Dear Representatives and Member Nations, On behalf of His Imperial Royal Majesty Emperor JC, Imperial Marshal of the Imperion Coalition, I hereby announce two Decrees issued by the Imperial Marshal for immediate implementation. As consequence for the failure of the Imperion Coalition's First Economic Summit, HIRM has contemplated ways to ease existing concerns of member nations in terms of military equipment acquisition and political standing against a constantly assertive foe, the International Freedom Coalition. Military hardware has been a constant concern for member nations looking to modernize or expand their inventories; fears of existing threats towards member's people and realm have reached the Imperial Marshal's ears one too many times for comfort. Therefore, it is my honor to deliver news of the Imperial Marshal's first decree - the "Imperion Arms Fund". To cite the original proposal crafted by our country, "IAF would create a fund in which said funds go toward outfitting, equipping, and arming member state militaries." That is and will always remain the goal of this Fund - not to be spent on military adventures or even research. For further information of the Decree, please bring your focus towards the bottom of this communique where the Decree's language, in detailed form, can be examined. Citing concerns over the prior coup that shifted the IFC's control over to a single party dictator, altering the organization into an authoritative dictatorship - irony that astounds the world still - members stand currently at risk of IFC intervention by said dictator's forces. Hosting at least one prior member of said organization, the Imperion Coalition has be plunged into crafting an official position on the subject of the coup and relations with the dictator ran organization. Though it cannot be forgotten that two member nations, the Empires of Aravea (the prior member in question) and TECT are under hostile relations with said organization and can come under military threat at any time by dictator forces should the thought arise for said dictator. It has become the Imperion Coalition's responsibility to ensure its member's influence is not undermined, their security ensured and bolstered, and the Imperion Coalition to take an official position on all related matters. To make the Imperion Coalition's position clear on the subjects mentioned above, the Imperial Marshal has Decreed the "IFC Embargo" - a set of political actions, economic sanctions and embargoes, and military measures designed to protect member nation's interests and security. To read the Decree's language, please turn your focus to the bottom of the communique just under the Imperion Arms Fund Decree. Imperion Arms Fund Citing member nations desire, and often times need, for modernization and expansion of military equipment, the Imperial Marshal hereby Decrees this fund to better prepare the military strength of member nations. The IAF, the Imperion Arms Fund's official acronym, will be crafted solely for the outfitting, equipping, and arming of member nation's military forces; it will not be used for expenses of other origins, such as military operating funding, employee/soldier payment, government funding, or other unauthorized purchases/expenditures unrelated to the acquisition of military equipment/technology/weapons/supplies. A committee formed of Imperion Coalition member nations' nominated officials (said officials can be anyone originating from the member country that has a proven career in their military/government or the military technology sector - your Imperion Representative is also a legitimate applicant) will oversee all purchases and expenditures using IAF funds. This committee will be headed by the Imperion Coalition's War Marshal or Imperial Marshal when said War Marshal is unable to fulfill their duties (since there is currently no officer holder, the Imperial Marshal shall head this committee for the time being). To acquire a stable and continuous flow of money for the Fund itself, it is by Decree that members will submit a member fee equal to two percent of their military budget into the Imperion Coalition's Treasury every two economic quarters; this means two times a month with the first being January and the second June (we shall draw now to start the fund). For example: If TECT's military budget was one trillion NSD, two percent would be twenty billion NSD; said money would be transferred on the first of January and again on the first of June. Any voluntary monetary donations after mandatory member fees are paid will be gladly welcomed. If the amount is determined to be satisfactory, fee dates may be skipped by committee vote or Marshal Decree. Imperion Coalition nations must submit a proper communique request to receive IAF funding. In this communique a member must specify their military status concerning the funding request (essentially your, for example, depraved state of armored vehicles or main battle tanks), the intent of the funds requested, a shopping list of items to be purchased in great detail and the storefront/business/country it is obtained from, and full permission for Imperion Coalition IAF Committee observation & investigation over the purchase and expenditure process. Said investigation will be conducted prior to transferring any IAF funds to member nations; all evidence material will be archived for later investigations and record keeping. After said purchase(s) has/have been made the member nation must provide access to investigators of the purchased items if requested, craft a detailed report & acquire a receipt of the purchase from the seller as proof of the expenditure (all of which will be submitted to the IAF Committee), evidence clarifying the funds were spent as promised and on legitimate items (a receipt provides half the needed evidence, the other half could be an export report from the export company delivering items, of which would provide clarification on the contents of delivery items and their arrival to said member nation), and if there are further inquiries, access granted to investigators during a thorough investigation into related subjects. Fraudulent spending, or fraud in general, is described as the act of stealing funds under a false pretense; whether the funds are pocketed, spent on unauthorized items, or given away matters little unless warranted. Member nations discovered to have fraudulently spent IAF funds will be subject to punitive actions including, reimbursement with interest (the original requested funds plus four percent), a warning for the member nation that secludes it from Imperion Coalition activities for two months and reimbursement (x10), a year suspension from the Imperion Coalition with reimbursement (x20), and lastly, expulsion from the Imperion Coalition forever with reimbursement (x40) or retaliation politically and/or militarily. Said punitive measures can be sentenced on offending member nations depending on the War Marshal's/IAF Committee's discretion (or the Imperial Marshal's) in order to justly sentence offenders. Punitive measures are a deterrence mechanism that protect the member base's monetary fees/donations; if violated, members are immediately subject to the harshest punitive measures available. Storefronts located in the international markets are highly scrutinized by the IAF Committee. Said storefront of purchase must have legitimate products proven to be factually plausible beyond disbelief (OOC: MT realistic only, scrutiny on said products/storefronts will be done before any funds given out) and do not violate Imperion Coalition standards. Highly recommended storefronts include Wolf Armaments (members are offered a ten percent discount on sales), Halcyon Arms (OOC: Please consult us on exact products before purchases), Lyran Arms, Murakami Defence Industries, UTRI Export Directorate, Freyport Armory, Zbrojeniówka Elektrograd, and Korvan Groupe de Industries Militaires. IFC Embargo Citing member nation worries, economic and military concerns, and former IFC member inquiries, the Imperial Marshal hereby Decrees an official embargo against the International Freedom Coalition and its de facto dictator 2ria. Although the internal decisions and actions of a different organization is of little interest to the Imperion Coalition - especially organizations so starkly different to the Imperion in membership and purpose - member nations have grown legitimate concerns over the IFC's recent coup d'etat. Although, Imperion Coalition members have been affected by this event too, especially the Empire of Aravea, who is a former member and one of many victims of the coup d'etat. Imperion Coalition members also share important partners, economic ties, and political interests with the IFC affected parties. As we are not democracies by nature we care little that said foreign coalition chooses democracy or a form of dictatorship in a general sense, whether it undergoes a coup or operates as intended has little to officially do with the Imperion Coalition. It was the calls from our membership that have moved the Imperial Marshal to make the IFC an Imperion Coalition issue. Therefore, the Imperion Coalition shall voice its disdain for the International Freedom Coalition (ironic a name as it stands) for its rouge like behavior, abuse of its member base, and its infractions against the international community. It is the Imperion Coalition's duty to represent its membership and present itself as a voice for monarchies/empires worldwide; it is with that authority that the Imperion Coalition, from its own position of power, shall begin immediately isolating and suffocating the International Freedom Coalition, and its dictator, until a time seen as unnecessary. The goal of this embargo is to isolate the IFC and suffocate it from any Imperion related benefits, assets, or support; economic and diplomatic pressure shall be our primary weapon in forcing change suitable to our interests within the IFC. Military force shall always remain a clear option for the Imperion Coalition as it regards international threats.The following list of policy changes shall take affect immediately: 1. In recognition of the coup, the centralization of full control, and the numerous occasions of communist manifestos - in all official channels and references, the International Freedom Coalition shall now be referenced as the International Communist Coalition upon the posting of this Decree (the Decree will not use such language because the situation is still new, therefore, all interactions afterwards shall include the new title). After dedicated research and steady observation, the IFC has officially undergone essentially a communist coup where one party dictates the rules of the country (in this case, one country to all other countries). It has come to our attention that many socialist and communist policies including fixing economic activity, centralized authority in the form of a central party rule, and single party dictatorship (enforced by ejections, demagoguery, and shut-out of opposition) have left the former IFC into a failed organization no different then a communist's regime. Among the changes to recognition of identity include official titles, government officials (for example, the prime minister shall henceforth be known as Comrade Primer), and members being referenced as "Warsaw Pact" members. This policy is aimed at identifying the former IFC as it truly is - a former freedom based organization that is now ran by a communist single party regime after an elaborate coup d'etat. One must name its enemy to combat it. 2. The IFC, its member states, and its Prime Minister (2ria) are under a full scale embargo. All economic activity is to be shut down between Imperion member nations and IFC member states. Any existing agreements between the Imperion Coalition and IFC, economic or diplomatic, are either suspended indefinitely or subject to after review of its impact. Member related agreements will be reviewed to ensure damage is not done to Imperion Coalition members for cutting ties as part of the embargo. The end goal of this policy is total embargo of all IFC members and the organization itself, isolating and suffocating the IFC bloc. Businesses such as storefronts are included in this embargo. If a member wishes for exemptions mentioned above, please read the eighth policy point. 3. Diplomatic missions, including embassies, are immediately suspended until further notice. Their personnel are given three days maximum to leave the country or be subject to arrest. Members wishing to keep avenues of communication up must request for more lenient measures against IFC nations. Said lenient measures are travel bans and isolation to grounds unless they leave the country, for which they will not be allowed to return to. 4. After a detailed investigation into the IFC and individual member states, said members will have their assets seized by Imperion Coalition nations. This includes stored monetary funds, stock in controlled markets, items in Imperion Coalition territory, and other goods/valuables inside the Imperion Coalition member base. All the seized assets will go to benefit the nation that takes them, or, they can be donated to the Imperion Coalition to bolster the Coalitions' treasury. 5. The return of Arsal Island immediately to the Empire of Aravea. Aravea is the island's legal authority and therefore the IFC member (Tuva SSR) is illegally occupying its territory. If not returned willingly in a speedy fashion according to the presented ultimatum issued by the Imperion Coalition, it will be liberated by military force. 6. Denial to Imperion waters, EEZ, airspace, and other territories/markets for the IFC and its member nations; this includes ships and planes belonging to trading companies, diplomatic vessels, and illegal civilian transports/vessels/planes not authorized to pass through Imperion Coalition territory. Military forces belonging to IFC members (or the IFC itself) are prohibited indefinitely with high prejudice. The use of military, police, and security forces will have full support from Imperion Coalition forces/member nations armed forces. To combat mentioned embargo runners, or those who attempt to sneak through embargoes using such strategies as false identification and proxy sales, the Imperion Coalition will assist in establishing guidelines with member nation law enforcement agencies/military forces to counter such illegal activity. This includes providing information, training, guides on spotting and countering such piracy, and instilling the proper responses to them. To properly defend territory from military incursions (otherwise passed off as "Freedom of Navigation" Protests), Imperion Coalition forces will be provided naval warfare, air force, and marine guidelines and training; such training and increasing cooperation/capabilities deters enemy invasions, as our absolute staunch defense and aggressive military prowess forces protest invaders to turn back, avoid, or face a military counter attack. "Freedom of Navigation" as some IFC members wish to cast such operations, shall be detected, identified as IFC invasion forces, and will be dealt with extreme prejudice using superior military force. 7. To create opposition and pressure against the IFC, the Imperion Coalition shall begin a campaign designed to support competitive international organizations. Organizations such as the Organization for Democracy & Freedom who embody true democratic ideals shall receive special support from the Imperion Coalition. To begin, the Imperion Coalition shall seek beneficial relationships with such competitive organizations and their members; the aim is to reach beneficial trade agreements, proper diplomatic relations, and mutual military understanding. While democracies may not be the Imperion Coalition's friends in normal circumstances, beneficial relationships could offset economic pain felt by the IFC embargo and even develop new beneficial relationships for both parties; of course the rise of new competitors means the IFC struggles to retain its influential seat as the prime "Democracy based organization." Competition for such a status, such as with the ODF, kills two birds (or maybe even more) with one stone. 8. The option for member nations to request exemption to these set of embargo policies or specific policies among the list shall be investigated. Not every nation can agree to this, or may wish to proceed with this harsh embargo. To achieve exemption a nation must (A) be in a position of great economic endangerment by the loss of partners that Imperion members cannot fulfill, (B) have too close of ties to cut away such relationships with specific IFC member states, or (C) you are a dual member of the IFC and cannot afford to follow such a proposal at this time. Each case will be investigated and acted upon accordingly for the member nation's best interests. In response to the following:

IFC Embargo

Citing member nation worries, economic and military concerns, and former IFC member inquiries, the Imperial Marshal hereby Decrees an official embargo against the International Freedom Coalition and its de facto dictator 2ria. In light of this, the Ghantish government is issuing this protest / appeal in response.

1. The Ghantish government would first like to support the decree entitled, “Imperion Arms Fund,” and intends to cooperate with that decree in totality. In addition, the Ghantish government voices its support for point #1 of the “International Freedom Coalition (IFC) Embargo” decree entitled, “In recognition of the coup, the centralization of full control, and the numerous occasions of communist manifestos - in all official channels and references, the International Freedom Coalition shall now be referenced as the International Communist Coalition upon the posting of this Decree.” The general mission of the decree is also supported, as are the principles upon which it was issued.

Over, general protest has been issued to the language of decree, primarily on the grounds that it A. grossly and exceedingly infringes upon Ghantish national sovereignty, B. Greatly hinders Ghantish foreign trade, and C. Greatly infringes upon Ghantish diplomatic missions which are a valuable and cherished tradition vital to the national spirit and entity of the nation. On these grounds, the Ghantish government shall seek exemptions for a small number of IFC states that are considered to be A. of valuable importance to Ghant’s foreign policy mission, and B. should not be held accountable for the reckless actions of the government of Libraria and Ausitoria, which by all metrics has hijacked the IFC to satisfy its own ambitious foreign police programme.

2. In response to point #2, in summation, “The IFC, its member states, and its Prime Minister (2ria) are under a full scale embargo,” it must be said that Ghant enjoys some economic relations with IFC member states that would cause Ghant noticeable damage should those arrangements come to an abrupt end as the decree would insist upon.

3. In response to point #3, in summation, “Diplomatic missions, including embassies, are immediately suspended until further notice,” it should be noted that Ghantish diplomatic tradition as it stands is that diplomatic channels with all nations, friendly or hostile, are available. Therefore the closure of such diplomatic channels is firmly against Ghantish diplomatic tradition.

4. In response to point #4, in summation, “After a detailed investigation into the IFC and individual member states, said members will have their assets seized by Imperion Coalition nations,” Ghantish law prohibits the interal seizure of private property and goods from non-hostile nations under the Ghantish Trade Act of 1970. Hence, the decree would have Ghant violate one of it’s own internal laws, in circumvention of internal legal consistency.

5. It is worth also voicing our support in totality for the return of Arsal Island immediately to the Empire of Aravea, as it is legal Aravean territory illegally occupied by Tuva SSR. In light of that, Ghantish military forces will be available for any military expedition conducted in order to restore legal possession of the island to Aravea.

6. In response to point #6, in summation, “Denial to Imperion waters, EEZ, airspace, and other territories/markets for the IFC and its member nations; this includes ships and planes belonging to trading companies, diplomatic vessels, and illegal civilian transports/vessels/planes not authorized to pass through Imperion Coalition territory,” would once again comprise a violation of Ghantish national sovereignty by unduly limiting access to Ghantish ports by merchant vessels originating from certain IFC member states, as well as limiting the free movement of tourists (which Ghant is heavily dependent upon) and people in general from IFC member states and Ghant.

7. 8. It is on the aforementioned grounds that the Ghantish government would appeal the embargo policies to the Imperion Coalition, most notably that Ghant would (A) be in a position of great economic endangerment by the loss of partners that Imperion members cannot fulfill, and that Ghant (B) has too close of ties to cut away such relationships with specific IFC member states.

Not only do we believe that we shall suffer adversely as a result of much of the language of this decree, we also believe that should any exemptions be granted to us, that they would have little impact overall on the spirit of the decree. Therefore, we ask that we receive them on the aforementioned grounds, in addition to the previously mentioned fact that sustained relations between select IFC member states and Ghant would pose little in the way of undermining the decree.

It is our hope that the Imperion Coalition is willing to meet the Government of Ghant halfway and to respect Ghantish trade, diplomatic traditions and freedom of the movement of citizens who wish to visit our country. Although I am pleased to see your nation's understanding of the Decree, I would like to make our viewpoint of the circumstances, a country under threat in all possible aspect by the ICC, known to your nation which does not share the same circumstances as many members of the Imperion Coalition. TECT and many members within this organization do not share such wonderful relationships with the ICC as your country does. Though support for or not for the Primer does not matter anymore since their nation has seized total authority over the International Communist Coalition. The ICC as a body no longer has an independent choice in the matter if it crafts law, declares war, or chooses a path; all that's left is a Communist leader who holds final say, members imprisoned by force or propaganda, and an unlimited avenue for the dictator's agendas to be carried out. With this unilateral control the dictator can easily pass off any agenda their country desires as the ICC's desires, though you could also make the point that they are now two in the same at this point since the ICC's desires are the dictator nation's desires; they force members to accept trade as de facto tribute to their crown, push military forces/service onto member nations, and shove domestic policy down their throats when it's clearly not their position to make a decision. For an organization once known to rely on democracy for action, the total authority this Primer nation holds allows them to make rulings similar to our Decrees - voting and democracy be damned. Why would the Imperion care if it's no better or if its members conduct themselves the same way for their people? Imperion Coalition members are inherently different in every way from the Primer's nation and this matter affects us since our own member base is involved whether it wants to be or not. Although the Empire of Ghant and its leadership is familiar with these events likewise to other Imperion members, they are not familiar with the position or circumstances other member nations like my own are in. Take the Empire of Aravea for example - once the Speaker of their legislative chamber and a respected member with an honorable record of years of service to the IFC. They were booted for their opposition to legislation and actions by the Primer that would abused IFC members rights - they were booted not for threatening the organization, not putting their fellow member nations at risk, but for "Disturbing progress" the Comrade Premier deemed necessary. Really; I could make a list here counting the many member nations who were unilaterally booted by the Premier for holding opposition to his agendas - but that's not our business here right now, however. Militarily Aravea's land is still being occupied by an ICC member who uses the territory to launch expeditionary operations around the world - this occupation is illegal according to the treaty they willingly signed and the ICC's original principles, yet they ignore the reality and allow this illegal occupation to continue. We all know why this matter remains unnoticed by the ICC leadership - they want this base to remain in their member's hands in case the forces stationed there are needed, or God forbid, they need it as a beachhead for an invasion of Aravea. You cannot tell myself or the Araveans that the occupation of their land has simply gone unnoticed by everyone for over a hundred years!? Or lets put my own country into focus here for a moment. TECT has been threatened by the Premier's country a number of times and has made vile attempts to extort tribute through trade; threats of sea invasions and forced trade extortion have been common until we refuted them with promises of military retaliation of our own. Of course we in the Empire are on sturdy ground to repel such threats from the Primer's own armed forces and even the entire International Communist Coalition if he made use of their united forces - but we fear some Imperion Coalition member nations are not ready for such a large military conflict. Our aim with this embargo was to strangle the beast where it laid dormant, halting its growth and clearly displaying a message that we, the Imperion Coalition and its members, "Wont take its vile actions without prompt retaliation." Though it is clear the Empire of Ghant isn't in the same position as my country or Aravea are in, whether it's because of many factors or because fate has caused such different circumstances to arise. Ghant enjoys friendly relations with many of the Warsaw Pact's members while majority of us Imperion Coalition members are under a de facto embargo from the very beginning by the ICC for not accepting de facto extortion. Ghant enjoys military cooperation with these states as well - other member nations like TECT and Aravea, however, have missiles and warships aimed in their direction. Although the Empire of Ghant enjoys prosperity with the Warsaw Pact, countries like my own have been enemies with the IFC even before the Primer's coup; countries like Aravea, after the coup, are now castaways with guns pointed at them if they so much as act out. For Ghant this is a tough position in terms of loyalty and their respected relationships with everyone - meanwhile many Imperion member nations like my own are in the middle of fighting an international Cold War with the ICC. It's a war we've not asked for but it is a war we will be victorious in, whether it goes hot or not. It is clear that, throughout your appeal and our investigation, that Ghant as figuratively between a rock and a hard place. Although the majority of members may not have been affected or greatly hurt by this embargo, Ghant stands as a stark example of the minority of members who are likely affected by this embargo. Your country doesn't choose friends, it welcomes them. So of course a divisive Decree like this one would greatly affect your nation in a number of relationship and economic situations. Although the final subject in the Decree was made for members like yourself, it's hard to make a decision on this request because any cracks in unity could appear as room for the beast to squirm free. My own fear, as Representative for TECT, is that if Ghant were allowed exemption, other members would make their own appeal requests because they simply don't want to abide by an embargo when money is there to be made, or agreements/relationships are there to be founded. If Ghant were to be exempted so easily, it opens the door to others with the excuse: "Ghant got exempted because they have relationships with ICC nations! Why can't we!?" So I hope you can understand from our role as leaders of the Imperion Coalition, I and HIRM are in an equally difficult position on how to manage this situation. Therefore, after many hours of debate, it has been ruled to allow Ghant their requested exemptions - with, however, some reprisals. It has been in the making that the Imperion Coalition, needing a military overhaul, create a new system of protocols to which we as an organization address future military and security threats. Part of this overhaul is the creation of an army for the sole protection of the Imperion Coalition. This standing army of sorts shall be from hence forth the Imperion Coalition Foreign Legion, to which said force shall fall into the Imperion Coalition's command structure and be made up of member nation military and citizenry who wish to enlist. This is a day of great achievement as the Imperion Coalition grows one step further to achieving total military dominance over its enemies. With that said, it is hereby an honor to Decree the creation of a Foreign Legion to serve the members of the Imperion Coalition. It is also Decreed that essential language concerning other military affairs, our most basic protocols, are hereby established as well. Threats in our modern times are not exclusively military in nature anymore; security, economic, political, even geological threats aim to undermine our very way of life. You have communists, our most despised enemy, who want conquest of our lands and the pillaging of our homes; democracies who aim to dislodge our governments in the 'interest of the people', or more correctly, 'their country's interests'; and there are always the endless radical threats around the world - radical islamists, anarchists, far-left zealots, globalists, and terrorists of all creeds lay in wait. Empires and monarchies around the world are in a dangerous position compared to the centuries of world history when their existence wasn't at threat. The debate on how to defend member nations was indeed strenuous, but this Decree aims to settle that long standing debate with a responsible, effective, and affordable set of measures born from compromises on both positions. To serve as our dominant military forces, which inherently serve the Imperion Coalition and its interests, this Decree establishes the Imperion Coalition Foreign Legion. The Imperion Coalition's Foreign Legion shall be made up of volunteers from all member nation wishing to apply; citizens and soldiers from member nations, with permission from their governments, are welcome to apply to join the Foreign Legion. These recruits will report to their nearest Imperion facility where they shall be processed via reception staff; this phase will provide interested parties information, initial medical checkup, motivation determination, and be presented the terms of their contract for enlistment into the Foreign Legion. Recruits must be between the age of 18 to 35 years old, speak english or german (you will be taught to otherwise), be physically fit and male, have no serious criminal record, and not be on any watch/ban list of any kind for the Imperion Coalition or its member nations. Once they're approved, interested parties will immediately be flown to the Becker, Jackson State, TECT for their selection processing; in the future, other centers/schools may be opened within member nations once said host expresses interest in opening a training center. Once at their selection processing destination, recruits will be once more interviewed to confirm their determination, undergo security interviews/screening, a full medical exam, psychological and personality tests, simple logic tests, and a series of physical conditioning tests. Parties will be presented their contract to read and make their final decision before signing; once the party signs their contract, they shall from that point become recruits. Service contracts state a service member's duties, responsibilities, and other service member information/agreements during and after their five year commitment. Recruits, after signing their contracts, are immediately put into the Legionnaire Basic Training; this will include a fitness school for physical enhancement and the introduction into military lifestyle, ended by a fifty kilometer march in full kit; technical combat school where recruits learn to operate equipment, hone weapon accuracy and familiarization, master hand-to-hand combat, and teach recruits tactics and strategies for combat on-and-off the battlefield; mountain warfare school followed by marine warfare school, both of which aim to ready recruits for those environments during future combat operations; classroom and field training for Legionnaire security duties; lastly, Legionnaire Tradition training that encompasses dress uniform duties, dress uniform marching, and duties related to Imperion Coalition ceremonial traditions. Graduates will enjoy a brief day of celebration, marching in Empire City to the Imperion Coalition's Headquarters (several kilometer march in dress uniform) where they will be celebrated as honored soldiers of the Imperion Coalition. The next day, recruits and their units will be deployed accordingly. While organizations have struggled in the past to formulate how it will defend member nations, the Imperion Coalition has made it clear from day one that it will defend its members with overwhelming military, political, and economic support. One of the purposes of this Decree, however, is to establish the Imperion Coalition's protocols for its military forces and create a system to which the Coalition's military forces are organized/used. The Imperion Coalition found itself in a position where it had to decide how it militarily united against enemies and how military cooperation was conducted. Most systems designed by similar international alliances followed one of three systems: the first called for creating an armed force using the militaries of member states to form one combined armed forces for the alliance. A second option focused on creating "reaction forces" which would respond to acts of aggression but lacked the size and scope of a combined alliance wide military - sort of a compromise if you will between independent members and more dependent members. The third and final option relied on "volunteers" to from an alliance's military forces, these are similar to reaction forces but member nations must actually donate military units to serve in them. Conflict often rises in such organizations because the purpose of an organization and the combined forces effectiveness would be questioned; questions concerning sovereignty of member nations always come up but so do concerns over effectiveness of any combined forces created to safeguard an organization. In some organizations, conflict rises with creating such a force to begin with because some members don't believe in creating such a force for whatever reasons they may have. In the Imperion Coalition, leaders struggled with similar concerns about military readiness and member independence; the Coalition didn't want to overstep its commitment to ensure independent sovereignty of members but it wanted military power that it could trust to be effective in times of need. The solution to the dilemma at hand is to create an entirely new system of protocols and military organization in the Imperion Coalition. Imperion Coalition's military forces and protocols from henceforth shall be divided into two separate spheres of control. The first sphere, the Imperion Coalition's military forces, shall be the Imperion Coalition's Foreign Legion which will fall into the Imperion Coalition's military and political command structure. Imperion Coalition's Foreign Legion shall be comprised of volunteers, military or citizenry, from member nations with their government's expressed permission to join the Legion's ranks. The Foreign Legion will become the Imperion Coalition's chief traditional guard, primary security forces, and will serve as the Imperion Coalition's official standing army. Foreign Legion forces will be made up of large infantry based units (Divisions, Brigades, and Regiments) with some Legionnaires trained to form artillery, air-defense, and anti-tank units (Battalion level or smaller). While these units are tasked with protecting the Imperion Coalition as a whole (protecting properties, member nations representatives/staff/leaders, Coalition leaders, etc.), they will also serve as the Coalition's standing army in future conflicts. The Foreign Legion will be paid and maintained by the Imperion Coalition's Arms Fund, which now doubles as a military budget for the Imperion Coalition according to the "Military Expenses Amendment". Additionally, all arms and equipment will be provided by The Empire of Common Territories via a lucrative arms agreement with Wolf Armaments that fully supplies the Foreign Legion with the arms, equipment, and supplies it may require. To board all Legionnaires properly for effective troop dispersal, Imperion Coalition nations are encouraged to allocate boarding for Legionnaires and their equipment in the form of training centers or boarding on military bases within the member nation's borders - an application for either may be submitted to do so. To address the Foreign Legion's lack or none of serious armor, air forces, and naval power, the Imperion Coalition and its members must take notice of the second sphere. The second sphere is made up entirely of member states and their military forces in conjecture with the Imperion Coalition's leadership. Unlike the prior sphere of control, this sphere focuses on membership control of military forces in situational conflicts where certain military units are better equipped to handle threats presented. Where the Foreign Legion cannot independently handle the task, members shall be required to volunteer their armed forces' service for the good of the Coalition. If a Coalition member is attacked, for example, the Foreign Legion lacks air power or naval support to combat such enemy forces and therefore member nations must step up to fill the roles needed. As a Coalition of the willing, it is a duty and honor for members to step up and assist one-another in time of need, especially in a time of war. Such operations can be paid for, or debt caused by them alleviated, by the Arms Fund is members apply for such funding. This policy of two spheres of military protocol is termed the Coin Protocol, illustrating the Imperion Coalition's two-sided approach when it comes to military and security apparatuses. While one side of the coin is controlled by the Imperion Coalition's command structure, it addresses criticisms about draining the Coalition's budget and refrains from blatantly overstep member nation's rights by demanding they cough up their military units unilaterally. Not every battlefield can be won by infantry forces, this is where the other side of the coin comes in. While Foreign Legion forces are limited in scope, member nation's militaries are not and can therefore provide the muscle needed when required; this way member nations can unify in dire situations and receive compensation for doing so too. Let it be known that an attack one member is an attack on all members - that the Imperion Coalition is united and will respond overwhelmingly to any aggression thrust upon us. As an additional note. When it comes to defense of Imperion territory and ideals, both at home and abroad, the Empire of Shalum has always strived to stay ahead of whatever enemy lurks upon the horizon. Over the course of the last decade, well before we formally joined the coalition of the willing, we began the modernization and expansion project that most recognize our military as today. While immediate threats to our own homeland have mostly been eliminated, with the exception of a few rebel groups in our resource rich mountain zones, our leadership understands that the same cannot be said for the ones abroad; an attack upon a Commoner or citizen of the Winter Concordant would be considered as an attack upon a denizen of our own Empire, and would be treated as such.

Considering how serious we take this matter, it should come as no surprise that it took us some time to come to a final decision on the matter; for the last two weeks, the defense committee of our upper legislative house has reviewed the proposal and debated the pros and cons of it extensively. At this time I am pleased to inform you that there were no objections in regards to the Imperion Coalition Foreign Legion; as far as we are concerned, the Empire (as well as the rest of the coalition) can only stand to benefit from it’s creation. At the moment, it should be noted that at the time an able-bodied Shalumite citizen reaches eighteen years of age, they are required to serve a four-year term in the military. If the legion would wish to attempt to recruit them immediately after their mandatory service has ended, our defense committees would be welcoming to the idea; alternatively, the idea of citizens joining the Legion directly out of secondary school has been floated as well. Regardless, we look forward to Shalumites playing a large role in the legion in the coming years.

Before I sign off, there is one more thing that must be noted: should the legion ever be in want of facilities, the Shalumite military would be willing to make space. Our great nation has many properties set aside for government use, ranging from mock cities for urban warfare training, to open plains and forests that could be used to simulate a number of wartime environments. So without further hindrance I am proud to announce that The Empire of Romic will continue its membership, its fiscal contributions, and will be allowing the citizens of Romic required to serve a mandatory four year enlistment in the military to take an option of two years service with the legion at the end of their term to further any military career they may pursue, the two years with the legion will be used in place of Officer Candidacy School. Currently that will be capped at 1,500 persons. As such any member of the legion will be awarded an optional citizenship in Romic, and will be granted the same benefits of a typical serviceman in the Romician military.

On top of the potential manpower we have asked a regiment sized force of servicemen leaving the military within the next month willing to enlist in the Legion for two years. We will also be allowing the construction of a base of operations to be added on the outskirts of Imperial City in conjunction with the local infantry company stationed.

When it comes to our allies in Imperion, we're always looking to them to let us construct new training/housing facilities for these Legionnaires; to handle the number of Legionnaires we hope to maintain, we will need lodging and training facilities to mold these recruits. I would like to make a few points now on the state of the Imperion Coaltion's Foreign Legionnaire program. My Emperor and I would like to lay forth our goals and aspirations for the Foreign Legion program to achieve in the near future. So to begin with, we would like to see a drastic increase in the Legion's ranks. At the moment, TECT is the sole contributor to manpower by means of donating many of its own Foreign Legionnaires into the Imperion foreign Legion. Not enough countries have contributed to the Legion in terms of manpower like TECT has, whether it be by donating their troops for service or by allowing citizens to volunteer for service themselves. TECT cannot continue to be the sole contributor in terms of manpower if the Imperion Foreign Legion is to survive. Although it's nearly impossible to make certain the number of Legionnaires needed to protect the Imperion Coalition, TECT CENTCOM has estimated the Legion would need at least 100,000 men, or at least a division worth of Legionnaires per member nation, to adequately maintain a serious fighting force capable of protecting Imperion assets/properties and member nations from foreign/internal threats; our estimates aren't in stone, so a lower number of Legionnaires isn't wrong and a higher number of Legionnaires are more than welcome. Secondly, it is stressed that member nations contribute to the Legion by ways of training and housing. Currently the only training facility in use to train new recruits is the TECT Foreign Legion facilities primarily located in Jackson State, TECT. This one facility cannot train the amount of recruits we'd need to reach our goals, nor will it be able to house many Legionnaires; at most, our single facility would be able to train the recruits we'd need but at a rate that's not satisfactory our Coalition's needs. We need to expand the program with more training facilities in member nations (we could work with at least several large facilities in total) and we need to ensure we have places to house/station these Legionnaires. Training facilities will double as lodging, but we also encourage members to station Legionnaires in their military bases (if a base expansion is needed, it will be funded by Imperion if a request is put in). It's highly recommended that Legionnaires be stationed in every member nation so that the Coalition can respond to emergencies much quicker; Legionnaires are also needed to protect Imperion Coalition properties, assist local authorities, and stand as a deterrence to foreign aggressors. Lastly, I would like to remind members that our Foreign Legion requires assistance in-theater during times of war and emergencies. The Legion does not utilize helicopters nor does it any other large military vehicles (tanks, gunships, most warships, etc.); at most, the Imperion Coalition Foreign Legion utilizes donated Commoner equipment and light vehicles. So it must be remembered that our Foreign Legion relies on host nation support assets for insertions and support during times of war and emergencies if Legionnaire vehicles are not possible/satisfactory. As to the Empire of Romic's application to house Legionnaires, your application has been approved by the Imperial Marshal and plans for the stationing of Legionnaires will be delivered to your military as soon as the Foreign Legion has prepared them. Dear Mr. Mayer,

I must first thank you for the quick and concise response to our previous letter; considering how long it took for us to draft it, my office was surprised by how prompt your reply was. In regards to the topics that you have raised, I am all too happy to provide you the answers that I can, thanks in no small part to the military advisor that are on my team as well. You have our wholehearted agreement that your Empire should not bear the entire burden of the legion and its duties; if anything, it would completely defeat the purpose of creating one in the first place if things remain as they at the moment. In the coming days, weeks, and years, Shalum will strive to increase the size of the legion in what ways that we can. One-hundred-thousand may be the optimal number of ground pounders, but we see no reason for things to simply stop there; the more powerful it becomes, the more safe our dear coalition will be.

In regards to training facilities, the Imperial armed forces has already determined several locations that could act as training centers facilities. The applications for these locations will be listed at the end of this letter, but I would like to assure you now that there will be more than enough space to usher in the first of the legion’s many generations. We would like to express a willingness to house as many troops as possible on our soil; the more spread out they are across the globe, the quicker response times would be from one group or another, at least in theory. We would even be willing to offer our ports and airfields to the legion, but given the fact that they are light in nature, perhaps that would be better served for other types of units that the Coalition desires to spread across its member states. In the meantime, we will continue to offer round-the-clock support through a mixture of rapid response units, as well as the full extent of every branch of our armed forces. The only issue there may be is determining where the Commoner military begins and the Imperial Shalumite one ends, considering the equipment fielded by both military.

In closing, we would like to thank you for everything that Imperion does for our great nation. We will continue to strive for excellence in our conduct, and will ensure that we go above and beyond the call of duty to ensure a better, safer world for ourselves and future generations. Whether our military, industrial, or financial and aid powers are called upon - Shalum stands ready to assist. We will continue to put out calls for volunteers, and will have our people begin a social media campaign with the hopes that more young people will be drawn towards serving. I am writing a proposal and letter to you all in regards to an observer nation that We feel has become contrary to what we as an Alliance stand for. The nation The United Remnants of America has become a leading nation in the United Socialist Nations Treaty Organization and also part of two or three other alliances that not only contradict what we are, what we stand for, but should they try to become a member nation themselves we feel they would be unable to meet the needs of the alliance and be able to come to the aid of other member nations should need arise.
