What do you mean one bonus? As in, the cap raised to three? Three times two is six, more than five, so theoretically yes.
Refer to my earlier note on your ability to reach Decent status though.

I edited my post so I have 6 population, 6 houses, 2 ports, 1 shrine. Those equal 6 development.
