As everyone came into the Conference room and took a seat. Roy shut the doors and Otto began talking. "Let's begin. Now the situation of Nib." Otto glances at the Florancian empress for a mere second before continuing to speak. "Cannot be left alone. NIB is destabilizing and threatening every nation with operations and profit in North america and Siberia. There have been two assasination attempts in the last week both funded by NIB. Action must be taken immediately against this threat before conflict spills into more regions."

"And of course, they killed Emperor Cero." Empress Luna would say quietly, holding back a choke in her voice. It would be obvious that it still bothered her. She would then clear her throat and speak up."We also have documents that show that they had planned to kill Emperor Cero. Which is why he entered a war with them. He had hoped that by pushing them away from us, that it would keep him alive. And of course, we would be more than happy to release the documents to any government that wished to see them. But that can wait till after this meeting. It seems more and more likely that we will have to do something about this terrorist nation. Military action, if needed. Though of course, I will not act without other nations approval. We've already created a problem, and we'd rather not make it worse." She sounded a but nervous as she began talking, but as time went on she became more and more relaxed as she spoke.

Chief Khan sits back and watches and listens to everyone closely. Having learned any languages growing up, he's familiar with everyone's dialect. But when NIB's actions are mentioned and Terrorist Nation, it makes his head pick up a little and makes him listen even more intently as it reminded him of a conversation he'd had with a friend in another nation recently. One that seemed to puzzle his friend greatly.

Sitting back in his chair, he crosses his fingers and rests them on his chest as he focuses on the conversation.

Chief Khan- "Our stance is simple. We must choose neutrality for now. Our military though advanced thanks to Valcuvvia's assistance, is small. We also have no dealings with NIB in any way. But one thing that does concern me with the term Terrorist Nation being applied to them is that when I was speaking with my brother King Wallace II recently, he mentioned several billion NIB dollars were donated to the Valcuvvian government and that they would not make a comment on why. He's isolated the funds till it is determined safe to use. But remains stumped as to why a nation would do this. I advised him to isolate the money and investigate its origins."

Otto speaks. "Khan, I would be happy to offer soldiers to train your men and supplies if needed. I dont want you to fight for me or for the VF or any alliance. I want you to stop a nation that has done everything in its power to cause anarchy and to expand its own borders. Every nation in this room is being plotted against."

The Chief sits up straight in his chair at this point

"Please, with all do respect sir but you and your nation has also done its fair share of plotting. You're not the best one to speak up against it from all that I have read. That being said, it does seem that NIB and one or two other nations at this point are plotting to create a global crisis. I simply can not commit my people to any military action at this time. I will though be willing to commit hospital ships and transports in order to help move civilians out of war zones. I will also offer military escorts for said civilians. But no, I can not and will not commit Siensar forces against a nation unless we are directly threatened or an ally is.

In regards to terrorism, I will be willing to permit an anti-terror task force to be stationed within Siensar borders. I will also help fund said task force by committing 2% of Siensars annual budget to anti-terror actions. Also, 150,000 Siensar soldiers plus equipment will be made available to said anti-terror task force. These troops would be under the command of a Siensar commander who reports directly to the task forces armed forces commander."

He thinks for a moment

"I will order the 9th Zulu Horn to be made available to this. They come with three aircraft carriers, six cruisers, twelve destroyers and twenty-two hundred various patrol craft such as cutters and frigates. They also have an air corps of ten thousand fighters and bombers, an armored corps of twelve thousand tanks, APC's, etc. If it is a war on terror you propose, the Horn will be made available. But if it is a war on a nation, I am sorry but I must remain neutral unless the terms of our involvement were to occur. We just don't seek to conquer or be seen as aggressors."

Empress Luna would wait for the two to stop talking before brining up a point that she thought needed to be said."I think it is important that before any talks of what we do to other nations or what could happen because of other nations, we need to all come to an agreement. We need to be willing to create an alliance here and now. Parties may have something they want from someone else, and within reason, they should be given to show we are all willing to work together. Because with an alliance our size, it ensures we can keep all of our nations safe. Rather than having more divided alliances. And even in the future, if governments change with those not here, maybe we can find a way to allow them in. But right now we all came here for a reason. The world is dangerous right now, but with a major alliance we might be able to change that. So I ask all of you to consider this idea. The world will be better with it."

President Powers, who, like his fellow delegate Empress Phoenix, has not spoken yet, finally breaks the Florencian silence by standing up. "The Florence Union, will never join an alliance with Hunteria." He says almost laughing at the prospect of Florence and Hunteria in a pact.

"Now let's see why. Well, all the way back, Hunteria had their fascist civil war. Florence formed a coalition, and quickly came to the rescue of Queen Katyusha, then ruler of Hunteria, and King Otto's mother. Florencian, Bulgarian, Theonese, and SPian soldiers died, so that Queen Katyusha could stay in power. Up to that point, relations between the coalition and Hunteria had been tense, and we had hoped that by saving Hunteria, we would have smoothed over relations." The President lets out a short laugh, "Boy, were we wrong about that. Hunteria would then go onto settle land in North America all the way up to the Mississippi. They effectively, did what Bulgaria did to Rundashia, that is, taking a whole buncha land, that isn't yours. Lots of blood was shed before Florence and NIB kicked Hunteria all the way back to Ohio and their current colonies. We then signed a peace treaty that allowed them to keep some of their colonies, knowing that we could trust Hunteria."

He sighes, "Again we were proven wrong. Hunteria would go onto violate that treaty, starting a war. We signed another treaty, trusting Hunteria once again. And again, they broke that trust, by violating another treaty and sparking a third North American War. We once again signed another treaty, declaring we shall have peace in our time. That never happened because the Hunterians broke that treaty, thus sparking the Fourth North American War. Now let's see, what else did you do....... Oh yes! You armed the Florence Socialist Army. A revolutionary group of communists that were trying to overthrow Florence and turn it into the NKVD Union. The FSA would also then massacre a school full of little children, and be responsible for thousands of civilian and military deaths."

He pauses to allow the very brief overview of the worlds beef with Hunteria to sink in,"To be frank with you, King Otto, the one responsible for the destabilization of the world, is your country. Your various campaigns of colonization and war on my nation and Bulgaria have pissed us both off. Yes I will concede the situation in Siberia is because the Bulgarians were foolish enough to expand over there, however the reason this conflict is still taking place in North America is because of the actions your country has done to ours. Even now you are settling land, literally on the doorstep of Marmero, thus pissing them off. You are the one, who has made this conflict spread into other regions. You should have never came to North America, and you should have never came to South America." The President finishes by sitting down in his chair, Empress Phoenix compliments him on his speech by flashing him a quick thumbs up before turning to King Otto and grinning, waiting to see his reaction.

Otto's left hand clutches the sword at his side. "Well, Let's end this all right here. Duel me. If you win i will admit all of the atrocities my country has performed. If I win Florence and hunteria will be allys for this war only or they wont. Either way i've always wanted to fight a florancacian. Maybe your empress could fight instead? I mean she's been smirking at everything you say and i'd refer to fight a florancian royal rather than a lying politician."

The Empress throws her head back in a laugh, "HA!" She then jumps to her feet, "First off, it's Florencian, not Florancacian. Secondly, I have no desire whatsoever to duel you. The atrocities your country has committed are out there," She points at herself and the Presidnet, "We all know they happened," She then gestures to the whole room," They all know they happened, no one says they didn't. " She then laughs as she pats her holstered M6 Magnum, which is a mighty beast of a pistol. "Who the hell cares about swords these days anyways, this isn't the medieval era. And besides, I don't believe in duels, one's mind can kill better then one's strength."

"The both of you, knock it off!" Empress Luna would yell. Then should would take a moment to clear her throat before speaking. "We are not here to bicker about the past. We are not here to hate each other. We are here because we all think we need to be here. If we just argue about the past, we will get nothing done. We need to look to a different future than a continuation of the past. Because if we don't, we will see another Hunteria-Florence war. Or another unless war. We have to worry about what is to come. And to the point of betrayal, an alliance could easily mean that if someone does betray one of us, well the entire alliance would go after them. Not only would it protect us from outside nations, but from the ones within."

"Very well said Empress Luna. If an alliance is made, I propose that Shihai be allowed to field the Army Commanding Officer. All others armies would answer to the Shihai Commander. This will allow a clear chain of command and also allow the Hunterian and Florencian forces to remain peaceful as they wouldn't have to be stationed together. I think that if you both wish to truly prevent a terroristic nation from continuing down its path of villainy, you must unite. Your're two of the most powerful nations around. I understand you've always had differences but what's more important...holding on past offenses and grudges or doing a greater good and preventing more acts of terror being done?"

"I don't think we would be the best for controlling the forces if that is something we go along with. It would be better if we pick a truly neutral party for that. And with someone who has better experience at war. Shihai just had its first major war, if we can even call what happened in Siberia a war. Though I think each nation would be able to fight where they are needed, regardless of their past. Because when it is life or death, you will always look to those helping you stay alive."

After King Otto's comment about removing her tongue, Empress Phoenix lets out another laugh to herself knowing she has greatly perturbed him.

President Powers rolls his eyes at the Empress, the Royal House of Phoenix, which is a proud military family, cares nothing for politics, hence their military uniforms and informal actions. "Empress Luna and Chief Khan, Florence was told to forget the past and forgive Hunteria at the last world summit," He points at King Otto, "That they hosted. And we believed that we really could trust Hunteria, we really did, so we made peace with them and granted their colonies autonomy. They would then arm those colonies against Florence, and in fact some of their own special forces troops, the Jaegers, would kill several innocent teenagers. So we gave the land back to Hunteria, because we didn't want conflict. In fact after that, we still tried to have an alliance with Hunteria. Eventually we got our wish, and an alliance was struck between our nations, however after Hunteria plotted to invade Bulgaria we left that alliance and then the Fourth North American war would happen."

He shrugs, "So you see, why we can't forgive Hunteria, or join an alliance with them, because we have already forgiven them, several times in fact, but yet they stab us in the back."

Empress Luna sighs and shakes her head."We are not asking you to forgive, but to move on. And again, if they do anything, myself and others will ensure that they are removed from what they took and we will put their country under lockdown. And the same goes for any nation here. A betrayal could be treated as an act of war on all of us. If anyone betrays anyone, we can easily ensure it won't go unpunished. Just please, take some time to consider it."

The President also sighs, "I'm sorry Empress Luna, but Florence will never enter an alliance with Hunteria, especially an alliance that aims at attacking a nation that has been defending itself. I don't mean disrespect, but, the reason Hunteria is under attack is because Rundashia made her forces look Hunterian, so the Bulgarians would attack," He points at King Otto again, "You first and not them. Rundashia and Shihai attacked Bulgaria first, and the Bulgarians are a tough people, they ain't afraid of getting their hands dirty. In addition, it is not in the best interest of Florence to join this alliance. We are no threat to the Bulgarians, in fact we are an ally to them. So, I don't see why Florence should even join an alliance with a nation whose only agenda is themselves."

"Bulgaria had plans to kill Emperor Cero. And guess what? Where is he today? And maybe Bulgaria shouldn't have expanded into Asian territory, becoming a threat to Shihai and Rundashia. And I'm not asking for an alliance to go after Bulgaria. We are capable of dealing with them if need be. I'm looking for an alliance to show that a war against one nation will lead to your end. Putting the world into a stalemate. Preventing as many wars as possible."

Hou holds up a hand as the Empress speaks, seeing as she seems to be getting quite heated. "Please, please calm yourself my friend. This is not a time to look for alliances or military pacts, but rather understandings between nations. I admit some blame should be placed on Rundashia for the destabilization of Bulgaria, however our goals must certainly be towards stabilizing the nation as I do not want it a threat to any others. Major political upheaval leaves a nation vulnerable in many ways, and, I'm sure as many of you know people may be trying to vy for power in Bulgaria now, and certain powers may try to extort the open nation." Hou clears his throat and stands up, looking among all the representatives and leaders. "Therefore I proclaim we should make a pact, a nonaggression pact. This is no alliance, mind you, if one of us are to come under attack we are under no obligation to aid, but rather stating we will not be aggressive towards each other."

Hou looks among the leaders still, a determined expression across his face, his voice raising a bit. "War has left quite the bad taste in my mouth, and it seems we need to put an end to for once. Rather than being at each other's throats perhaps we can come together for humanitarian purposes, have free trade among our people, travel, even extend citizenship among each other." Staying silent for a moment to let everyone take in what he's saying, he'd continue to speak soon after. "What I propose is simply improving relations among each other, there is no need for old grudges to hold, no need for hostilities any longer, I am proposing we all hold friendly hands to each other in some form, know that we don't wish for anymore bloodshed to be spilt on our hands any longer."

With that, he'd sit down and say one last thing. "Now, perhaps, an alliance is not unwelcome, however I don't see it the main goal of this. Only to improve relations."

President Power nods his head in agreement with what Supreme Chancellor Hou said, "I believe that all sounds fair. The Florence Union will gladly sign a non aggression pact. And the prospects of conducting free trade, travel and extending citizenship also sounds good." He gestures around the room, "With all of you, with the exception of Hunteria. We have attempted that with them in the past, several times and they have thrown it away, we prefer to have no diplomatic relations with them." The President says to the Supreme Chancellor of Rundashia.

Empress Luna would back down on her earlier point of an alliance. Since without Rundashia to pressure for it, she could not move it forward herself."A non-aggression pact works. Though for a while, Shihai will continue to keep its borders closed from visitors or those who wish to move there. Until we know that no conflicts can happen between out people and others. I'd rather xenophobia did not become an issue in my country."

Commissar Alexei Kobanov observes the representatives of each nation carefuly. He had hoped to the meeting to reach an agreement of an alliance so that the eastern theater would be stable before expanding west. He was the only representative who wore a military uniform and was the only non-english speaker in the room.

He stood up and spoke in Russian with a deep Ukrainian accent.

"Commissar Kobanov proposes that even if the meeting did not produce an alliance and instead a non aggression pact, there should be some form of policy or rule that is legal binding so that each and every country will have to play along with the rules. Also, the issue of terrorism in Siberia should be placed with more emphasis. The death of Emperor Cero has shocked the Politburo and such assassination of high profile officials have shown that the NIBians capabilities of resistance is to be reckoned with. This is also not to mention that a few months ago Emperor Cero agreed with our Premier Lukin shaposhnikov on the fate of SPian India. It was agreed that after we overthrow Nikolai Wielder of Theoniatium and the war in Siberia is over, we would combine efforts to remove the SPian colonization of India. So the question remains as to whether the new Shihaian Leader would follow her father's footsteps. Thank you" said the translator.

Empress Luna would take a moment to think on what she was told about SP in India. She was still unsure of what their purpose even was."I did not know Emperor Cero's plan for the region. I will look into them and see if they need to be removed. But most likely, until they give us a reason, we will not remove them with force. We will try to speak with them and see if we can come to an agreement first."

Hou nods as all other representatives take their turns to speak, turning his attention to Florence. "I understand that for your nation there may be no acceptable time anymore to engage in a nonaggression pact with Hunteria, that is acceptable. I must say though that Rundashia will happily engage in one with all those here today."

After that he turns his attention to Kobanov, speaking in poor Russian to him, but Russian none the less. "It's certainly agreed that the terrorism in Siberia has been an issue, Rundashia is working day and night to pacify the current residents of the northern territories. If any ideas are had on how to increase stability, presenting them would be appreciated."
