Pertwee stood up. "I would like to finalise the proposed ratio of Wardomia: East Niphilate: Kasterborous Gallifrey: Khan Empire: Manitriton: Takkal: Communal Commons of 10:10:8:5:5:4. If all are in favour? We should also pledge to adhere strictly to the armaments ratio. Any amendments should be discussed with all nations. Also, as for the formation of an international organisation, I would second that its name be the International World Union. I would like to affirm my proposal that meetings should be held every 6 months in conferences which do not need to be in person, at a different major city in Aes-Htrae each time. If this proposal goes through, this meeting at the Panopticon would be the first official meeting of the International World Union. Please raise any concerns with all of us present here. Any objections and alternatives? If not, I would like to suggest that we immediately begin planning on an organisation which will bring unity throughout the world through collective security! If we are all in agreement, we should begin drafting our formal terms and basic laws."

Port Phannoll, City of Death

From the outskirts of the city, the Master had journeyed to Port Phannoll, the largest port in the Kasterborous. He surveyed the sea, which stretched across the horizon to the lands of the north. There was a massive outline across the shore, the structure of the yet to be completed GNS Formidable and GNS Naphthalene. Although the High Council had declared that works on the two warships would begin in June, construction had been pushed back to the end of May. Dotting the harbour were also various industrial ships, oil refineries, passenger cruise ships and ships from Wardomia, testament to the flourishing relationship between the two countries. The Master smiled. A ship back to Communal Commons was all he needed.

In light of our absence of trade tariffs, Gallifrey would like to establish new trade routes from Port Phannoll to the SC Shipyards. We await discussion on this matter. For now, this should be kept confidential.


Scarlioni Estate, Kriyzentayle

Scarlioni Estate, a towering mansion with an illustrious history, was now in a state of disrepair. The old house had stood for years. Now, as bricks crumbled away, the garden grew older and furniture began to peel, Tatiana Scarlioni headed down to the basement. It was widely known that the leading houses of Gallifrey were linked by tunnels, so that during the New Gallifreyan Revolution the leading revolutionaries could meet in secret. Over time, these tunnels had begun to cave in, such that it was no longer possible to travel to all houses from one house. However, these tunnels also served another purpose...

The New Gallifreyan Rebellion, 61 APW

Hartnell House, The Citadel

The moon shone down on the Sixth Shining World System. It was late at night, or early in the morning. William Hartnell sat scribbling at his desk. A political activist, Hartnell had challenged the Pythia, with a new ideology of democracy which had not been ever present in the autocracy that was the Pythia. Tomorrow, at a public event in Kriyvzentayle, he would demonstrate along with various others against the dictatorship of Kludeo IV. Folding up his notebook, Hartnell strolled over to the sitting room, and descended down a flight of stairs to the basement below. In the basement, he paused, staring at a bookshelf. Removing four books in a particular order, the bookshelf then flipped aside, revealing a spiral staircase leading to a network of tunnels. Hartnell smiled. He needed a final meeting with Scarlioni before the protests. Gunther Scarlioni. A brilliant man, with a shining mind. Hartnell hurried down the stairs, placing the books back. The bookcase door slammed shut. Lighting a kerosine lamp, Hartnell sidetracked to a stable. Scarlioni Estate was far away in Kriyvzentayle, but with a horse, he would make it, in time for his meeting and the protest.

So, we definitely need to start with what the purpose of this organisation is, which is to promote peace and security through the region. We should open up for anyone who wants to join, but they should probably go through vigorous testing and training first. And lastly, we should take a list of the nations that want to join. Let's see.. So far, we have... Manitriton, Kasterborous Gallifrey, Communal Commons, and who else?..."

Papyrus argued about what to have for dinner with Gaster, both men agreed to increase funds injected into the J4KE Arms Factory and required citizens at the age of 18 to 30 to be conscripted into the army for a 3-year mandatory National Service. J4KE citizens are pondering whether they want independence from the GCR.

Amadeus paced about the cramped room. He had certainly been given acceptable conditions, for Krasbourn Tower especially. It did not dare to compare to his room at the Takkal Presidential Palace, let alone his own manor, though.
Still, he knew things could get worse.
The Patriotic Directorate had made its terms clear. If the Tarwam Corporation prospered, he would eventually be put under house arrest, in Tarwam Manor. If it continued to crumble, then he would be put in far worse conditions. Possibly lose an arm or a leg. Or a head.

He would co operate. The Tarwam Corporation still had a lot of assets to salvage, and he had managed to draw a plan for future growth. Perhaps later, once he was out of Krasbourn, the belly of the beast of the Patriotic Directorate's core internal security operations, he might find another way to escape.

Red Coast Shipyards
The profits were finally coming through. Rothmann's investment had paid off. Despite fears about the cessation of the naval arms race, he had still been willing to bet against it. And he won big. By reselling the airships back to Fleet Admiral Greene, he had already covered most of his initial investment. The next few sales would be pure, sweet net profit.

Tommen Sittlelator walked through one of the vessels, admiring the vast intricate web of pipes, engines, guns and electronics. Aldus Rothmann walked by his side. The Imperator, apparently a little wary of Kraan since the church affair, had given him temporary custody of the boy. Now would be an excellent opportunity to make a good impression on the next Imperator.

Slight financial support would be very beneficial. However, what I find most impertinent is the employment of some form of inspection to ensure that the Patriotic Directorate has minimal influence within my forces. If you could send a few capable, specialised men as my private guests, I could house them at Red Coast and let them go through my best military men.

Air Fortress Mosley
The Imperator flipped through yet another file. It seemed like New Pavensky had been making a modest, but respectable amount of economic growth. Was it better to crush their capabilities, or would having a healthy and friendly vassal aid them in time to come?
The latter option seemed more favourable- certainly less bloody. Yes, perhaps it would be good to be seen as a more forgiving leader than his father had been. New Pavensky certainly had the apparatus and industrial tradition to, if freed from the massive Imperium restrictions, become a booming economy.

Kraan read the letter carefully. All seemed quiet in Kasterborous Gallifrey, but his sleeper cells knew something was up. Political intrigue had always been a part of the Cyberius, though it was even more crucial in this tense time now.

He folded it up, slipping it into a special cabinet where he kept profiles on every significant foreign national.


Kraan glided out of his room, where several academics waited.
"Alright gentlemen. I trust Malek has briefed you. We have your families under watch. Bombs under your homes and assassins around your neighbourhoods. We also have vaults of gold and silver. Priceless art and magnificent jewels. And of course, buckets and buckets of cash.
All I ask is for your loyalty. You will be my eyes and ears. Satisfy me with leaked information from that Khan University, and you shall live in luxury. Your grandchildren shall live in luxury, though perhaps more modestly, if you should not manage your money well.
Do we have a deal?"

They slowly nodded, frightfully aware of the two PD agents behind Kraan, both brandishing Tw 56s.

"Good. Your plane is waiting for you. Remember. No one knows about this. Not your bosses, colleagues, not even Conrad Sittlelator."

Takkal Presidential Palace
Peter Richards glanced out of the window. Construction of the Great Port of Takkal had resumed. The gas had mostly dissipated, so it was easier to get workers moving without expensive safety suits.
The bloc seemed to be working out fine. He would have to work even harder to extend its capacities. Takkal was but an island nation, but its strategic location could let it become far more significant a player on the world stage.

This bloc shall be called the Alliance of Silver. I shall set out the specifics as best I can here.
1) We do not advocate the use of force.
2) We shall primarily use means such as bloc voting and sanctions to secure our goals.
3) If any of us is attacked or threatened, we shall stand together.
4) The Alliance also institutes an economic trade union, to allow us to grow faster.


Arcadia
The delegates shuffled in their seats slightly. They had already done their job. Takkal had been freed from the Capala menace. Now they would have to just loiter through the conference, and try to push back again anything that might pop up and be contrary to their interests.

Tancredi frowned. Apparently the Capala Inquisition had been eliminated in Takkal. But no matter. Communal Commons would give them refuge. Tancredi sulked. If he let Pertwee have his ways, the Lord High President would soon support the Takkal People's Government as legitimate. This could never be allowed to happen. Sitting in silence, glaring at the Takkal delegates, Tancredi's eyes narrowed as he contemplated the possibility of seizing power from the Lord High President.

Listed below are current plans by various members of the High and War Councils for Gallifrey following the expiration of Pertwee's term.

Pertwee-Romana Plan

Pertwee, a benevolent, just and righteous ruler, is seeing his term come to an end. However, Pertwee has outlined a series of points in the last meeting of the 11th High Council Assemblage. Pertwee's one major weakness is his trust in Tancredi. Romana has advocated the Pertwee plan, however her disappearance has ensured that she will not be around during the elections.

1. Pledge complete support to the International World Union.
2. Partially demilitarise.
3. Lift tariffs and promote free trade between allied countries.
4. Give more military help to Manitriton.
5. Recognise the Takkal People's Government as legitimate, offer aid to Takkal.
6. Advise Communal Commons to absorb the Capala Inquisition and deradicalise Capala Sword.
7. Increase ports and maritime trade.
8. Build a scientific base on Enots along with other nations.
9. Advocate complete demilitarisation of outer space.
10. Armaments trade with Wardomia.

Tancredi Plan

Tancredi had already outlined a general plan for what he would do if he rose to power. Tancredi, being power hungry and hardened from years of military experience, will not rest until his goals are realised.

1. Give the War Council authority above the High Council
2. Increase rearmament measures
3. Double economic output of heavy industries
4. Strengthen Gallifreyan Sea trade and naval prowess to rival that of Wardomia
5. Establish a military base on Enots, challenging East Niphilate.
6. Anschluss with Communal Commons
7. Abolish foreign aid.
8. Support the Capala Inquisition
9. Cause Civil War in Takkal
10. Distance Gallifrey from Wardomia.
11. Persuade Random Empire to remilitarise heavily.
12. Declare war on Takkal.
13. Secede from the International World Union.
14. Intensive rearmament, breaking the ratio.
15. Develop chemical weapons.

Scarlioni Plan

Daltius Scarlioni is a relatively new member of the High Council, succeeding the position after the assassination of his father, Gunther Scarlioni, by the Master. Scarlioni is one of the youngest members of the High Council.

1. Partial disarmament.
2. Acknowledge both the Takkal People's Government and Capala Inquisition.
3. Partial annexation of Communal Commons.
4. Disregard the Gallifrey-Wardomia alliance and pursue an alliance with East Niphilate.
5. Intensify agricultural sector.
6. Build a military base on Enots.
7. Lip service to the International World Union.
8. Develop Air Force.
9. Stronger alliance with the Khan Empire.

Baker-Borusa Plan

The Baker-Borusa Plan is an outline proposed by both Tom Baker and Borusa II. It advocates a merger with Wardomia.

1. Merger with Wardomia.
2. Remilitarisation while adhering to the ratio.
3. High and War Councils merge.
4. Krivyzentayle fortified.
5. Acknowledge the Takkal People's Government.
6. Declare war on the Capala Inquisition.
7. Invade Communal Commons.

Capaldi Plan

Peter Capaldi is the youngest member of the High Council. He rose to prominence during the Cyberius Weapons Expo.

1. Intensive development of Ironside weapons technology.
2. Rearmament and disarmament of certain sectors of the armed forces.
3. Affirm the War Council's inferiority to the High Council.
4. Support the Takkal People's Government, while not condemning Capala Inquisition.
5. Develop Port Phannoll and decommission other existing ports.
6. Pursue an alliance with Manitriton.
7. Distance Gallifrey from Wardomia.
8. Armaments trade with East Niphilate.

Martin Sanman seethed with anger. After much talk, nothing had been done in support of the tiny nation that was Grapentina.

Controlling himself, Sanman rose from his seat. "Grapentina will support the formation of the International World Union, but requests that the interests of smaller nations like ours be protected through, what I hope, will be an effective collective security."

Pertwee smiled. "Why, of course! I sincerely hope that the International World Union will be able to include all nations in Aes-H'trae and that it will be successful in resolving conflicts across this world. Gallifrey will itself pledge foreign aid to Grapentina."

Tancredi sulked at Pertwee. The Lord hIgh President had grown too kind, too liberal, too foolish.

Pertwee has ordered that supplies be sent to assist in the building of Grapentina.

Harold Sanman, member of the imperial family, sat on a chair of wood, eating bunches of grapes and bananas and scratching his feet like a chimpanzee. The nations most elite guard stood before him, clothed in togas and brandishing electric spears, which were in reality pretty ineffective against guns.

Sanmanopolis, the capital city of Grapentina, was a group of 2000 straw huts facing a small river. The town hall, located near the city centre, was where the imperial family resided.

Peter Richards glanced at the vast sea behind him. The waters were calm. Perhaps this signified an age of relative prosperity to follow. Then, again the waters were almost too calm... As if it were to be followed by a catastrophe unlike any before.

The Takkal delegation and Quaker, their leader, shuffled about. The conference had taken a recess for the day, and they wanted to get to know some of other diplomats. The Wardomian delegation seemed rather intimidating. Looked too much like military personnel. They considered talking to the East Niphilate delegation, before changing their minds. The biggest EN figure in attendance, General Hiedellkin, was in his room and seemed unwell. The rest of them seemed just a bit too shday. Forced, even.

Maybe they could have a lunch with their hosts from Gallifrey...

Quaker bumped into a rather miffed Grapetine delegation. Of course! The Grapetines were here too! He eagerly offered a handshake.
"Hi! Our country is setting up a bloc of like minded non-superpower nations who wish to stand together, avoiding force but brining forward non-violent solutions to problems! Would you like to join?"

It was lunchtime. Jake loved lunchtime, especially as he would get to mingle with other delegates from other nations. The Takkal bloc arrangement was going well, but he preferred that he get other alliances too. He stumbled across the Takkal delegates and the Grapentine delegates in a engaging conversation. He looked at their name tags. The lead delegate from Takkal was called Quaker, while the other was called Sanman. They looked up as he walked pass, and he shook hands with both delegates. He caught what they were saying, but made no comment. He then talked with the delegates form Kasterborous, including Tancredi, who apparently was top in he elections. Then he went off to find someone else to talk to. He settled on the EN delegates, who were still looking shady. He offered a polite handshake, and made some light remarks as to the weather, but they didn't seem interested. Finally, he stepped forward, and in a low voice, said:
"How is General Hiedellkin? It didn't seem like he caught something, it was almost like he was poisoned. Maybe one of the other nations did it? Please tell me if there is something I can do to help."
While he was there, he slipped a small device into the other's jacket. Time to see what they were really up too.

A great feast was underway. There was great celebrations, laughing and dancing, for the completion of the city. Coulson, however, had a headache, and he retired to bed early.

To Takkal
Yes, we agree to your terms. I hope that our alliance will prosper, and that we can be allies for a while. There is another thing. If Tancredi becomes leader of Gallifrey, be careful of the dangers he might pose to you. However, as we are standing by you, we will fight for you, even if it might mean war.

OOC: sorry for being AFK so long. I was wrapped up in my own projects and *ahem* problems.

Steppe was still dozing in the conference room by the time the recess was 30 mins through. When he finally got up, it was about 12.30. The conference would resume at about 2. plenty of time to have a nice meal while conferring with the other delegates on a personal level. Steppe immediaely got up and looked for the Takkal delegate, Quaker. When he found him, he slipped him a note.

Khan will confirm its participation in the bloc. However, we would like to voice our concerns over membership only being available to non-superpowers. Of course we all know that Khan is no minor player in the game of international politics, but we also believe that, with our pioneering terraforming technology, we our not far from becoming a superpower. Also, we might want to include Random Empire in the bloc.


When that was done, Steppe left the building and had a scrumptious lunch of ramen and sushi which he topped off with a mug of root beer (pun unintended), a hot dog and a bowl of ice-cream.

Now re-entering the conference hall, steppe looked for Tancredi. When he was found, Steppe said, "let's talk business."

The diplomat nervously smiled. He knew the Patriotic Directorate agent was just behind him. "Oh, it is nothing really. The general despises air travel... It gives him the runs."
The listening device had been quietly laying within, even as they returned to their room for a quick break.
"Why did you say air travel? Of course generals can use planes!"
"My apologies...sir."
"Do not apologise to me. I will be including this in the report. Security breach."
"Sir... Please don't. I just need one more chance..."
"I will leave that decision to the Director."

The PD Agent thoroughly scanned the room once more for bugs. Who knew what listening devices had been inserted since they left. Eventually, he found the listening device.
"Well. It seems like you keep falling in trouble. Negligence? Or treason?"
"Negligence sir! Please I-"
"At least it is not of Wardomian manufacture..."
The device was crushed.

The agent glared around, continuing the check. It seemed the intelligence game had finally entered the conference. Thankfully they already had a well established cell network. He finished the check and quickly decrypted and printed out his latest intelligence report. Elections in Kasterborous Gallifrey had begun. More interestingly, it seemed like a crisis had erupted lately over a certain Romana figure.
He kept reading.
Someone of vital importance had just arisen. It seemed like the Capala Inquisition's leadership was still alive. Kept in none other than Communal Commons. And a certain Kasterborous Gallifreyan seemed very interested in pushing them back into power.

The delegates roamed around. They had received the letter from Khan, and were eager to return it.
Of course. By superpower we meant great military powers that used might rather than diplomacy to attain their goals. We greatly appreciate having such a pioneer in science amongst our ranks.


Would you be interested in joining the Alliance of Silver? It is a new bloc that Takkal, Manitriton and Khan are forming

After an information "leak" of an alliance with Manitriton and the Khan Empire, confidence in Takkal's security has been largely resotred, and investment into Takkal has risen.

Jake cursed. The listening device had been destroyed. He had expected as much. However, he had managed to gain proof that the general was poisoned, and these agents were working with someone called the 'Director'. His thoughts drifted back to Malek. He had seemed a dodgy character. Oh well. He would continue to investigate this matter, and if possible confide in one of the more trust-worthy nations. Of course, he had Ward back in the room so no one could bug it. These days you can't trust anyone. Then, a thought occurred to him. Did they have surveillance cameras here? If they did, he could go and check old footage from each delegate's room. But first, he would have to get someone to do it. He excused himself, and stepped outside into the hall. He started walking, and eventually found a servant.
"Excuse me, my good man, but I must ask you something. Are there any security cameras in my room? I'm sorry, I just don't like the idea of being spied on."
The servant nodded.
"I'm sorry sir, but we have to have security cameras for the sake of, well, security! We can't just ignore protocol."
"Ok, thank you. Could you please direct me to the person in charge of the security cameras so I can have a discussion with him about it?"
The servant puffed out his chest.
"Why sir, it's funny you should ask, but I'm the head of security footage! Would you like to come and see our selection of cameras?"

He handed over a bugged one dollar coin. He had had Fitz work on it, so he had modified it so that it had a camera and it could fly. Then he excused himself, saying that he would love to see the selection, but that he had to desperately go to the toilet. He strolled down the hall, whistling. He radioed back to Ward in the bathroom, and put him on watch. Time to find out if any of the other nations were being tricky.

Sanman smiled. A bloc of like-minded nations? Exactly what he had been hoping for. Perhaps now there was some possibility of advancing the backward technologies of Grapentina. Smiling, Sanman took Richards' hand, shook it heartily, and stated his intention to be a part of the bloc.

Jake strolled back to the meeting, and wondered over to where the Grapentine's and the Takkalians were talking. They seemed to have come to an agreement. Smiling, he walked up to Sanman.
"I see you have established a firm friendship with Takkal. Have you joined our bloc? Oh, you have! Welcome to the club. My name, as you already know, is Jake Halfred, leader of the Manitritonians. It's great to meet you. Perhaps, in our free time after this conference, maybe you could pay a visit to our nation. It is great to have another nation in this bloc."
He walked away. In his head, he knew that that was one more nation to keep track of.

The Generalfeldmarschall looked over the plans. It all seemed fine, even if International relations looked a little precarious. Gallifrey sowed signs of unrest. He would ask the SP to step up surveillance. He asked Patzerkruppen to take care of the matter. It would draw him away from struggling for power. Smiling at his own plan. He stepped back into his seat. All of a sudden, his face contorted with pain. Gasping, he collapsed behind his conference table. Far away, Grey smiled. An aerosol was all it took these days.

The Fortress
Behind Patzerkruppen and Morish, followed the smartly clad forces of the SP. Instrumental in maintaining stability and order, they nevertheless resented Patzerkruppen. After all, had he not replaced most of the commanding officers with his own incompetent men? Moorish was worse. Who was he, to be assigned to the top of the SP. A mere Head of Engineers. At least Grey was reliable. Kolt was capable. Either one should be the leader.

Jake sprinted down the length of the table to Sclorini.
"We need a medic over here!" He yelled. As the other delegates converged on the general, he checked for a pulse. There was a faint, beating pulse. He looked up, his face relieved.
"Ladies and gentlemen, we have an attempted murder on our hands."
There was a shocked murmur from the crowd. Jake shook his head.
"Please do not panic, and return to your seats. The medics will take care of this. And I will not rest until I find who did this."
He returned to his seat and phoned Coulson. Then he whispered into his radio.
"Get Hunter here at once. It's time for some private detective work."

Coulson picked up the phone. He listened intently.
"Yes sir. I understand, sir."
He beckoned to Kolt, who was having lunch with him.
"I'm very sorry to say this, but General Sclorini has been fatally injured. We can transport you back to Wardomia, or we can transport you to Arcadia. But we need to know. Is there anyone that could have benefitted from his supposed death? We need to know."

Trained under the elite International Agency program of the Patriotic Directorate, the PD agent knew well enough that cameras where a tricky thing. You could not block them, or that would arouse suspicion. At the same time, they had the propensity to collect vast amounts of vital information. That was the reason he had carefully set a stage for the camera to see. Hiedellkin was dozing on the couch, belching a little, still resting after tremendous stomach pains.
He would not let anyone, be it Kasterborous Gallifrey, or whoever Kasterborous Gallifrey was giving camera access to, see past the elaborately constructed set piece.
Still, he made one mistake. While moving out to rendezvous with a sleeper cell in Kasterborous Gallifrey, he let a large briefcase full of cash go under the watchful eye of the camera. Two notes slipped out, and he quickly bent down to fasten it properly. The total amount was unclear, but anyone watching would know that a huge amount of cash lay within.

A few blocks away, the briefcase changed hands and joined another case in the trunk. The second case was large and held many plastic and wooden parts- an elaborately constructed rifle designed for easy smuggling.
The PD sleeper agent had met with the one from the conference, and after a brief coded report, they parted ways. Both of them had many things to do. Two people to speak with, and one man to mark.

Daltius Scarlioni was greeted on the phone by a cheerful, sprightly voice. "Hello! I am Mr Teller, a representative for Pakla Niphilate Automobile! I heard you were considering running for higher office! PNA would like to support your campaign in anyway we can! We heard that you support stronger ties with East Niphilate and would like to talk about increasing trade with our find nation!"

On the Trancedi estate, a mysterious case of 100,000 daskas was delivered.

Even within the Church, scheming continued. Disgruntlement had arisen between central authorities, who wanted to collaborate closely with Aldus Rothmann, but local churches were far too worried about PD retaliation. Admist this divide, one man sought to gain power. Marcus, a sleeper agent, had worked in silent to further the agenda of Capala Sword. He was so close now. If he could only eliminate a decent chunk of Patriarchy, he would be able to gain enough power.

Then... a grand crusade.

Rothmann greeted the men warmly, before hastily ushering them to his private residence. It would not be long before Sittlelator and Kraan both realised he had brought Wardomian men here. He needed to clear out all the spies and traitors in his ranks before then.
