Whats the update on the start date for the XI Olympics? I wasn't exactly sure if there was a set date seeing as how the signups were extended.

It's in bold in the front page of the signup thread. Signups close at the last day of World Cup Qualification. By my estimation, it's about three weeks from now.

Eyup. Here's the cutoff date (which should also be the cut-off for the final day of World Cup qualification).

The first cutoff would be 2 days, 6 hours after that. The tournament will be scheduled to run for 16 days (inclusive of the Opening Ceremony/first cutoff)

Thank you very much :) You'll get a signup from me, I just have some trouble to reach a legal skill number, as quite a few winter sports are supposed to be national sports where we're good at (being a Northern and mountainous nation, we're supposed to have Austrian/Swiss level alpine skiing and snowboarding, taking already some high numbers, plus I want a good curling and hockey team as those are two of my fav sports... and suddenly I struggle to bring the avg down without completely killing my MMAB)

Just a last-minute thing:

I'm at 770/950 points for my 19 entries. Can I copy over my entire signup, tacking on 180 points somewhere to get to a 50 average?

That's an alteration. Put it on a new post. Also the deadline has been extended for an extra day, as WCQ has also been pushed back. This is about 96 hours from this post, so you all really need to get them in early!

Because of my inability to understand timezones, and because I have a day off tomorrow, signups are extended another 16 hours or so from this post until Valladares cuts off for the World Cup. This will be the final time extension, and will be the final time alterations and signups will be accepted.

Ilysea, Ilyseum's bid for the Games of the XI Olympiad

The Ilysea Olympic Organizing Committee (IOOC) submits the following bid for the Games of the XI Olympiad for consideration by the Olympic Council:

Host City

The Eternal Capital of Ilysea is a massive city originally built on a dozen hills. Founded over 800 years ago, the legions of Ilysea have gone on to conquer a vast portion of the realm and become one of the truly great cities of the Realm of the Gods. The city itself is a thriving and diverse metropolis that is home to over a million people spanning all social classes and many different national origins. Merchants and traders from throughout the realm gather every day in the city's Marketplace to sell their wares while the Senate meets to discuss matters of concern to the people of Ilyseum.

The climate of Ilysea is mild and generally very consistent all year round, which has contributed to the city's great importance within the Realm. Such is the importance of Ilysea that it is said that all roads, within the Realm, eventually lead to the Eternal Capital.

Host Nation

Ilyseum is a republic located in the Realm of the Gods, an alternate dimension where gods and magic are real, modern weapons do not function and the cultures resembles those of antiquity. Ilyseum is an expansionist republic run by its Senate, located in the Eternal City of Ilysea, in accordance with the Will of the gods. The Ilysee legions roam the Realm, fighting on the field of battle for the power and glory of Ilyseum. The High Sorcerer Urien Kay and the High Priestess Medb Skaði, upon discovering the existence of an Olympic Games in the other dimension and gaining permission from the Consuls and Tribunes, consulted with Olympia, goddess of health, beauty, love and sport, regarding the possibility of bidding for these games. Olympia willingly embraced a bid for the Olympic Games and provided her assistance in planning such a glorious festival.

The Realm of the Gods originated around a thousand years ago when a dimension brought nuclear armageddon upon itself. The gods rescued many souls from that dying world and created a new world, where they could live free of the dangerous technology that had doomed their previous dimension. So far, Ilyseum's sporting participation in the other dimension has been mostly limited to ice hockey tournaments even though the nation has a mediterranean climate and their domestic hockey is actually played on concrete but otherwise under ice hockey rules. However, the memory of most sports has remained alive in this world, with modifications in some cases.

OOC: While I haven't hosted anything yet as Ilyseum, I have hosted almost every major tournament with other nations (mainly Saintland, Free Republics and Falatulu). I previously hosted the X Winter Olympics in Baseton, Free Republics (known as the Holy Republican Empire at that time), all 3 WCC tournaments, the World Baseball Classic (twice), the World Bowl, the IBC, the WCoH, the CR and CE, the King Paulus XV Memorial Games, three editions of the Saintland Triple Crown (one of which was part of the King Paulus XV Games), 2 Beach Cups, the World Korfball Classic, a U-18 World Cup and I was the commissioner of NSCF for 3 seasons. I've probably hosted several other tournaments that I forgot to mention as well. I am also a former World Bowl Assembly and International Basketball Organization President, a former Olympic Council Vice President and the current Vice President of the International Basketball Organization.

Venues

The venues used for the Games of the XI Olympiad will include a mix of new and existing venues. These venues will include the new Olympic Coliseum on the outskirts of the city, which will host the Opening and Closing ceremonies. The Coliseum will contain a track which will be used to host all of the athletics events during the games. The Coliseum will also host the medal matches for most of the team sports events. Many other team sports matches will be held at the Ilysea Amphitheater in the center of the city, which will also host the various combat sports events that are sure to be favorites of the Ilysee spectators. Boxing, judo, taekwondo, pankration, wrestling and fencing will all take place in the Ampitheater as will the wrestling portion of the traditional pentathlon.

Most of the aquatics events will take place in the newly constructed Aquatic Arena, located next to the Olympic Coliseum. An Olympic Arena is also being constructed to host basketball, handball, badminton, table tennis and weightlifting. Various courses are being laid out in the countryside for the marathon, which will finish in the Olympic Coliseum, for triathlon and for cycling. Archery will take place at the Olympic Archery Range being constructed on the outskirts of the forest and the swimming marathon will be held in the Golden River. Golf will be contested at the Senatorial Golf Course and tennis will be contested at the Tennis Fields.

As guns do not work in the Realm of the Gods, the Ilysea Olympic Organizing Committee has partnered with the government of Falatulu to hold all shooting events and the shooting portion of modern pentathlon at a shooting range in Toakameau, Falatulu. An inter-dimensional portal will be provided to allow shooters and spectators to travel to and from Falatulu. For modern pentathlon, a portal will be provided to allow athletes to travel to Falatulu for the shooting event, where the final cross-country event will be held.

Security

In light of incidents that have taken place in the past, the safety of all all athletes, coaches, members of the media and spectators attending the Games of the Olympiad will be of the utmost importance to the Ilysea Olympic Organizing Committee. Therefore, we have secured the assistance of the gods, including the Goddess Olympia, to ensure that there will be no violence of any kind at these Games. The gods will not hesitate to take action, as necessary, to ensure safety. Furthermore, military contingents from other dimensions will be barred from entering the Realm of the Gods and the gods will enforce an Olympic Peace within the Realm for the duration of the Games.

OOC: In other words, if there's an incident similar to the one that happened at the Games of the IX Olympiad, I will literally godmod it away and impose RP bonus penalties as needed.

Timing

If my bid is selected, I will start the Games of the XI Olympiad in either late July or early August and they will conclude around August 21st, the same date when the Rio Games are scheduled to conclude. I will aim to synchronize the event schedule for these games with the Rio event schedule to the fullest extent possible, though some adjustments will be made for RPing purposes.

Scorination/RP Bonus

The latest version of xkoranate, as of the opening ceremony, will be used for all events with the exception of Boxing and Pankration/MMA. Those events will use a new scorinator known as Must10inator, which is specifically designed for combat sports that use a Must-10 scoring system. This is in accordance with the decision by the RL Olympics to adopt the Must-10 system used by professional boxing.

For baseball, I will utilize a new modified version of the NSFS formula which will be less random than the existing modified version. For gridiron, I will use the same modified version of SQIS that I used for World Bowl XXII (with IFAF overtime rules). For association football, I will utilize the modified version of SQIS that Legalese created for World Cup 68. For field hockey, I will use Barunia's modified version of the standard scorinator that utilizes penalty shootouts as the only tiebreak (in accordance with the change in RL field hockey's tiebreak rules). For blitzball, I will modify the World Cup 68 version of SQIS to utilize golden goal overtime (as blitzball scores in Final Fantasy X are generally about the same as association football scores). For 7ball, I will utilize Drawkland's xkoranate file. For traditional pentathlon, I will use the scorinators for the 200m dash, javelin, discus, triple jump and wrestling. Depending on final signup numbers, either the top 16, 32 or 64 will qualify for the wrestling tournament that will determine the champion of the event.

The RP bonus will be weighted, with cumulative RP worth 30 percent of the bonus and the current day's RP worth 50 percent. Both the cumulative and daily bonuses will be scaled, relative to the highest scores obtained. The other 20 percent of the bonus will consist of a min-max avoidance bonus (MMAB) based upon the standard deviation of a delegation's skill modifiers. Therefore, whomever has the highest cumulative RP bonus will obtain .30 points of RP bonus for cumulative bonus (plus their daily bonus and signup/roster bonus), with everybody else being awarded cumulative bonus based on their cumulative score relative to the highest score. Likewise, whomever has the highest daily RP bonus score will be awarded .50 points of bonus for daily bonus (plus their cumulative bonus and signup/roster bonus), with everybody else's daily bonus being awarded based on their score for that day, relative to the highest score. Rosters and national information will count toward daily bonus for the matchday after they are posted and, therefore, also toward the cumulative bonus. The host delegation will receive 3/4 of a point of RP bonus for the entirety of the Games (conditional upon my team sports rosters being posted before the first scorination and my signup receiving a full MMAB). This is done to simulate the home advantage effect that exists in the RL Olympics. Host bonus will only apply to the Ilysee delegation and not to any additional delegations that I may elect to enter.

Event List

The full base list and extended list will be contested as medal events, with alterations to achieve full gender equality. Furthermore, several demonstration events will be put forward as part of this bid, including baseball, softball, gridiron, 7ball, traditional pentathlon (based off of ancient pentathlon), blitzball and pankration (mixed martial arts) and will be scorinated by me. Other demonstration events may be put forward and I will consider including them if there is sufficient interest. I also reserve the right to add additional demonstration events should I desire to do so.

Signups

If this bid is selected by the Olympic Council, the signup thread will open shortly thereafter and will remain open until roughly 24 hours prior to the opening ceremony.

Only so-called "new-style" signups (ie. signups in the xkoranate input file format) will be accepted. The standard skill modifiers consisting of all whole numbers from 0 to 100 will be used, with the standard average skill limit of 50. To aid with the signup process, I will release an updated version of Signup Creator.

The entry limit will be 700 entries and 2 delegations per user, an increase of 100 entries from the Centralis and Nassau Bay Games. The technical maximum for medal events is 579. The technical maximum for demonstration events proposed as part of the bid is 36, though demonstration event signups will not count toward the entry limit. They will, however, count toward the average skill limit. All puppet entries must be declared. Puppets will be treated as separate entities, for RP bonus purposes. Unified Teams, consisting of more than 1 nation/entity competing as a single delegation, will be treated as a single nation for RP bonus purposes, with RPs by any of their component entities counting toward their bonus.

Will members of foreign militaries be permitted to enter if they are part of an official delegation? Also, how will they deal with Lord Almighty Gregory if he competes? Or is he a god too in this parallel universe?

Yes to your first question. We're not going to exclude any athletes, coaches or other staff. We're just going to exclude potential invasion forces.

As for the second, the gods are more than willing to make Lord Almighty Gregory into a lesser god to help him save face amongst his delegation. While competing, obviously, he'll have to relinquish any unfair advantages for the duration of his event.

Here's a question which may or may not be bid-specific, but would it be possible for a nation to compete on its own, but then also submit athletes into a unified delegation, like a Regional Delegation or something like that? And if so, would the total entry restriction apply to the delegation as a whole, or only for the entries from a specific nation?

Since I'm counting RPs from any member delegation of a unified team as RPs for that unified team, you'd have to do one or the other. ICly, it also exactly doesn't make much sense for the same nation to be part of a unified team and not part of a unified team. In 1992, most of the former Soviet Union competed at the Summer and Winter Olympics as the Unified Team but 3 of the former Soviet Republics competed separately, so there's RL precedent for a nation choosing to compete on its own rather than being part of its region's unified team.

There is a possible workaround though. At one point, I had a nation called Saintland WA which was a tiny artificial island off the coast of Saintland with only one citizen, which was ICly designed to allow Saintland to vote in the WA without having to actually follow WA resolutions. If you ICly created a "separate nation" on a tiny strip of land and granted dual citizenship to all athletes, you could effectively enter one as part of the unified team and the other as a separate delegation. The only possible issue is that the entry limit would apply to both delegations since you're technically entering both delegations even if one is OOCly controlled by multiple individuals (the same principle as entering a shared puppet in the World Cup).

Using a different puppet would be fine by me, the numbers are the question.

So here's another question off of that. Suppose I have my own delegation, and I make a puppet to submit with a regional delegation. If I had all 578 entries on my own nation, could I submit only 122 entries to the regional delegation under my puppet, but still allow the other members of the Regional Delegation to send more than that, since they're technically separate users?

Maybe we should give it just another few weeks more so we can get more time to ask questions, etc. (ie. there's no rush to vote now) :p

Speaking of, with permission from the Olympic Council President, I've updated the event list. The changes that have been made (in no particular order): The changing composition of the fencing events on the base list, the addition of golf and rugby sevens, the changing of wrestling weight classes (6 for each discipline, women's and men's freestyle/greco-roman for a total of 18 events on the base list), and the omission of keelboat sailing for women's skiff and mixed multihull.

If you’re letting your system of RP bonus get in the way of someone wanting to RP something in a certain way, then your priorities are horribly wrong.

As I recall, Saintland/Ilyseun can only host during a narrow window so that may not work for him and/or force him to reduce the time for signupa, neither of which is optimal. But he can clarify one way or the other.

Oh, I didn't see that part of the bid. Sorry. Carry on then. Though having less time for signups would directly impact me if it happened. At this point, however I'm not concerned. A month and a half, or whatever it is, is fine.
