It's going to vary. In the case of the United States, for example, most of the territory is already inhabited by Americans and imply needs to be inducted into the CSA or USA as a state.
In the case of NPC nations, it needs to make at least some sense.
Colonization, such as in Africa and uncolonized regions, would really just be a bunch of people showing up with guns and saying "This is ours now", so the process for that would obviously be less complicated.

I see that there are still some unclaimed lands in East Coast.
I'll colonize it soon.

The advanced nature of the navy, especially in an area with mediocre development at best, would be an issue.
If you cut down some of the territorial claims and reduced the navy a bit, then I'd be more inclined to give it a swing.

Motto: Montjoie!
Governing Ideology: Though considered an absolute monarchy in the vein of the era, local governance is carried out by oligarchies of the 'pure french' in society
Leader(s): Roi Louis III, de Bourbon (by Algerian reckoning); a 15-year old monarch currently under an oligarchic regency
Territorial Claims: Algerian coastline and highlands, if permitted then the mouth of the Congo River and the area surrounding Port Harcourt (as colonies), visualisation
Population: 2,894,000 (using estimate via. 'populstat' resource)
Land Forces: roughly 20,000 Infantry. 7,000 Cavalry. 2,000 Artillery personnel
Naval Forces: 1 Ironclad (under construction), 8 Man O' Wars, 70 miscellaneous transports, with sufficient local and foreign crews
The service rifle is the 'Fusil modèle 1866 Chassepot', the standard field gun is a canon-obusier de 12, though in both cases less uniform arms are employed amongst less-well equipped battalions.
Point of Divergence: 1733 technically, but the major POD is 1765 After Frances' defeat in the Seven Years' War
History: After losing control of New France in the aftermath of the seven-years' war; Louis XV of France frantically sought new territories in which to pour the nations' colonial fervour. Looking south across the Mediterranean sea, the French monarch saw the autonomous lands of Algeria - nominally under Ottoman suzerainty, though independant for all intents and purposes. Under the pretext of stopping Barbary piracy, which stemmed from Algeria at the time, the French quickly seized coastal Algeria, executing the dynasty of the local Dey for harbouring the Barbary pirates. Through this a power vacuum was created, into which King Louis placed his son, Philippe - who had miraculously overcame his childhood sickness. Philippe, now Duc d'Anjou and 35 years of age, was made Duc d'Algerie and tasked with establishing a functioning - and French - administration in the hopes of one day formally annexing Algeria into the French core territories.
Under Duc Philippe, a series of racial and centralising programs incited a number of uprisings, all of which were put down by the army of Philippe's father - who was more than happy to protect the colonial venture with French lives. By 1792 a new generation of Algerian locals were being raised to speak french, eat like the french, act like the french, and think like the french; thanks to the ruthless efficiency with which Philippe erased the pre-existing culture. As revolution unfolded in l'Hexagone, Algeria was left largely to its own devices, experiencing little unrest of its own due to the lack of a presence of enlightenment ideals to spur the population against the monarchy. Philippe was nearing his 63rd birthday when he received news of the execution of his King and Nephew Louis XVI. Algeria officially paid lip service to the French Republic whilst maintaining its Ducal system, with the revolutionaries turning a blind eye towards the backwards colony as they attempted to solidify power and respond to reactionary forces on the European mainland.
With the rise of Bonaparte in France, Algeria was granted a special place as a subject state, even though Napoleon raised the Duke, Louis I, to the title of King - or Roi - to better reflect the standing of the now ethnically French territory within the Continental system. Louis retained his title during the collapse of the Napoleonic empire, seeing the position of Napoleon's inexperienced successor as untenable, and instead aided the Restoration of the Bourbon monarchy in 1817.
During the post-restoration era Algeria followed in the example of its parent Kingdom in establishing control over the beginnings of a colonial empire. The mouth of the Congo was first settled in 1823 with the establishment of a small enclave-port named Port-Royal; and in 1829 Algerian soldiers stormed the coast of what became Port Harcourt, annexing the regionally important coastal settlement and establishing a Pale in which they created cultural plantations.
During the period between 1829 and 1870, colonial fervour came to a standstill, and whilst cultural plantations on the Harcourt coast, as well as exploratory expeditions attracted a steady flow of culturally French citizens, the issues of development at home came to the forefront of the public conscience. The economy flourished after a loosening of the nations' mercantilist policies, and whilst the government still holds to a light form of imperial mercantilism concerning its colonies, free enterprises have become a new driving force in revitalising the economy and in drawing investments from across the Mediterranean Sea. Infrastructure has been a more recent concern for the Algerian Kingdom, and in 1868 King Louis II - father to the current King - opened the first 'Artérielle Royale', stretching from Tlemsen in the West to Bône in the East, passing through the coastal capital of Alger.
Culture: Algeria contains three main cultural groups, consisting of the pure-blooded French of Caucasian origin and European tastes - called colons - who run the hegemonic local governments and include integrated non-French Europeans. Alongside the colons are the assimilated and culturally French, yet ethnically Algerian évolués; and lastly the French-speaking, yet culturally Bedouin Hommes de frontière who reside in the nations' interior. Both the colons and evolues are majority groups, with the Hommes de frontiere being the only minority group of note. The cultural divides do not create any lasting social divisions, as all of the groups are at the very least acquiescently harmonious with each other - the only exception being a sharp cultural divide between some pastoral groups within the Bedouin minority and the upper echelons of the colons.

Point of Divergence: 1812
History: After the war of 1812, when America successfully conquered the British colony of Acadia, Great Britain launched a massive undertaking in which they sent large numbers of troops to reclaim Acadia. Acadia supplied many necessities and niceties in Great Britain, and they wanted it back. The local Acadian militia did not contribute many fources in the ensuing ruckus, and with both armies greatly weakened, Acadia was able to launch a surprise attack, driving out both America and Great Britain. Frederick Johnson negotiated with the British royalty, and a compromise was arranged that Acadia would send 15% of annual yield in crops and various textiles.

History: According to the Scottish History, The Scottish Parliament rejected the Acts of Union and it appears both carried on their merry way with England expanding its Empire across the World, from South Africa to Singapore. Until sometime in the 1850s I think with a French Invasion expelling the British Crown who fled with various Army and Naval Units to Canada and that’s where I’ll pick it up I guess.
Following the expulsion of the English Crown to Canada, Queen Victoria of England, declared that the British Isles will be restored to her, and that the whole of the ISles belong to the new British Government. Though this bold declaration came from the Queen, it was quickly forgotten as now waves upon waves of British Expats fled the French Regime to Canada and other former British Colonies hoping to return one day and reclaim their Islands. While these Expats were welcomed they started to become a problem very quickly, with the population surge quickly outgrowing the Agricultural output of Canada, resulting in dependence upon American Grain and other food stuffs. Though, the recently established British Government sought about to remove this reliance with the passage of the Agricultural Adjustment Act of 1860, this Act of Parliament subsidized the Agricultural Sector particularly in the area of food stuffs. While initially it did not improve the Agricultural Sector, it would take several years and a greater movement of Canadians and British Expats Westward as farmers to improve the supply of grains, and meat.
While this was just one of the major problems of the British Government settled there was still many more to be settled. While few would be settled at first with major construction plans, such as those passed under the Naval Construction Act of 1867 to build additional Ports and build Shipyards capable of handling larger and newer Warships. However many still existed, such as the growing need of Industry to supply the future goals of the British Government not to mention the needs of the people. Canada now sits on balance, with the arrival of the British Government bringing change, will it be helpful for Canada in the long run? Or will it bring the French to launch an Invasion of Canada and spell the end of the Great idea that was the return of the Crown to the British ISles? Only time will tell...
