC, progress on project Lunctio has only been increasing, hoping that a newly complete confederal infrastructure system could assist in the facilitation of a period of extreme economic growth. The Nile Cities have finished their link from Juba to Cairo, and then further connections from Alexandria to Cairo, and Sinai to Suez. Djibouti, now one of the most essential cities in the entire confederation, has become an economic might, facilitating both the transfer of natural resources from Lesser Ethiopia to the coast, and the beginning of the manufacturing and industrial surge being exported from the Djibouti ports as well. A train line connects the major resource cities of Lesser Ethiopia to Djibouti. New settlements are popping up all around Lesser Ethiopia, hoarding around the mining boom cities or the manufacturing cities. A high speed rail system connecting Benghazi to Alexandria and Cairo has continued its expansion, in an effort to connect both sides of the Confederation together. the Suez expansion is well underway, and sections of the canal are being systematically blocked off for hour periods at a time, much to the detriment of trade merchants.)
Juba Renovations: 100% (COMPLETE, All renovations on the city have been complete to the adequate level, although the project was slightly overtime.)
AUSCT: 39.8% (Progress as usual)
Eco Project: 52.9% (The Geothermal complex system is entering a prototype stage with the first plant completed, with a Vanadium Flow battery system being constructed to store the electricity much more efficiently. Solar complexes in Chad and Libya are approaching completion, and vanadium flow batteries for the hydropower complexes are in the process of being constructed.)
Cairo-Suez-Jerusalem link: 33.1% (The link from Bir Hammah to Cairo and Alexandria is just about a third complete)
Eden Project: 9.1% (All South Sudanese towers that are under construction have been completed, putting all focus onto the towers in Afratia and Darfur. AS the UAF workers are now left without a country to return to, the NAC offers them citizenship in the NAC. Many accept.)
Project Hashd-Tahaluf: 12.8% (After the arrival of major URE funding for their base in Marsa Alam and the IDF base in Al-Ghardaqah, construction has become much more streamlined and materials arrive on time and in time. The Slavic base in Djibouti is still moving at it's rather sluggish pace due to Slavic funding not having arrived as of yet. The NAC calls on Slavia and the IDF to provide the adequate funding to complete the bases quickly.)
N'Djamena-Sabha High-Speed Railway: 17% (Progress as usual, although more funding is expected in the coming months.)
Tripoli Expansion: 37% (Investment in the Tripoli area has continued to explode post-confederation.)
New Sirte: 46.1% (Nilean and increased foreign investment, on top of the already prevalent Saharan funding, has assisted in the quick progress of this subject, although progress is predicted to slow in the next few years.)
