To the nations of the world, greetings!
It is our great honour and privilege to announce on behalf of His Most Royal Majesty the King of Oneracon, Benevolent Leader of the People, Defender of the Nation, Duke of Onera, and Descendant of the Slayer of Ashebury that in the interests of peace and friendship the Kingdom of Oneracon is now accepting applications for construction of embassies and commencement of diplomatic relations.
While under the previous rule of King Francis V the Kingdom of Oneracon refrained from opening diplomatic relations, the current King of Oneracon believes that all nations of the world must communicate and co-operate to make the world a better place for all. It is because of this His Royal Majesty and his government joined the World Assembly, and are now seeking diplomatic relations with countries and international NGOs.
All applicants must note, however, that HRM Government reserves the right to deny an embassy application for any reason.

Overview
As our motto ("From compassion, strength") indicates, we are a compassionate country with deep dedication to education, health, the environment, social welfare, and human rights for our citizens. We also believe that "human rights" are not necessarily limited to humans, and encourage the recognition of rights for all sapient beings.
The Kingdom of Oneracon has a democratic legislature, and voting in elections is cumpolsory for all citizens.
The currency of the Kingdom of Oneracon is the Onera (Ø). Currency values are written with the Onera symbol after the value.

The Kingdom of Oneracon is a unitary constitutional monarchy with the Crown holding supreme executive authority over all branches of government. The day-to-day operations of the legislative and judicial branches are delegated to the Prime Minister and Chief Justice of the Supreme Court, respectively.
The current head of government is The Rt. Hon. Celine Smith, Prime Minister of Oneracon and leader of the social democratic Front for New Democracy (FND).
The legislature of the Kingdom of Oneracon's government is the Consilium which consists of a democratically elected lower house, the House of Assembly, and an appointed upper house with more limited powers, the House of Councillors.
Following the Royal Powers Act, 2012 the powers of the Crown were greatly increased, with the ability to put Royal Bills before the House of Assembly and a variety of other powers given to the King.
Geography
The Kingdom of Oneracon is divided into 8 districts: a collection of seven surrounding the capital district of Onera. Each district is named after its capital city, all former duchies that merged into the original Onera Consilium prior to the founding of modern Oneracon.
The districts are distinguised from the capital cities of the same name by appending "District" to their name. (e.g. Avalon is the capital of Avalon District)
The capital cities of the eight districts:
- Avalon is located in the mountainous north of the Kingdom. In recent years has become a resort town for winter sports and his home to the Oneracon National Winter Games.
- Beya is located in the evergreen rain forests of the west. The name is believed to come from the baying of the wild hounds of the region, with legend saying that the first Duke of Beya built his castle there to shelter from those same hounds.
- Coren is the sunny southern beach city and notable as the birthplace of Oneracon's now thriving gay culture. In more repressed times, the late night clubs of Port Street were the only places that LGBT people could meet and socialize freely. Today, while also being the vibrant "rainbow capital" of the Kingdom, it is a popular vacation spot for families who want to get their dose of sun and sea.
- Dev is located in the lowlands of the east, and is now a major technological center. Workers looking for jobs in telecommunications, young internet entrepreneurs, and easily-swayed venture capitalists are all drawn to the modern and innovative city.
- Edec is the centre of Oneracon's book publishing industry, located north of the more modern Dev District.
- Forzen is located in the smallest of the districts. It can be found north of Avalon and is known for its nearly inhospitable freezing temperatures. The entire Forzen district consists solely of the top of Mt. Forzen, the tallest peak in the Kingdom, and is notable as the only district where the indigenous Fora peoples live.
- Groya is a pure-bred farming city, and the Groya District is a relatively small cleared enclave within Beya District. here you can find markets selling the best of local and international foods within an easy train trip from Onera.
- Onera is the capital city of the Kingdom and the seat of the national government. Onera is a vibrant and historic city, where castles and manors coexist with modern skyscrapers. Under the Foreign Relations and NGO Coordination Act all embassies must be constructed in Onera for the rules of diplomatic immunity and extraterritoriality to take effect.

Embassy Details and Locations
All embassies will have their flag flown on a flagpole outside the embassy door. Security barriers may be constructed if requested.
Embassies may be constructed in the following areas...
Consilium Blvd: Central street of downtown Onera, within walking distance of both the Royal Palace and the Palace of the Consilium.
Embassy Village: A specially constructed development consisting solely of embassy buildings. 15 minutes from downtown Onera, features living space for an Ambassador and four other family members.
Tower of Nations: Located in the centre of Onera's park district this luxury skyscraper offers spacious floors, breathtaking views, easy Metro access, and an on-site government liason office for resident embassies. Embassies are allotted a specific floor, which they are free to decorate and remodel as they wish, as well as areas to erect informational displays for the Oneran public.
Consulates and Consulates-General
To establish a consulate or consulate-general in one of the other districts, send a telegram announcing your intent and include the appropriate form. As of now, the Kingdom of Oneracon only accepts consulate applications from countries which already have established an embassy.

Diplomatic Immunity and Extraterritoriality
Foreign diplomats are accorded all rights and protections pursuant to WA General Assembly Resolution 22 (the Diplomat Protection Act), henceforth referred to as "GAR#22", subject to the following...
Ambassadors and Consular Officials
Ambassadors, Consuls-General, Consuls, and other consular staff are recognized as diplomats under GAR#22 and are accorded diplomatic immunity.
Service and Security Staff
Service staff and security staff are recognized as diplomats under GAR#22, but are not accorded diplomatic immunity by the Kingdom of Oneracon. These staff remain protected from "physical harm, execution, sexual assault, enslavement, or use for medical experiments not necessary for medical treatment" as per GAR#22.
Extraterritoriality of Chanceries
Chanceries (embassy buildings and surrounding land) will remain the sovereign territory of the Kingdom of Oneracon but will be given additional extraterritorial status for the duration of their use as a chancery in accordance with GAR#22. Within the extraterritorial chancery grounds the laws of the represented state will apply, and the Kingdom of Oneracon voluntarily relinquishes law enforcement to appropriate security personnel of the represented state. Law enforcement from the Kingdom of Oneracon will only enter extraterritorial grounds if requested by the represented state.
Consulates and Consulates-General are not accorded extraterritoriality.
Revocation of Diplomatic Immunity and Extraterritoriality
Per GAR#22, diplomatic immunity and extraterritoriality may be revoked by the Kingdom of Oneracon.
Extraterritoriality may be revoked at any time, but will only be used when there is a legitimate concern for the safety of foreign diplomats and/or the national security of the Kingdom of Oneracon. Appropriate notice shall be given to the represented state whenever possible.
Diplomatic immunity may be revoked and diplomats declared personae non gratae at any time and for any reason. Personae non gratae are expected to leave the Kingdom of Oneracon within 7 days, and will be subject to forcible removal if they refuse to comply.
Diplomatic Crimes
Any diplomat found to be engaging in espionage, sabotage, subversion, causing harm to the civilian population, and "other related crimes committed outside of a diplomat's duties" is not subject to any protections laid out in GAR#22. Said diplomat must be surrendered to the appropriate Kingdom of Oneracon law-enforcement bodies to be tried for their crimes under Oneran law. Refusal to surrender said diplomat will result in immediate expulsion of all diplomats from the applicable state and revocation of extraterritorial status on chancery grounds.
Special Notices to Applicants
- Fossil fuel burning ground vehicles are not permitted in the Kingdom of Oneracon under the Clean Air and Congestion Correction Act, all vehicles must run on an emission-free power source.
- Personal possession of handguns or other weapons are banned, as are importing them to the Kingdom for this purpose, under the Private Weapon Restriction Act. Firearms and all other weapons (lethal and non-lethal) are permitted when used by embassy security personnel but must be registered with the Ministry of Public Safety in accordance with the Weapons Control Act.
- The Oneracon Foreign Relations Program is open to all sapient non-human species as well, however it is requested that non-human diplomats be noted so special arrangements can be made to accommodate their unique needs.
- Same-sex marriages are recognised, and the government maintains an extremely LGBT-positive foreign policy. Anti-LGBT nations, however, will not be automatically rejected if there is a humanitarian or other purpose for the Kingdom to sustain relations.
- Hate speech and overt discriminatory remarks against any identifiable group are punishable by law.
- As a country with a majority atheist/irreligious population, it may be difficult to find a house of worship for your ambassador's spiritual needs.
- The following nations have had their diplomatic missions expelled or applications rejected for human rights reasons, and are forbidden from re-applying without the express written permission of His Royal Majesty:
