it is generally accepted convention for everyone in the executive branch to stonewall any testimony they are required to give that the president doesn't want them to give.

think back, do you remember either of the last 2 presidents ever appearing before a congressional committee?
Hmm, I don't think either were asked - definitely remembered ford testifying before the committee though so presumed it was a convention.
