To Ministries of Foreign Affairs of the World:
Whereas it is thought fit and proper by the Government of the Republic of China that diplomatic relations be mutually established between the all nations and the Republic of China, the Executive Yuan has since directed me respectfully to deliver unto your cognizance these presents for the aforesaid intents and purposes; and whereas it has so been done in the past and a technical issue at the Ministry of Foreign Affairs of the Republic of China has intervened to compromise the correctitude of information here preserved, and whereas it is thought fit to request respectfully an initial submission or resubmission of documents to the Republic of China addressed, in order to rectify our information and also to receive any additional embassies not previously received:
It is our most earnest and sincere wish that your Government may take our desires into consideration, and I, on behalf of the Republic of China, extend gratitude to your nation.
I beg to remain, Sir/Madam,
your most humble and obedient servant,
Tsuo Lon-er
