OOC: AFAIK this black market isn't run by the government... marching an army into his country to kill some smugglers is going raise an awful reaction, as well as performing any sort of judicial action in territory that isn't yours. As far as I understand, if this was his government, none of the aforementioned things would be illegal, as he is not a member of the World Assembly and thus resolutions passed by the General Assembly have no effect on him. You're basically just asking for a pointless war over a band of criminals.
