He's more of a functional House Speaker than a Prime Minister equivalency. Most parliaments also have House Speakers, but they have about as much power as Paul Ryan has currently anyway, so I don't think he'd suddenly become Prime Minister.
We can't say what would be or how things would turn out. House speaker is much different than Prime Minister, as its a position with a lot more power, and in a Parliamentary system the election would be based around the party leaders of the Democrats, Republicans, and any other parties. Also, a lot of voters who typically just vote for the president would likely turn out for the legislative elections, since their voting for the highest governmental office that way, which would change the composition of seats, especially if the United States adopted Proportional Representation in the same way as most parliamentary democracies, and indeed most nations in general.
It would be rather strange to have anything more than a caretaker government between that great constitutional change and restructuring, and a general election called thereafter to provide the government for the new system, for Her Majesty Queen Elizabeth II's approval, as well as the appointing of the Governor-General, as Her Majesty's representative in the United States. With all these different factors, who knows what the first Parliament would look like?
