Introduction
Earth II (officially Earth II: Revitalization) is a continuation of the original Earth II. Originally founded because all of the space in Earth I was taken, Earth II was started by a country known as Yerffej but unfortunately died due to inactivity. It was reborn, so to speak, on November 13, 2004 by Colodia and Layarteb and has since become the longest post on International Incidents with its 24,189th post on November 22, 2008. It is also the longest continually running "Earth" on NationStates. Earth II has seen periods of intense activity and periods of lulls, particularly in RPing, as the main thread is always active with "chit-chat" and postings. The main NationStates thread was discontinued on July 25, 2009 with a total of 24,876 posts and 502,161 views.
Originally, Earth II was moderated by Colodia and Layarteb but this changed to Layarteb and Marimaia with Colodia's departure from NationStates on March 10, 2005 and further to Layarteb and United States of Brink with Marimaia's departure from NationStates on March 24, 2009. Since its inception, Earth II has peaked to almost 80 members but is currently at a low with just 15 members, many of whom are some of the oldest members on both Earth II and NationStates. New members are always encouraged to join, as land is quite often available. Roleplaying is of the highest caliber and all members are encouraged to join and start as many threads as they please, the more the better. On March 10, 2011, both Bavin and Urbov have been appointed to the position of Applications & History Moderator. On October 28, 2011, Bavin's nation was deleted by NationStates due to inactivity.
Earth II is updated frequently and, at most, once a month. Features include a spreadsheet with details and data on each and every country, a comprehensive claims list, a world map, individual continent or regional maps (depending on the claim levels), off-site supplemental forums, and regular gameplay.
There is a region set up for Earth II players. Membership in the region is not required for membership on Earth II and vice versa. If you wish to move your nation to the region, please telegram the moderators for the password.
The Earth II Charter serves as a concrete and organized establishment of principles, rules, regulations, conduct, and order for things at Earth II. Because the "Earth n" concept has always been difficult to understand, the charter sets out to define, concretely, what Earth II is and establishes rules and regulations to RP to avoid disorganization and foolishness that would otherwise diminish the quality of roleplaying. Established first with Earth II, the charter has since grown to include additional rules that have come about while roleplaying. It is currently in the process of being rewritten and includes 17 rules, known as "decrees," which outline the various rules for decorum, claiming, and what not at Earth II.

Preamble
The charter of Earth II will serve as a more concrete and organized establishment of the principles, rules, regulations, conduct, and order of things here at Earth II. Earth II is a unique situation and must be addressed as such.
In NationStates there sits over 50,000 nations, many of whom claim the same places as others. It is not possible to accommodate everyone at every point in time. Concessions must be made. Within NationStates, there is the "NS Universe," encompassing all nations, whether they are on Earth or a galaxy in some quadrant six hundred light years away from Earth. On the "NS Earth" there sits thousands of nations, many claiming the same land. Such a planet has been theoretically imagined to be gigantic in size, comparable to say Jupiter. Therein, one can see the difficulty in role-playing. Imagine flying from New York to London on this Earth. It's in excess of ten thousand miles, if the scale is correct. For realistic purposes, it doesn't suite modern tech very well and gives even future tech a run for their money.
With this in mind, how do you scale it down from the indefinite to the definite, to something feasible and easy to understand? The answer is simple, a RL Earth. That was, in essence, Earth I. Earth II was a following of such for those who had no claims in Earth I. Suddenly, things were realistic and modern tech was fully possible, future tech being beyond possible. In addition, when one begins a war, for instance, in NS Earth, it is likely that such can turn into a two hundred-nation battle royal, second to impossible to follow, let alone participate in, thanks to the size. By limiting the playing field to a realistically sized Earth with a more realistic number of nations, manageability becomes far easier.
Earth II is meant to serve those who belong to it and to provide a warm and friendly roleplaying environment, regardless of political affiliation. It is meant to be a mirror image of Earth where our fantasies can be carried out accordingly. If you want to torture hundreds of thousands of citizens, go right ahead, but do expect consequences. In essence, we're playing "life" on Earth. But alas, anarchy does not reign free here. We do have guidelines, proper conduct, and regulations that must be adhered to at all times. This is a social contract, more or less, and it is only valid if all nations contribute equally to it.
Decree 1: Definition & Membership Types
Earth II is a semi-closed community, defined as such because it is open only to the members within it but new members can join at any time. There are two main types of members for Earth II, full and partial and one subtype of full membership, new, and are thus explained.
- Full Member: A full member is any member who has established territory on Earth II and are afforded all of the rights and privileges of Earth II.
- Partial Member: A partial member is any member who does not have established territory on Earth II but roleplays as a third party organization or group or what not. All partial members require permission from a full member to use an organization, group, et cetera in their territory. The only limitation to this is permission by the full member.
- New Member: A new member is any member who has joined Earth II and has not yet reached six months on Earth II. They must also have less than 500,000 mi² total area (claimed & pending). Exceeding either upgrades a new member to a full member and this cannot be undone.
Decree 2: Multi-Earthism
Earth II was originally created simply because Earth I had filled up and no more land was available. To make things fair, the original creators of Earth II deemed that no player who held land on Earth I could hold land on Earth II. As such, we believe this is one of the strongest rules we have. Thus, we continue the ban on "Multi-Earthism" but with these following conditions.
- Earth II members may not participate on multiple Earths built on the same concept as Earth II on NationStates Forums with a nation that they use on Earth II. They may; however, use a puppet to participate in any other Earth(s) they may so desire.
- Members who participate on Earth II cannot invite nations outside of Earth II to join in roleplaying unless they become a partial member.
- Earths that portray real-life countries, events, scenarios, time periods, et cetera are not subject to this rule and neither are off-site Earths.
- Membership to Earth II does not mean you cannot RP on NationStates.
Decree 3: Activity Requirements & Nation Deletion
Because Earth II has a finite amount of land and new nations are constantly joining, seeking new land, we have established requirements for activity. This allows fairness for all members and non-members, to avoid situations where land becomes claimed but the player does not contribute to Earth II. Previously, this decree was split into two, Decree 8 and Decree 12. They are now combined as such.
- Nations deleted by NationStates for inactivity are automatically removed from Earth II and their land available for free claim without their consent.
- Nations that exceed 21-days of inactivity on their NationStates account can have their land claimed by any member of Earth II or new member without their consent.
- Nations that do not contribute to Earth II for 30 days can have their land claimed by any member of Earth II or new member without their consent.
- Nations that do not contribute to Earth II for 60 days are automatically removed from Earth II and their land available for claim without their consent.
- Exceptions to this decree are listed in Decree 4: Vacation Mode.
Should a player who is within the bounds of this decree return before they are eligible for automatic removal, they may resume participation on their land. However, any land that has been claimed and satisfactorily roleplayed to completion by other players will be awarded to them. While consent from other players is not required to resume participation, all parties must agree upon the conditions of the RP before any claims can be awarded to any participant. Additionally, all parties must agree upon the results of the RP upon its completion to satisfy claiming requirements and all conditions of Decree 5 must be adhered to throughout the RP. Any land that has not been satisfactorily claimed but is in process becomes contested land with the returning player as the primary claimant.
Decree 4: Vacation Mode
Any participant in Earth II can be asked to be placed on a Vacation Mode if they plan to be inactive with Earth II for 21 or more days. Nations on Vacation Mode are not subject to the inactivity clauses in Decree 3. There is no justification needed for Vacation Mode and any participant can take it for any reason they wanted provided several steps be taken to ensure proper notification.
- A telegram must be sent to the moderators or a notification posted in the main thread.
- Any claiming or roleplaying made on Earth II will end vacation mode.
- Activating vacation mode nullifies any pending or contesting claims and they return to free claim or to the primary claimant.
- Vacation mode is limited to just 180 days. After 180 days a nation will be removed from Earth II and their land be available for free claim.
- Vacation mode is not be used to avoid being attacked or conquered or as an excuse to protect your storyline unjustly.
Decree 5: Claiming Land
Claiming is the most integral part of joining Earth II. As such, it is your responsibility to read all of this charter and the claims list before making any new claims. You will be required to roleplay your claims to a satisfactory degree. Bear in mind that territory you claim may have history to it from the previous claimer. This can and should be an influence in your own claim but this is at your discretion and the discretion of the moderators and membership. Follow these guidelines to claiming.
- All claims are subject to the Land-Population Matrix (LPM) below. The LPM dictates how much land one can claim based on their NationStates nation population. The maximum ceiling is 6,500,000 mi² (16,834,922 km²). In many cases there is a 50,000 mi² (129,499 km²) give or take limit to allow for slight overages. Claims that exceed your slot on the LPM will not be accepted in any fashion. It is your responsibility to review this before claiming.
- All claims must specifically detail the land to be claimed and state in them "I claim...".
- All claims require that an RP be posted within 48 hours or it returns to free claim status.
- All claims that sit idle for 14 days without explanation will be revoked and you must start back at the beginning. You cannot resume past attempts.
- All claim RPs are subject to review to determine if they have been satisfactorily completed. Any claim not completed satisfactorily will not be approved. Disputes must be made formally to the Earth II moderators. The Earth II moderators have final say as to whether a claim is approved or not.
- All RPs must include the tag [Earth II] and their links must be posted in the main thread or their outcome is not recognized.
- All claims can be contested as detailed in Decree 6.
- The only claims that do not require an RP are transfers, handled in Decree 7.
- All code of conduct, as defined in Decree 8 must be adhered to during all roleplays.
- All members are required to abide by the established system of Premade States as defined in this post. Premade states can be claimed as you see fit but history must be adhered to in full.
New members joining Earth II for the first time are required to abide by these additional conditions and guidelines to ensure that their membership is fully accepted.
- All new members must submit an application, as provided below, with their specific claim.
- Claims can be denied by moderators of Earth II without any given reason.
- Applications must be approved before threads can be posted. Posting a thread before an application is approved is a surefire way to get your application denied.
- Review and ensure that your history adheres to the consolidated history as outlined in Decree 11.
- All new applications will expire after 4 days.
- Ensure you read the Consolidated Information Thread [OOC] before claiming any land.
- All members are required to abide by the established system of Premade States as defined in this post. Premade states can be claimed as you see fit but history must be adhered to in full.

Decree 6: Contesting Land Claims
Contesting a land claim is second to claiming land in importance to our community. Contestations add thrill and excitement to our community and, like anything else, require strict guidelines to ensure that abuse is not taken.
- All original claims are classified as primary claims. It is responsibility of the primary claimant to follow all of the guidelines in Decree 5. Any deviation forfeits the status of primary claim.
- All contestations must be posted clearly with the land detailed in the main thread.
- Contestations, like claims, must be roleplayed properly and satisfactorily.
- Contestations are to be roleplayed in the primary claimant's thread.
- Members making contestations must begin posting within 96 hours of the contestation or it is not valid.
- All contestations are subject to all guidelines in Decree 5.
- All code of conduct, as defined in Decree 8, must be adhered to during all roleplays.
Decree 7: Occupation of Non-Claimed Lands
There has been an unwritten rule about occupying unclaimed lands since the beginning of Earth II. Because certain lands designated for new members only may sit unclaimed for long periods, rather than promote stagnation, we allow members to occupy said lands without formally claiming them. Occupation can be any reason one wants, whether military or political or something else. The following guidelines apply to these scenarios.
- All occupations must be done through an RP and the occupation posted formally on the main thread just like a claim. RPs must comply with all guidelines.
- All occupations will be added to your spreadsheet total and count towards your total land limit and thus you cannot occupy more land than you can claim.
- The maximum size of occupations, in total, cannot exceed 100,000 mi² (258,999 km²) and there is no buffer allowance. Additionally, a nation cannot have more than two, individual occupations at any given time.
- New members coming into Earth II can claim lands under occupation but they must respect the occupation. New members making a claim to occupied land must be awarded one half of the land at a minimum and pending the outcome of their introduction RP, the rest of the land may be transferred to the new claimant or remain with the occupier.
- Any land or territory except for those established or under "special status" can be occupied.
- Occupations will not be listed on the map.
- There is no time limit to occupations.
- Occupations can be contested by any player.
- Members can contest claims in order to establish occupations.
Decree 8: Land Transfers
All land transferred amongst players must be done in a specific way to avoid any attempt of theft. When a land transfer is completed, all parties must post and affirm the land transfer in the main thread or it will not be recognized. Additionally, land cannot be transferred to avoid the outcome of an RP, to avoid a loss, to avoid destruction, et cetera. Land may be lost as the outcome of an RP but only with the conclusion of said RP. Whatever lands a participant enters the RP with, they must maintain throughout the course of the RP and it may not be traded away to a third party within the full consent of everyone within the active RP. This includes all land, whether contested or not.
Decree 9: Code of Conduct
Regardless of age or maturity level, a code of conduct is required for all players participating in Earth II. This code of conduct ensures maturity, respect, and honor among all members. Any violation of the code of conduct can result in your dismissal and permanent ban from Earth II.
- All participants of Earth II are expected to be cordial and respectful of each other, regardless of their views politically or socially or what not.
- OOC debates of a controversial nature (history, tactics, military hardware, et cetera) must be done at the Off-Site Forums or settle your disputes in mIRC or elsewhere.
- Such acts of godmodding, wanking, metagaming, retconning, and other dishonest acts are not welcomed in Earth II.
- The "Ignore Cannon" is also not recognized in Earth II. Any action that is legitimate cannot be ignored and if it is not legitimate, it is subject to any of the actions described above.
- No member may join Earth II under multiple accounts
- The decision of Earth II moderators is final in any situation.
- NationStates moderators are to be equally respected. Actions required NationStates moderator action will see said member permanently banned from Earth II.
- Earth II is required to follow all rules set forth by NationStates moderators.
- Dispute settlement should be done off-site with moderator oversight if desired.
- Above all, all participants are expected to behave like adults regardless of their age in all situations.
- Stop using spoilers in the main thread.
Decree 10: RP Quality Concerns
RPs for Earth II should always be high quality and your best effort. Posts should not be made haphazardly nor should they embarrass the name of Earth II with awful posts. Granted that NationStates is a multinational forum, English is the default language. To those who do not speak English as their native language, NationStates can be an opportunity for you to learn English in a setting of your choosing. RPs done haphazardly will not be recognized or accepted.
- All RPs must include dates to determine where they fall on the timeline.
- Proper spelling and grammar are paramount. Most browsers have spell-check and applications such as Microsoft Word and OpenOffice Writer have grammar and spelling checkers. Utilize the tools available to you. There are many other free programs on the Internet.
- Use of foreign languages is encouraged but translations to English should always be provided. This gives RPs a dynamic depth.
- Put effort into your posts and make them count.

Decree 11: Earth II History
The consolidated Earth II history is available in the 4th post of this thread. It is the official history and all subsequent nations joining Earth II must adhere to this history. In addition, all established nations must adhere to it as well. In order to add or modify any part of this history, you will be required to submit a specific change form (as posted below). This history is forever growing and always under review. The history, as listed, should be, as a rule and guide, regarded as truth unless a specific change is made. If you have any requests to change the history then you must submit the specific change form. Requests for change do not necessarily have to be honored. The consolidated thread is located here. All histories are added after six (6) months on Earth II. Nations who are removed before they reach six months will not have their history added to Earth II.

The Applications and History Moderator(s) of Earth II oversee all new applications and history additions. They are charged with reviewing all submitted applications and ensuring that they comply with all decrees of the Earth II Charter. They have the full authority to approve or to reject applicants to Earth II.
