There are two enacting clauses in the Commonwealth, the Noble and Colloquial Clauses.

The Noble Enacting Clause is used for any law or legally-binding proclamation that affects citizens of the Commonwealth. Any law passed by the national legislature - the Conventus - will carry this enacting clause.

Be it enacted by the assembled host of Consentors to His/Her Royal Majesty's Conventus of the Commonwealth, through the allowance of Almighty God and the established Covenant of those ordained by right or privilege to govern and those consenting to be governed, a legal Proclamation as follows...

The Colloquial Enacting Clause by comparison is used for any legally-binding proclamation that is conveyed between governmental agencies. This includes royal proclamations to the Conventus, legislative proclamations to the sovereign and inter-governmental edicts.
