I believe that these changes would result in a more democratic structure that would allow for more voices of party members to be heard.- Executive Council consisting of:
- Chairman, responsible for maintaining the party thread and running day-to-day affairs, with input from the rest of the council on major issues and from the party as a whole on issues relating to the party's direction, constitution and platform;
- Parliamentary Leader, responsible for dealing with inter-party (and potential coalition) relations and representing the party in Parliament;
- Parliamentary Whip, responsible for issuing voting recommendations on the advice of the council.
- The following voting recommendations may be issued:
- 1 line—Suggested vote: Recommendation vote, not binding on members.
- 2 line—Strongly suggested vote: Breaking a few is fine, but failure to comply with enough 2 line whips may result in expulsion from the party at the discretion of the executive council.
- 3 line—Required vote: All members shall either vote according to the directive, abstain or be absent. Breaking a 3 line whip may be grounds for expulsion at the discretion of the executive council, though it may not always be.
-In addition, the executive council may decide to issue no recommendation, in which case the bill is a free vote.
- Any party member may motion to appeal any decision of the Chairman. If a second member seconds it, a vote shall be initiated employing:
- First-past-the-post plurality system for simple yes-no votes;
- IRV count for votes with multiple choices.
- The Chairman and Parliamentary Coordinator shall be elected every two months in elections using the aforementioned methods.
- The Parliamentary Leader shall be elected upon the predecessor's resignation or removal, and shall have an unlimited term. At any time, a motion supported by two members of the party or a decision by the leader himself may initiate a leadership spill to decide whether the parliamentary leader continues to hold the party's confidence. If more than one-half of members disapprove, he shall be compelled to resign.
-A member may motion to amend the platform. It requires one second and shall then be put to a 1/2 majority vote.
-A member may motion to amend the constitution. It requires two seconds and shall then be put to a 3/5 majority vote.
Updated. A couple of your recommendations were redundant, like the periodic vote for the parliamentary leader, as they are already subject to confidence.
Shall we put this to a vote?
I'd say so, although I don't know if you'd prefer to go with Parliamentary Whip or Parliamentary Coordinator.
