The Federation of Fiorya or the Fioryan Federation, is a federal constitutional monarchy located in region of Recon, itself a federation of several monarchies. Fiorya consists of five (5) States, and several territories and colonies.
Fiorya is unique than most of its contemporary neighbors in the international scene in that its society is dominated by female citizens. While male citizens are granted equal status and rights with its female citizens, the social framework is matriarchal in set up.

Fiorya is a federal constitutional elective monarchy. The head of state is the Queen-Regnant, who exercises sovereignty over the federation on behalf of the Council of Queens during the term of her office. The Queen is elected to a five-year term by and from among the members of the Council of Queens, which is composed of the five hereditary rulers of the Fioryan states. By informal agreement the position is systematically rotated among them.
The current Queen-Regnant is Queen Bethina II. The Queen is the commander-in-chief of the armed forces, gives assent to all laws passed by the Legislature and appoints the Great Chamberlain among other officials of the government.
As a country with a deep and long history of monarchism, Fiorya seeks to establish close relations with monarchist-countries. It recently join the Crown Federation of Recon in 2015, a region hosting hundreds of monarchs. Fiorya also has observer-status in the World Assembly, supported by a diplomatic mission permanently assigned in the WA Headquarters.
1. By participating in the embassy program, the applying State is formally establishing relations with the Federation of Fiorya, and vice versa. The applying State agrees to these rules and regulations with the understanding that their violation shall result to the accompanying of the concern personnel back to the embassy or consulate for their detention there, or a request for their immediate deportation to their state of origin. This is aside from administrative, civil or criminal charges that maybe filed where allowed.
2. Only States that are friendly with the Feder or have adopted a policy of neutrality will be eligible for the program. States who are in a current state of war with the Federation, or the Crown Federation of Recon are automatically disqualified.
3. The embassy or consulate grounds shall remain properties of the Federal Government and remain under the jurisdiction its jurisdiction while being afforded special privileges throughtout the duration of the stay of the diplomatic mission.
4. The diplomatic mission is granted the right to display their national flags, emblems and or symbols within the premises of their embassy or their consulates. Their vehicles, whether owned by their government or leased for their official use within Fiorya may likewise display their national flags, emblems and or symbols, in addition to special plates which will be issued by the Federal Office for Exterior Affairs.
5. Officials and members of the diplomatic mission in Fiorya are highly expected to maintain discipline, observe courtesy and respect the laws, customs and traditions of the Federation of Fiorya.
6. Embassies shall be allowed a maximum of 100 personnel. Of this number, the Embassy is allowed a maximum of 15 for its security staff. Consulates shall be allowed a maximum of 75. Of this number, the each consulate is allowed a maximum of 7 for its security staff
7. A maximum of 1 rifle, 2 pistols and 2 other small arms (taser, pepper spray, knife, dagger etc). Traditional or ceremonial weaponry are included in counting the number of weapons. A permit shall be secured for each weapon from the Federal Office for Exterior Affairs, before a security staff member shall be allowed to carry/use them. Explosives, high-power or caliber weapons and armed vehicles are not allowed, and will be confiscated when found.
In addition, Federal Legislative Act No. 9105 or otherwise known as the Diplomatic Protection and Privileges Act of 1987 as amended, provides for the general rules and regulations applied to diplomats and diplomatic missions assigned in the Federation, including their support staff and personnel, as well as the privileges accorded to them. Federal Legislative Act No. 9105 however provides that where the State concerned accords a different arrangement for Fioryan diplomats and their staff and personnel, then such will be the arrangement observed for the State and its diplomatic mission in Fiorya, following the principle of reciprocity.
