The United Convocations of Palmaria (Palmarian: Unies Convocations Palmarien, Mercat: Unite Convocationes Palmaria), most commonly known as Palmaria or the United Convocations, is a sovereign state and a predominantly human civilization located in the Tanabiku Galaxy. It sovereign territory comprises of 48 systems—18 of which are full fledged Convocations—many of which are located in the Chushtin Sector, along the meridian of the Daiichi and Daini Quadrants. It has an estimated population of 83 billion inhabitants as of 946 TS. Its capital world is Nasthelca, the second planet from its star, Tamarus.
The United Convocations as a nation was the result of an alliance between certain independent and semi-independent human colonies, mediated by the Palmarians in 331 TS, in order to counter the growing dominance of the federation of Uhriwane Mosirikuru. Prior to this, there was war between Palmaria and the Uhriwane for much of the 460s and 450s ATS, which ended in the Cernes Agreement. This declared the Tamarus System as a territory of common heritage to be shared by the two through peaceful coexistence. It has maintained healthy bilateral and multilateral relations with other interstellar powers such as the Interstellar Empire of Atmora and the Confederacy of Chronos Prime, mostly in the form of alliances or economic and diplomatic partnerships.
Its government operates as a semi-direct democracy and a parliamentary constitutional monarchy, with an elected Archemperor that serves as a symbolic head of state, and a High Overseer who wields executive power. Currently the sovereign monarch of the United Convocations is Archempress Eloise of Retraite, who has reigned for 24 years. The Convocations of Palmaria are represented in the Federal Convocation by elected representatives, and enjoy a significant degree of legislative and executive autonomy—however they are still under the authority of the federal government. Palmaria has significant diplomatic, economic, and military influence over the astropolitics of the Tanabiku Galaxy, being one of the founding powers of the Chushtin League and an influential member of the Tanabiku Galactic Forum.
The United Convocations is a developed star-state and one of the galaxy's foremost economic, diplomatic, cultural, and military powers. It boasts a very high Sophont Development Index (SDI) rating and excellent civil and political freedoms. Straddling the Nasthelca Corridor, one of the galaxy's most lucrative trade routes, it plays a vital and commanding role in the Tanabikan economy. It is also one of the galaxy's most inclusive countries, a product of decades of multiculturalism and interspecies understanding. It has been a prominent leader in scientific and technological advancement, as well as in the standard of education and healthcare.
