I'm quite interested by this. I've always believed that the speech must come first ("Hi Mark," said Bob), but rarely have I encountered describing the action and then having the speech behind it.
English isn't actually my first language, is this a standard?
It really depends on the writing style. I've seen 'Hey' Bob said, 'Hey' said Bob and Bob said 'Hey'. All three work, it's really down to personal preference.
