Well Hawaii has always interested me because we literally know nothing of what happened there during the Great War, and how they fared afterwords.

I can imagine how the mutations of local wildlife went though.

I'd say the NYMA, encompassing most of downstate New York and the northeastern quarter of New Jersey.
There's just so much there, and it's such a huge city that even considering it was bombed to shit in the war there's so many different ways to portray it.

FO4 botched the 'revolutionary war' idea, so I can't really say Philadelphia.

Now that I have been able to commit to a steady schedule of writing chapters for my thesis, I've decided to focus on beating Fallout 4, so I can rest in the the "Finished" category of my Steam library and never speak of it again.

I'm probably going to put it down for a year or so until the really awesome mods start coming out and I can make it fun again. I think if it were labelled as a spin-off people wouldn't mind it as much. I think there's a lot of potential for Fallout side-games / spin-offs.

Don't see why not. We've seen enough of Post-war U.S. already and contrary to what some believe the world doesn't solely consist of the U.S.

But it likely won't happen because the devs would need to write up so much new lore and design so many uniquely "japanese" meshes and whatnot.
