I think nobody else knows that the french arrested Rouhani? I'm sorry if I'm wrong with this. If I'm not, I think the media will say it was a terrorist attack (and that Rouhani shot at people were exaggerations by the media). Although they were wearing uniforms... That's a problem, I don't know how to change that...

I'm not an expert in NATO related things, no. But I've made some researches about it now, and I guess you mean this:

"The key section of the [North Atlantic] treaty is Article 5. Its commitment clause defines the casus foederis. It commits each member state to consider an armed attack against one member state, in Europe or North America, to be an armed attack against them all."(english Wikipedia)

The german wiki also says that a nations government has to decide on their own if they take military actions to protect another member or not. Following that, Germany can ignore France's military actions against Belgium. Of course, the german wiki can also be wrong.

Yes, it was . But you're right, it's a difficult situation. But the alliance between Germany and France is still secret and unofficial, other NATO members don't know about it. And it's in their interest to arrest Rouhani, NATO's still in war with Iran. So if the germans find Rouhani, they won't do anything different than France. Also the french have brought Abdullah to the USA, so they also work together with them...
