The Second Panopticon Conference

"Alberto. Thank you for your timely request. It is vital that all representatives immediately disarm whatever weapons you may be concealing. We don't want a repeat of the ill-fated Cyberius Weapons Expo. Might I remind you that this is a conference of peace. We should be striving to build friendships and not breed distrust." Pertwee frowned. "As for the searches, the Caellun Guard will be conducting full body and baggage checks on all of you. Do note that they are equipped with the latest x ray and weapon detection systems. Our security need be our first priority."

Tancredi stood up. "This is a final call for all representatives to disarm. Any weapons caught by the guard will be disposed of and the representative restrained under Gallifreyan law. Please don't test us. Above all, your integrity and honesty is at stake. If we cannot trust each other, then who can we trust?"

Standing up, Steppe removed the ring with the concealed blade and tossed it on the table. "Let this be a sign of the Khan Empire's trust and goodwill towards the other nations. If the other nations disarm so too will Khan." Steppe sat back down and lit his pipe.

Takkal Capala Inquisition
A representative from the official Cyberius-wide Capala Sword stepped from the shadows. "The reinforcements from the Sword have arrived. You may begin your glorious crusade, in our name."

Another shadowy figure bowed. He was known only as Devon, a mercenary commander who had been setting up in Takkal as a local politician, even before the Wardomians came, after being radicalised in a Capala Sword camp. He had fought in the Pavensky War, frequently switching sides depending on who paid the most coin. But after his indoctrination into the Capala ideology, coin mattered not to him. Now he was the commander and High Caliph of the Takkal Capala Inquisition."We thank the Sword and the Almighty Bovine. We shall strike at once."

Takkal People's Government
"Sir! Three separate provinces in the West Coast of Takkal have risen together all at once! Local forces were outnumbered 3 to 1!"
Peter Richards slammed his fist on the desk. "How does our army stand against theirs?"
"We have more men, but they have far more tanks than us! There are also transport ships from Capala States sending reinforcements!"

Richards let out a roar of fury. "We were in the middle of rebuilding our military and our so-called subjects stab us in the back! Bring him in!"
A door swung open and a lean, crooked figure entered. Though he had cleaned up significantly and shaved his beard, it was clear that this was a man who had been living rough for quite some time.
The man gave a deep bow. "Lord Amadeus Tarwam at your service."
Peter Richards stared at Amadeus, raising an eyebrow. "You are a man on the run, a target to powerful men and a dead man to everyone else. Intelligence sources say your brother sold the guns that my enemies are using. Guns manufactured by your company. Why should I continue to shelter you?"
Amadeus Tarwam gave another deep bow. He was used to dealing with over ambitious, powerful men. "My kind liege, you should continue to shelter me because I can win you this war. These powerful men who seek to destroy me, on the other hand, will not give you anything."
Peter Richards scoffed, "They have more tanks than us. In a week, they will have more men than us. In a month, they will have more territory than us. They will have our ports, cutting off support. In two months, we will lose. Even with the region's best gun salesman at my side, we won't win without selling our country's independence to some superpower."
Amadeus replied with great haste. "Do you not have planes?"
Richards shot back, annoyed. "Our Air Force is dysfunctional! No pilot or air officer in our employ has been properly trained for warfare, let alone tactics against experienced combatants from the heart of Capala Sword. The only veteran pilots we have are from passenger planes!"
Amadeus grinned. "So you do have planes. In that case, I can guarantee you that we will win the war, with my help."
"We will only win by two means-selling you to Malek and getting Imperium support, or getting a miracle."
"The PD is not an organization of honour. Your deals mean nothing to them. On the other hand, selling miracles is my expertise."

Peter Richards glanced around. Perhaps it was worth a risk. "You have two weeks, one plane and whatever materials and manpower we do not urgently need. Work me a miracle. We will discuss payment later."

A small smirk appeared on Tarwam's face. "Thank you, Mr President."

Arcadia
The plane had just landed and a desperate diplomatic team scurried out. They were led by Nixon Quaker, who urgently hurried to the conference. This was a mission of utmost importance. If they could secure recognition and intervention from a major power without sacrificing too much, they could save their nation.

Arcadia
Eying the rest of the delegates, the undercover PD agent tossed the stun baton on the table as well. At the very least, there was still the intensive unarmed combat training PD international agency agents went through. He eyed a mug on General Hiedellkin's desk. Perhaps he could smash that to form a weapon if worse truly came to worse.

Either way, the Khan delegate had shown that many people had come with the intent of violence. Contingency plans needed to be formed with this in mind.

Red Coast
Air Fortress Mosley gracefully hovered within the shipyards, as its engines were systematically upgraded and new, better guns were fitted. In addition, an experimental new weapon had been put on board. A rocket weapon, with a fascinating twist.
Anthony Tarwam shivered. He had lost the bid of lordship over Red Coast to Rothmann. Now the land which held centre of Tarwam operations was under the control of someone born of low blood. Who knew what this mongrel could do? Even now, some of his top employees had talk of switching loyalties. Something needed to be done. The problem was, he did not know what.
Until then, he needed to press his financial advantage. Operation K-137 was at peak operation. The next iteration of the Quanta-S was almost released. Chemical weapons, including the new chemical shells and armaments, production was at a new record. A new item, to change the way a battlefield operated forever, was in development. The arms race might be bad for the Imperator's coffers, but they were certainly good for his. Hopefully, the conference would not end well. Perhaps he should send Kraan a call...

New Bovine Conglomerate

The Conglomerate would like to cement its stance on its status as a Capala State. Existing Capala nations, if any, or associations, can seek the help of the Conglomerate.

Hail the Bovine! They are divine!

Jake tossed a few 'coins' onto the table.
"These might be considered dangerous for some." He remarked.
Everyone looked at him strangely. He shrugged, and pushed a tiny button in his hand. The coin started steaming, and melted through the table.
"See?"
Just then, a few more delegates scuttled in, and sat down hastily behind the name tag:
TAKKAL
They looked pretty destroyed, both in physical appearance, and emotional appearance. Jake stood up.
"Delegates from Takkal, are you alright?"
Manix
There was an uprising in the night. Soldiers stormed the main headquarters, capturing some, but killing most. They captured most of Coulson's team, and sent them down to the holding cells. They had also taken the communications towers. Quickly and efficiently, they had sieged a city in one night. Their leader, a shadowy figure, made are hardly any damage was done, and had his soldiers clean up so that everything looked normal. This guy was hungry for revenge.

Quaker quickly made his way to the podium.
"Sirs! We have a grave crisis that needs resolving, far more urgent than the other more long term issues here! We urge for itnervention within Takkal to stop the Capala Inquisition from gaining power, and for the legitimacy of the people's Government to be instated!"
Takkal Capala Inquisition
To the Bovine Conglomerate
We seek the recognition and support of the Bovine Conglomerate. The Takkal Capala Inquisition will be instated a true Capala Caliphate, loyal to the international cause of Capalism. We are winning the war, though more men and guns would enable us to win it sooner and remove the threat of foreign intervention.

Devon looked at his strategic map of Takkal. In the numbers game, he was nearly guaranteed to win. However, there was the ever-present threat of invasion from outside forces, especially the Wardomians. He drew up more battle plans. They had conquered all the western provinces. Their next target would be the in-construction Great Port, then they would rush the Presidential Palace to completely sever the chain of command. The invasion would be concluded through a pincer move against Takkal City after a feint at Takkal International Airport.
Great Port of Takkal
The construction workers hurried back and forth. A day ago, they had been building roads. Now they were constructing fortifications and a special installation, as called upon by the new military munitions advisor Peter Richards had instated,

The Generalfeldmarschall stood up and unhitched his sword, before placing it onto the table. He shook out his sleeves before taking out a pistol and a dagger from them.
"Here are my weapons."
"Now, let us get on with things."
"Here is the question. Why should we consider The People's Government as legitimate?"

Finally, the refits were done. But this was only a stopgap measure until the new machines were completed.

Quaker staggered, alarmed at the question. "Sir! We are the only government that has not aligned themselves closely to the cause of Capala Sword! We have the most developed industry and military capability other than Capala Sword affiliates! Surely that is enough to warrant us legitimacy! We need aid quickly! If we do not solve this problem, Takkal will become a vassal of Capala Sword, and our ports will serve as a springboard for Capala Sword's naval operations!"

Takkal People's Government
Amadeus Tarwam worked tirelessly in the rudimentary laboratory. The instruments were crude, but he still had all the materials he needed to test certain principles he had formulated. Before inheriting the Tarwam Corporation, Amadeus, unlike his brother, had worked as an understudy for the greatest minds in weapons technology. There were plenty of loose ideas that could work in this context... things that were never strategically important for East Niphilate but could be done here.
He checked the expirement's results. Success.
Of course. The concept was sound, after all...
Production of the prototype had been incredibly cheap, but it could be faster... Optimization could come later. What mattered was getting these things produced.

Takkal Capala Inquisition
Devon, High Caliph, read the report. They had failed to shoot down the Takkal delegation travelling to Arcadia.
If foreigners intervened, Capala Sword could easily lose. That fact worried Devon to no end.
However, he knew how these leaders operated. They needed clarity, proper and distinct knowledge. They withered to act in the face of chaos and uncertainty. That was what he needed to do- generate chaos.

A hundred men, under the flag of Wardomia, launched an series of hit and run attacks on farms in People's Government controlled provinces in nothern provinces of Takkal. In a surprising twist of events, a single town broke off from Capala Inquisition control, under the new flag of the Holy Imperium of East Niphilate, swearing fealty to Conrad Sittlelator. The town, however, has retained co operation with the Inquisition, though it now possesses a great more autonomy and has abandoned religious ideas.

Colony Varchas
Peering through his binoculars, Aldus caught sight of the Patriotic Directorate sniper nest near his beachside guest-room. They had built a sizeable weapons stash in a cove, and based on what he could see, there was even a one-man submarine floating nearby. No one seemed to be manning the area.
So... My power plays have caught the attention of the Shadow Imperator.
The name was one of many- used to refer to the man behind the Patriotic Directorate. No one knew the truth in that shadowy organization. Malek might be just a figurehead. Then again, its previous Director, the late Kraan, might be one too. Both were very sharp men, though who knew what or who they served.

Regardless, Malek and Tarwam had withdrawn their claim on Red Coast. Now the industrial powerhouse was his. It would make him a lot of money very quickly, if he did not lose it. Nonetheless, he did expect more challenges to come.

Aldus Rothmann picked up the phone and asked for the manager. He would change his base of operations for now... To somewhere not quite as easily spied upon.

Arcadia
General Hiedellkin gazed at the man speaking at the podium, half-awake. Takkal wasn't on the agenda, was it? Certainly not this civil war nonsense... He needed to steer the agenda back into de-escalating the arms race and space colonization law. This kind of internal conflict stuff was too political and complex for an old military man like him... Dazed, he signalled another diplomat in his delegation to make a curt response. "East Niphilate has no stance on this issue as of now. We await more information, as well as the decisions of other stakeholders, before we make any conclusive actions..."

Jake stepped up to the podium swiftly.
"Surely you forget we had nothing to do with Capala Sword. Of course we will send aid immediately."
He gestured off stage to Coulson, who dialled Hunter's number quickly.
Manix
Hunter's phone rang. It was a bit awkward as he was tied up by unknown assailants. They untied him, and forced him to answer the phone, saying that they would shoot him if he did anything suspicious. He answered the phone as casually as he could.
"Hey boss. How's things?"
"Hunter! I need you to take a team and head to Takkal immediately. They need our support against Capala Sword!"
Hunter started sweating.
"Hey boss, wouldn't it be better if we activated Gamma Protocol? I mean, it's not like we need it or anything."
On the other end of the line, Coulson frowned. Gamma protocol was for bad, bad, emergencies. Hunter wouldn't ask unless...
Oh Crud.
He spoke carefully in to the phone.
"Yeah, maybe we should activate it, but on the safe side, take the whole team to Takkal. All of them. Make sure everyone's there. We need as much help as we can. I'll see you on the other side."
Hunter put the phone down. He looked at his attackers.
"So, are you going to let my people go?"
The leader gestured to the side. Four of the masked men untied the team, and herded them onto a jet. Hunter grinned. It was gonna be one heck of a flight.
Meanwhile, Daisy Johnson got a call too. It was Kolt, calling from the Wardomian ship. Trying not to sound impolite, she said:
"Sorry, but we're kind of busy at the moment. Could you contact our leader? Thanks! Bye!"
Arcadia
Jake heard the news and nearly punched the table. He thought of various possibilities, until one finally came into his head. He spoke into his phone.
"Activate Gamma Protocol."

Arcadia, The Panopticon

Tancredi paused for thought. "Now then, Alberto," he advised the GeneralfeldMarschall, "Whilst the New Bovine Conglomerate in Communal Commons is currently benign, we are not sure about the Capala Inquisition. Capala Sword is not completely evil, but more is it totally good. Gallifrey is in close alliance with Communal Commons, we are protecting them from foreign invasion. Would it be impossible for the Capala Inquisition to also send a representative to the conference?"

Pertwee drew back in his seat. "What?.. After the Great Bovine Semi-War? The New Bovine Conglomerate was a generous exception!"

"Nonetheless, I do believe that these people ought to be represented!"

Pertwee glared at Eldritch. "We ought to recognise the sovereignty of Takkal's Government, not assist some savages!"

"Sir, may I point out that by endorsing the Takkal People's Government, we'll be condemning Capala Inquisition! And we are supporting the New Bovine Conglomerate, which is itself in Communal Commons, a recognised Capala State! Capala Sword is not unreasonable. We should be reasoning with them, and not fighting against them! Surely a compromise could be worked on diplomatically?"

"That does not justify the number of people who have died by the Sword of the bovine devotees!"

At this, the discussion fell silent, in remembrance of the huge number of casualties caused by the violence of Capala Sword in the past 50 years, especially the renewed violence that was the Great Bovine Semi-War from 73-89 APW.

Quaker gave a nervous smile. "We thank the kind delegation from Manititron! We do not by any means seek for war with the entire Capala Sword and its sympathizers. We just want to protect our territory! Surely by sending us support, you are not fighting Capalism on the whole, but rather Expansionist Capalists who seek to increase their power base through the invasion of sovereign nations..."
He looked helplessly at the larger military powers. If he could get their support, then the war was in the bag. Sadly though, they did not seem too interested...

Great Port of Takkal
Amadeus Tarwam looked at the recon report. The Capala Inquisition forces were pereparing for an all-out attack. Perfect.

Takkal People's Government
Peter Richards walked about the room. Apparently now forces pledging allegiance to Wardomia and East Niphilate were involved.... What was to be done? At least they were not too important now. But what would happen when the inevitable clash occurred?

Takkal Capala Inquisition
The false flag operations were in full swing. If his gamble was correct, no superpower would get involved for fear of antagonizing the other. He looked at the computer monitor. The recorded beaheadings of eighty People's Government partisans was being uploaded by the moment. Recruits were coming in from around the Cyberius, allured by the prospect of joining a front of the Capala Sword, that was for the first time in a long while, actually winning a war.

Sclorini stepped to the podium, his steps echoeing on the marble floor, his breath almost misting in the cold room. Clad in Navy blue and black, with red lacing through his hat, he cut an imposing figure despite his advanced age. The other delegates seemed to wilt before him.
"Takkal has been a major security risk for Wardomia before. How do we know Takkal will not turn around and betray us? Perhaps Capala Sword may prove more pliant to requests. Convince me. I can halt the invasion within one hour. A Wardomian fleet is off the coast of Takkal. Persuade me, and Takkal will survive. If you do not, I'm sure you can guess the consequences. I have Three Demands."
The Three Demands
1. Takkal will sign a non-aggression mutual alliance pact
2.Takkal will enter the GCR economic zone and economies will be merged, Free Trade within countries.
3.One Wardomian Naval Base

Demands are secret

Kolt leant on the railings, watching the rest of the fleet sail away. He had decided to stay for a while in Manitriton. Why? Even he did not know. Perhaps to escape his problems. Patzerkruppen. Sylvie.
He simply didn't know. He called his gueards, preparing to go ashore.

General Hiedellkin suddenly sprung to attention. Wardomia had just spoken. East Niphilate needed to make a stand now, for the sake of Conrad's honour. The old drunk was vanishing in his mind, replacing it the extraordinarily sharp commander of Pablo Sittelator from decades past.

"Fellow delegates, let me remind you why you are here- we are here to negotiate, to compromise, but most importantly, to co operate. To get together in pursuit of the collective interest of peace in the Cyberius. However, after receiving a plea for help from Takkal, Wardomia wants to invade it. And for what purpose? Not for Wardomian national security, obviously. Wardomia controls the largest navy in the world. No one, let alone a developing island state, would dream of an invasion. No, what Wardomia wants is to install a group the entire Cyberius has already agreed are terrorists into power, because they think they would work better with a Caliphate than a People's Government.

East Niphilate will not see terrorists installed into power. It will not see threats of war being thrown around at a peace conference. It will not see a military superpower threaten a developing island nation. These acts are not just threats to, but directly destroy any prospect of peace within the Cyberius Confederation. Hence, any aggressive regime change action Wardomia takes will be seen as tantamount to an act of war. We do not consider ourselves allies with the Takkal People's Government, however we do understand that using one of the most powerful militaries in the world to threaten one of the least powerful is fundamentally contradictory to peace."

He sat down. East Niphilate had managed to secure the moral high ground- a luxury it frequently did not have, through overaggression on the Wardomian delegation's behalf. He would wait and see if his allies stood by him and if Wardomia's friends truly wanted to keep on co-operating with a country that had brought up war threats within the first few speeches it made.

Moonbase Kronos
A bright light flashed across the moonbase. The test had been successful. Data had been sent back to command. Until more units were delivered, the drones would expand underground operations.

Colony Varchas
Rothmann picked up his suitcase, dressed in his civilian clothes, before carefully packing his trusty concealed firearm. One could never be too sure, and this was a very important trip.

Sclorini looked down on the half-drunken General with disdain.
"Hiedelkin. Finally out of your cups, are you? Obviously not entirely. You misunderstand us. What we are saying is that we will lend a hand to Takkal if they can convince us that this help is beneficial. When have we made war threats? We'll simply stand by, and negotiate with these Capala Swords. You overstep yourself. Don't put words in my mouth. There's always time for a fight, if you so desire. But not now. Not at this conference." Sclorini's words turned to acid, dripping with venom. He turned and glared at Hedielkin. He then paced back down to his seat, awaiting Takkal's reply.

Somewhere
Grey looked at his situation report with interest. A new uprising member took control of Red Coast. Rothmann. Perhaps it would help to contact him.

Battle of the Great Port of Takkal

The Capala forces charged. Ten thousand men and a hundred and fifty Quanta-22 swarmed the Great Port, pushing through the trenches and fortifications that had been so hastily constructed. For a moment, it seemed like the Capala Inquisition was at its finest moment. The defences seemed abandoned, defenders nowhere to be seen, and several soldiers even began celebrating. People's Government artillery had been dead silent, almost as if they had run out of ammunition from recent barrages.

Then, the gas shells hit. A hundred of the Takkal howitzers began firing, one after the other.

A new nerve gas, Mari, devised to be cheapest possible agent ever created, straight from the secret Tarwam files Amadeus had stolen had been deployed for the first time. It spread quickly, incapacitating soldiers by the thousand, and was quickly followed up by a counter-attack by protected People's Government forces. The Quanta 22s, which had been stripped of chemicals protection to lower purchase cost, became gas chambers, and soon, the entirety of the Capala Inquisition army surrendered.

Two thousand men had just defeated an army of ten thousand. The worm had turned.

Peter Richards, Amadeus Tarwam at his side, smiled. The war had not yet been won- the Inquisition still had reinforcements coming and held the western provinces rather securely. However, they had dealt a crippling blow to the Capala war machine. It would take at least three months before another offensive could be launched. By then, Mari stockpiles could be replenished.

Arcadia
Secret to Wardomia
Does the People's Government still retain full independence with regard to domestic policy? How far does the economic bloc extend? President Peter Richards is unlikely to agree with paying taxes to Wardomia.

Lord Steppe raised his hand and said, "I second Hiedelkin, Takkal has never proven itself as a threat and has in fact every reason to be angry with Wardomia and," he looked pointedly at Hiedelkin, "the Imperium. Both these nation have abused Takkal for its Pietet. The fact that East Niphilate now supports Takkal is a step in the right direction. However," Steppe now turned to Sclorini, "I find it appalling that Wardomia would continue to oppress this tiny nation simply for a step up in the now obsolete Arms Race. With all due respect, Sclorini, stop being so narrow-minded and think about the rest of the Cyberius for once."

Now turning to the General Assembly, Steppe continued, "we would also like to bring up space colonisation rights. The construction of Base Kronos and the landing of the KESS Enterprise on the moon Enots is receiving far too much attention. So we are the first people in space, so what? Wardomia only cares about its precious Arms Race. Let me tell you Sclorini, if you view my nation and the Imperium as a threat to your global supremacy, I see no reason why you would force us to remain on Aes-Htrae when we would leave of our own free will."

Steppe sat back down and waited for Sclorini's response.

A second ship was being launched now with enough supplies for both crews. Captain Kirk and his Bridge Crew would soon run out of oxygen and water. Captain Jean-Luc Picard was on his way to join them and provide much needed supplies. They had also brought the necessary scientific equipment to begin experimentation on terraforming. This ship was built for speed and stealth and was also outfitted with a Signal Jammer which would allow them to slip past the ships and land safely. The ship was capable of moving at 60,000 km/h and was painted pitch black.

Space
Within 12 hours, the ship managed to slip past one of the Wardomian ships and was preparing to beam its Bridge crew, apparatus and supplies down. The ship would follow afterwards as the top priority was the crew, supplies and apparatus.

Now the adjacent planet could begin the process of terraforming.

Sclorini sent a message back to Takkal
The People's Government will retain full sovereignty. The economic zone package operates much like a EU. Wardomia is willing to fund Takkal's recovery in return for a mutually beneficial common market. Taxes collected are open to negotiation and economic situation. As a show of good faith, Wardomia will unleash thirty salvoes on Capala positions. Take your pick, and send the targets to Grey.

He then stood up.
"We are not oppressing Takkal. We are simply making sure that Takkal does not use its resources in a way that is threatening to our national security. Takkal is along a busy trade route with East Niphilate."Soon to be cut off, but they don't need to know that,Sclorini thought to himself.
Turning to the Khan delegate, Sclorini questioned. " Now, Wardomia is not inherently opposed towards space colonisation. What we need is a regulation of that travel. But not for Khan. We can never trust a Khan's diplomatic word, nor rest in their peaceful intentions. What we find unacceptable is that East Niphilate has shamelessly helped this lying, betraying nation into space without a shred of shame. We were to be allies with Khan, and what did they repay us with? You saw the Cyberius Expo. Now, in the middle of the Conference, I have received news that Khan has sent more ships to run our blockade. In the middle of a peaceful conference. Do you wish to escalate this?"
He sat down again.

Space
The ships spotted the incoming ship, and armed their missile systems.

Western Samsam Coast
They had hit concrete. What kind of structure was this? It almost seemed like...a road.

SC shipyards
The projects were almost complete.

Coast of Takkal
The guns of the ships turned towards the coast, ready to fire.

Panopticon Conference
Lord Steppe struggled to keep his anger in check. Trembling, he stood up and said.

"Wardomia accuses us of treachery against the entire Cyberius but think of all the times Khan has proved it's worth as a nation. We aided the Gallifreyans during their political coup and during the attack of ULE on Spasticasia. We aided our neighbour in their times of need and have never lifted a finger against Wardomia since Sclorini's attempted manslaughter! Rather, we supported Wardomia when Furyriver attacked them. Even if they didn't need the extra help in the end, the gesture is in itself an example of Khan's goodwill to the rest of the Cyberius." Steppe took a deep breath and calmed himself somewhat.

"If you truly view us as a threat to your sovereignty, or should I say supremacy, then let us leave Aes-Htrae. If we stay we are a continued thorn in your side so to speak. If we leave you can govern Wardomia without the threat of an invasion from either Khan or the Imperium. As for the ship sent to the moon, we value the lives of our people unlike some other nations and yes, we are risking an escalation of the situation to save them."

Space
The Signal Jammer worked wonders on the enemy ship's targeting systems and the ship managed to enter Lunar Orbit and subsequently beamed down it's crew, supplies and apparatus. Whether the ship would follow remained to be seen as the Wardomia ships took aim.

Arcadia
Halfred stood up.
"Gentlemen, we are crumbling among ourselves! We must not fall into the trap of doing this! This is what will lead to our downfall! Lord Steppe, if I may, The Khan Empire is certainly not thorn in the Cyberius' side, even though you might be a thorn in Wardomia's! And Lord Sclorini, just because one citizen from Khan may be bad, does not mean that all of them are! I mean no offence in saying that, Lord Steppe," He added hastily
"This is exactly what I did not want to happen! Please, reconsider your views. We would like to wish that both sides calm down, and as these are peace talks, would like no violence here."
Takkal
Hunter blinked in the sunlight. That was over quickly. The attack from Capala had not lasted long at all. Oh well. He now just wanted to relapse into a beach chair and drink some Cola. He was just about to sit down, when he heard a voice behind him.
"You know, if you think about it, it kinda looks like Tahiti. It's a magical-"
"Yes, yes, a magical place." Hunter rolled his eyes. "And what are you doing here?"
Coulson smiled.
"Helping you guys, of course. The leader has activated Gamma protocol."
"Whoa. What about the civilians?"
"Most of them are still on our S.W.O.R.D helicarriers. The other few? Dead."
"I hope the protocol gives them hell." Hunter murmured.
"Oh don't worry. It will"
Manix
A rumbling sound erupted from the ground. The whole city started shaking. Then suddenly, from the ground, arose a massive contraption, shining and blinking. In Takkal, Coulson spoke into his watch.
"Gamma protocol enable. Target enemy soldiers only. I repeat, enemy soldiers only!"
On the ground, soldiers ran around and started firing guns at it, but to no avail. Without further ado, it started firing missiles all around the city. The missiles saught out all the soldiers positioned in the city, and destroyed each of them. The only one that escaped was the leader. He had anticipated the attack and had retreated into the tunnels below the city. Coulson smiled. As effective as Gamma protocol was, it was only used in the most dangerous of situations, and especially now, as they were short on manpower and resources. Normally, they would've fought back, instead of using this, but hey! Now is now, and the leader was getting edgy, especially with the prospect of war.
Hey. Name's Manitriton, MN for short. Nice to meet you.

Sclorini glared at Steppe. The insolence of the man.
"Wardomia will allow Khan to withdraw it's current staff from the base without interference. However, we will not tolerate further incursions into restricted areas. Khan simply cannot be trusted. Certainly not with Orose at the helm. Think about this. Everything was rosy with Khan before the incident. What happened then? Khan betrayed our trust and tried to kill me. Should I be trying to kill Steppe now? How can Wardomia trust such a volatile power to do no harm? Give me any other nation. Random. SLU. Gallifrey. Pavensky. At least they have integrity, and honour their word. They do not randomly murder their own allied heads of state. Wardomia will not stand by and watch while Khan wanders off into space. Even worse, they had aid from East Niphilate. I demand you explain yourself. We are allies, and such thing should have been avoided. A diplomatic communique would have been in place."
He sat back down.

Space
The Khan's had tried to jam them their transmission. What a feeble effort. No matter. The Generalfeldmarschall had ordered them to stand down.

Western Samsam Coast
They had found the mysterious structure. It seemed to be emmitting heat. A lot of it. An underground tunnel? The wildlife in the area were suffering, especially the plants on the sea floor. They started to pile explosives on it. More scanning would be done.

SC Factories
The new space satellites were almost prepared. They would be the best stealth satellites available.

Thankfully, the ship beamed down its bridge crew without incident and was able to land the rest of its crew safely. Captain Kirk and his own crew gave the crew of the Enterprise 2.0 a joyous greeting as the supplies were transported to one of the Base labs. Almost as important was the apparatus. Now the adjacent planet could begin the process of terraforming.

Disputed. Terraforming a planet? Not possible at our current level of tech. I thought you were merely landing on Enots?

OOC: Dispute granted. You can't just fly in a new science out of nowhere. Any more disputes/ counterdisputes?
Red Coast
The Pietet cache was running out. Thankfully, they had put what they had used to good effect. The unique properties of the material had allowed them to discover a new process that could be conducted. Installation of the towers had begun around the Niphilate bay, and the other devices were being shipped out to the Mordenfellen border.

Sarin Processing type 12 and 13 had far exceeded the expectations of staff. 13 had developed its stealth capabilities and protection penetration ability more and changes to the formula had worked well. By now, the agent had become distinct from sarin. It earned a new name - it would now be called the Ramas agent.

Anthony Tarwam twiddled his thumbs. From his sources, discussion in Arcadia still remained divided. Hopefully, it would stay that way. The arms race was making him a lot of money.

Hiedellkin blinked, surprised. The Khan Empire seemed to think that they could make jabs at their biggest patron. Regardless, he had to push on.
"East Niphilate believes dialogue, negotiations and working together is the best way to ensure peace, not crushing suppression. This is why we have engaged in close talks with the Khan Empire. Aid is merely a means to quicken the formation of ties.

We think space colonization is an excellent opportunity to increase scientific advancement. Will there be restricted areas? Certainly. However we need to come to a consensus on these areas, as an international community."
