Could be an old dragon that is a shadow of their former strength, yet persists, and has established hideouts/bases in areas where the Consensus is weaker, and thus as a supernatural creature, they are stronger (safezones, I guess, presumably in areas with Nodes, where Quintessence accumulates). I'd also perhaps imagine that near particular areas (such as ancient burial grounds, caves said to be gateways into other realms, etc) and parts of the world where more people are superstitious (I.E. India, rural America, Mexico, or to a lesser extent places with religious cults, etc) a dragon would likewise be be stronger and have less of a chance of fading away (or whatever exactly is meant to happen to them). Could have some supernatural artefacts acquired over the centuries that store Quintessence, making it easier for the dragon to persist. As for why they could be in Los Angeles, perhaps it could be that they are involved with one of the feuding factions/people/groups, voluntarily or otherwise), perhaps someone in the supernatural community brought an artefact of value, and the dragon wants it (could be stolen from said dragon, even, since dragons like hoarding treasure and stuff like that). Could be various other reasons too.
Just some ideas, anyway.
I also imagine that the dragon might have endured centuries of isolation, and perhaps became a bit unhinged over time. Be it due to being trapped by one of their enemies for a certain period of time, or perhaps just the side effects of being on your own for great lengths of time (even if Dragons are solitary creatures, they too would probably suffer some negative mental side effects from such things). Obviously they'd have a human form they can assume, lest they constantly have to deal with Consensus troubles in front of groups of skeptical mortals.

His sire saw in him the spirit of a conqueror as his own sire before him was famed for being involved in many famous events with Rome's Julius Caesar, Marcus Crassus, Octavian, and so on. Jakkar joined Francea in what would later be known as the Holy Roman Empire as he helped various lords maintain their power until he left for Russia. In Russia he became famous in the Kindred world for personally helping raise Peter the Great and assisting Catherine the Great as she took the throne. One of his most embarrassing moments was the accidental turning and creation of Ivan the Terrible as he had killed his second wife during his reign. As if that wasn't enough, he participated in nearly every Crusade in an effort to acquire more land and wealth to further his own agendas. However throughout history he has maintained a limited amount of military power as Ventrue back then constantly fought each other or against the Sabbat.
In Later years he helped form Prussia, and even stayed until World War 2. During those years, he left after hearing that his good fortune and that the honor he had of building the Waffen SS and the Wehrmacht...had been used for mere execution squads if not other war crimes. That and he needed to get rid of ill gotten gold quickly. He left to settle into LA where he established several companies as they allowed more wealth and influence without attracting too much attention. Since then he has tried to maintain Camarilla order as much as possible and enforce the Traditions as the threat of Kine is very real once again.
Now he has often been at odds with Anasztazia Angelos as she seeks to become the Prince of LA. As far as other Ventrue are concerned, Jakkar already considers himself as such as he works through networks of servants and ghoul proxies to further his influence. However those that reside with him are known to secretly think he is a large control freak, yet what they dont know is that he has simply been improving his skills. Like all Ventrue he had to choose a particular taste: servants was his. He found them more loyal, reliable, and therefore tasteful compared to 5-minute celebrities. He is known to always be accompanied by a score of masked sycophants that have been so "improved" as to live for his whims as his skills get ever sharper.
It was his luck and fortune that he missed the bloodbaths in LA as he was away in Japan for vacation. Well if you consider beating a younger Ventrue vampire into submission and eliminating a yakuza vacation...
NPCs: Red Velvet Protections and various other subsidiaries or servants.

This direction could work. I suppose I will allow a singular dragon character. Mind that like the True Fae they are checked in power. In this case weakened and past its prime. Scavenging for Quientessence to survive. The artifact idea I like along with possible mental trauma from some event.

Seems like it's not gonna happen. I've been losing a lot of interest in NS recently. I find myself so disappointed by my writing that I'm sometimes even afraid to post.

Well, there's nothing wrong with your writing. Seems perfectly fine to me. Probably best not to think too much about the standard of writing you're trying to stick to, and instead focus on the writing itself (if you have a bit of trouble coming up with ideas to write about, then you can ask someone else or try and find something to read/watch/listen to that helps spark your imagination). My own standard varies somewhat as it is, and I just focus on writing something I enjoy, rather than worry too much about keeping at the same level as other people (admittedly when people are writing tons of paragraphs for posts constantly, that can be a bit off-putting).
On another note, as a bit of an extra impetus for joining EHEG, there are currently three traps over there (including mine), and there may be a few more in the works.
