Believing prevention of conflict or restoration of peacetime activities to be one of the foremost goals of this august body, and that an international organization dedicated to this effort would be of great use,

Reaffirming prior resolutions preventing the WA from becoming a military force used as a tool against those the majority of WA voters do not like,

Article I - Restrictions on WA Force

Prohibits any WA organizations or committees from engaging in offensive military actions with any WA member states, citizens thereof, or organizations affiliated with such states, for any reason whatsoever;

Prohibits WA personnel from carrying lethal weapons on WAHQ property. WA personnel are committee members and employees of the WA.

Article II - Scope of Peacekeeping Operations and Standards

Establishes the WA Peacekeepers, whose goal shall be to prevent and end conflict, and preserve peace. Peacekeepers shall adhere to these principles:

• Consent of all parties involved in its operations. No peacekeeping effort shall be made without the consent of all WA member nations involved, and without the request of at least one member nation involved.
• Impartiality in proceedings and conflicts. Peacekeepers shall maintain professionalism at all times and give equal consideration to the involved parties.
• Non-use of force. Except in cases of self defense, Peacekeepers are to refrain from using lethal force, and shall be prohibited from carrying lethal weapons. Peacekeepers are to avoid using non-lethal force on state actors.

Noting the [presumed] absence of legislation preventing WA military intervention in international and national,

Seeking to prevent the WA from becoming a military force used as a tool against those the majority of WA voters do not like,

Prohibits any WA organizations or committees from engaging in offensive military with any WA member states, citizens of member states, or organizations affiliated with member states, for any reason whatsoever,

Prohibits any WA organizations or committees from enforcing WA compliance or taking action against WA members for any acts of non-compliance with WA resolutions.

Allows WA organizations, committees, and officials to defend themselves and WA property with deadly force if threatened by WA member nations, non-WA nations, organizations, or individuals,

Allows WA organizations and committees to engage in peacekeeping efforts, at the request or consent of all WA member nations involved in said efforts, including protection of civilian non-combatants, disarmament, demobilization of military forces, societal reintegration of former combatants, government reorganization or establishment, and monitoring of elections, and

"That is certainly not what leave keeping means. Peacekeeping is not, and has been, a synonym for violence. Examples of peacekeepkg efforts were listed. Do you really think 'monitoring of elections' means violence? What about 'disarmament'? How does any of that lead you to believe that this allows violence?"

In Real Life, the services I listed are the real life services UN Peacekeepers provide. To my knowledge, UN Peacekeepers have never served as a military force, and have never engaged in offensive operations (No, Korean War does not count, that was UN Command, not UN Peacekeepers).

I'm very surprised how you can't see how it's used in a defensive capacity given that a liberation's sole function is to unlock the gates to the city to allow defenders in. It IS a defensive tool, of a WA organization which would be prohibited under this piece, underline mine;

A liberation is the biproduct of a WA organization and a defensive fruit produced from the WA tree.

It's also an OOC device, has nothing to do with the General Assembly, and besides, does not directly involve any military action whatsoever. It just removes a password. It does not require the WA to participate in any ensuing military activities at all.

I'm very surprised how you can't see how it's used in a defensive capacity given that a liberation's sole function is to unlock the gates to the city to allow defenders in.

"Unlocking the gates to a city to allow attackers in is an offensive operation, not a defensive one. In the case of all liberations, they are aimed at assisting an invasion of a region by military forces hostile to the current ruling regional government. Whether or not that government is a foreign occupation force or not is irrelevant."

IC, my nation will consistently support the idea that the WA remains unarmed, and that's the primary reason why it's been against every repeal attempt. If we have this discussion now, and have a draft ready by the time a repeal of GAR#2 goes to vote, my nation can, in good conscience, support a repeal of GAR#2, with the understanding that this will follow.

It's very common knowledge that the ruleset is under revision, and if you look at the draft rules some have suggested, the "no WA army" rule is gone in a couple of them, though it remains in IA's proposed draft. So, as any player would, I'd say it's not a "good chance" nor a "slim chance", but a "fair chance" that rule will go. But no, for the record, I have no inside information on what the final set of rules will look like. It looks like we're still taking input from players on what they think they should look like.
