The first is the pronouncement in Modern Indonesian/Malay version. The latter is the Dutch pronouncement (used nationwide during Dutch East Indies's term, and still used widely by European literatures, especially the Dutch one).

I personally just say ['jʉ.ɫəs] but that's just my dialect's way of saying "you list" without the t on the end.

Yulisians would generally say something like ['ju.lis] (the first vowel is often a more central vowel, [ʉ] or even a front vowel [y] - especially following [j]). The second syllable, being unstressed, variously has [i], [ɪ], or [ə]. The l is always a 'clear l' [l] (more exactly, alveolar and apical, but this is not guaranteed). While there is plenty of regional variation by dialect, the name of the country is fairly similar throughout the country. This is not for any political reasons, it's just that the sounds that vary don't occur in the word.

It is acceptable in English to pronounce it "Go-vat-stan". In reality, the proper Ghovatstani pronounciation should be:
"Go-vuh-ts-tuhn"

I know, it can be really hard, but our language is like this.
