DEFCON 4: Possible rebellion or or war
DEFCON 3: Colonial Rebellion or high risk of war. Minor homeland rebellion.
DEFCON 2: Major Rebellion or war on foriegn soil or in a colony.
DEFCON 1: Invasion of Homeland

Not DEFCON. Rather, a simple series of alerts.

Overrun Alert: All citizens called into service. Nuclear weapons given over to the military. Senate Conscripted. Never been activated.

Wartime Alert: All power given to the Military, except the power to amend and violate the Moralite Bill of Rights and Limitations.

Limited Warfare Alert: Expanded power given to the Military. Free movement of troops without the Senate's consent is given, although the Senate can override it, they do not have to approve it or be made aware of it.

Caution Alert: All Legionnaires are set on standby, Military given power to patrol freely within CM's borders, on public property only.

Peacetime Alert: Almost all military actions, minus standard training and guard positions, must go through the Senate. Recruitment extremely limited.

COMCON Omega - Full military alert. Dyson spheres are locked down and sphere shields are deployed.
COMCON Gamma - Military just below full alert. Dyson spheres are locked down.
COMCON Echo - Military forces mobilized. Fortress spheres* are placed on alert.
COMCON Delta - Military on alert. Call signs between ships are switched to classified signals.
COMCON Beta - Private Contractors are mobilized. Military forces alert status unchanged.
COMCON Alpha - Peacetime.

*You know 40K Fortress Planets? Fortress Spheres take this to a whole different level. The entire solar system is a fortress of manned and unmanned military fortifications, beyond that lies the actual barrier of the sphere itself, which is over 2,000 miles thick. It works as a command post for the military branch it represents, their consolidated production centre, primary living quarters, training area and power processor.

In Reijvajik, we do not have a DEFCON, or anything similar for that matter. We have a "War Clock", similar to the "Minutes to Midnight" Doomsday Clock, with 11:59:00 being normal peacetime and 12:00:00 being all out war.

The ten second marks correspond roughly to the following:

11:59:00 - Normal peacetime alertness.
11:59:10 - Minor concerns or activity; troops near peacetime alertness.
11:59:20 - Moderate concerns or activity; troops ready but not mobilised.
11:59:30 - Serious concern; small amounts of troops mobilised.
11:59:40 - Conflict, all weapons barring WMDs approved, moderately sized mobilisations.
11:59:50 - Major conflict, all weapons barring nuclear weapons approved, large mobilisations.
12:00:00 - All out war, all weapons approved.

SAVHAZ, SAvunma HAZırlığı (Defence Readiness) is the main defence alert applied in the territories of the Turkish Federation.

SAVHAZ V
Peacetime readiness. Standard alert level. No imminent terrorist or foreign threat.
SAVHAZ IV
Increased intelligence and security measures. Decided by the Ministry of Defence. Usually the result of a predicted terrorist attack or an international standoff.
SAVHAZ III
Increase of force readiness. Usually before an imminent terrorist attack or after a declaration of war. During a military intervention on foreign soil, SAVHAZ stays at III until the peace treaty.
SAVHAZ II
Just below maximum readiness. Planned attack on the Turkish territories. All public areas are shut down and cities evacuated. All defence systems are activated and international flights and sails aborted. Embassies are evacuated. A Draft is decreed.
SAVHAZ I
Imminent military attack on the Turkish Federation. All forces deployed to defend the homeland. Evacuation according to SAVHAZ II accelerates.

cl3: staves of themnax issued to milvols not yet possessing their own. along with bracers of stun, belt of xendu, and elvish cloak. (stratigi conviened)
cl4: lent and donated grav sleds fitted with beam energy excavating tools and long range high power stunners. automated response system brought on line with limitation locks still in place.
cl5: use of vapourization bubbles authorized. try to minimize carnage, but forgiveness granted where unavoidable.
cl zero: stand down autodefense but remain alert for another 48 hexichrons. (looks like it was just a deer and a leaf)

other levels defined as needed but remain classified for reasons of security.

Defcon 5: Peace. No national problems, no regional problems.
Defcon 4: Normal. No national problems, minor regional problems.
Defcon 3: Ready. No national problems, major regional problems but no chance to being involved.
Defcon 2: Problem. No national problems, major regional problems and risk to get involved.
Defcon 1: War. National problems.

With "problems" we intend many things such as terrorism, virus outbreak, and obviously war.

Actually, we're set on Defcon 2, with high chances to get on 1.

DEFCON 4: Specific tension, extended reconnaissance operations, do not open fire without word from a CO (except in certain circumstances)
DEFCON 3: Military patrols and exercises, clear to engage if fired upon
DEFCON 2: Major conscription begins, offensive tactics approved primarily to attack lines of supply and contain hostiles
DEFCON 1: Full Sturm und Drang warfare - land invasion, bombing of major enemy cities if possible, all the toys from the military labs get pulled out (even the unreliable), and urban areas are reinforced and/or evacuated dependent on local circumstances. Major rationing also occurs at this stage.

DeFRA 5: Majority of forces are stood down or are freed for extended training exercise. Standard patrols only.

DeFRA 4: Small mobilization of defensive forces due to minor threat. Standard patrols only.

DeFRA 3: Large mobilization of defensive forces due to major threat. Maximum peacetime patrols.

DeFRA 2: All defensive forces mobilized due to full scale warfare. Strategic forces placed on standby. Wartime patrols

XUAN WU - Stage 5 - Normal peacetime operations.
BAI HU - Stage 4 - Alert raised, security measures increased. Deployment and security plans readied. Some nuclear cores mated to warheads.
HUANG LONG - Stage 3 - Unspecified but certain attack known. Callsigns change to classified call signs. Warheads mated to missiles, plans reviewed to move into launch positions. Bombers readied on the ground for launch.
QING LONG - Stage 2 - Specific information about an impending attack has been received. Militias and military units notified of possible pending action. Missiles erected and/or moved to launch positions. Bombers proceed to failsafe points and hold.
ZHU QUE - Stage 1 - Transition To War. Full wartime readiness reached. Bombers await authorisation to proceed beyond failsafe points and move to pre-planned targets, while missiles begin fuelling and await launch orders. ZHU QUE is reserved for an imminent or ongoing attack on Jeuna.

My nation has Protocols instead of Defcon.

Green Protocol: No threat of war. All business free to run.
Yellow Protocol: Minimal threat of war. All businesses are still open.
Blue Protocol: Secret invasion. Business shut down temporarily as country is patrolled.
Orange Protocol: Biological/Nuclear threat. All businesses shutdown permanently till threat is over.
Red Protocol: War. Businesses shutdown till war has seceded.

Isle Alert Bismack: Peacetime. Navy out to port, only one naval fleet present in home waters. Normal peacetime measures.

Isle Alert Rah-Sin: Threat perceived, but not completely determined. P-3 Orions regularly scout the seas around Tiesabre. Southern fleet called back home. Naval Dogin Infantry set to stand-by. 35% of batteries activated. Coast Guard steps up water observations.

Isle Alert Ein: Attack is imminent or may have occurred but unconfirmed. P-3 Orions armed with AGM-84 Harpoon, AGM-84E SLAM, AGM-84H/K and AGM-65F Maverick missiles, Mk46/50/54 and sea mines given order to engage any hostiles. All naval fleets returned to home waters. Batteries activated to 70%. State Magi forces regularly sweep cities for any possible hostiles. Diplomats aboard returned home. Flights and boats in and out of country completely stopped, diplomats are still allowed to return home, however.

Isle Alert Dogin: Attack confirmed internationally on Tiesabre allies or people. P-3 Orions engage any and all targets, begin dropping sea mines. Submarine battle-groups begin long-range Tomahawk missiles strikes on enemy ships, transports and land-based targets. Naval fleets form blockades around the islands. Batteries are all functional and on high-alert. Naval ships and batteries ordered to engage any and all targets. All objects within Tiesabre air-space shot down. Armed forces refer to the Tactics of Engagement. Weapons of mass destruction approvaed. Total War outside nation's homeland. Typical Tiesabre style warfare. Almost all combat is based at sea, dogin Infantry may land on enemy territory if need be.

Isle Alert Olin: Enemy has broken Naval blockade or multiple attacks confirmed within Tiesabre homeland. All out war within and outside Tiesabre. Able-bodied citizens given militia rights and charged to defend themselves and country. Other citizens evacuated to Magi Shell-Domes or to allied nations. State Magi forces engage enemy targets along with the Naval Dogin Infantry. Presidents and high-level government officials given the option to fight with the people or escape into secret bunkers. Weapons of massive destruction require no further approval. No war has ever progressed into Tiesabre homeland including civil wars.
