The second option mentions water turbines, which this nation doesn't use. Again, those are such eyesores. (This nation is all about environmental beauty).

What I meant was: an option to ignore the scientists and simply let the nature take its course. If it drains, let it drain without human interference.

Ah, so turbines are a possible variable. Ok - going to make that option more general.

I really don't understand this issue at all. So there is a basin or lake that is draining into the sea? Fast. Faster than it is being filled by whatever natural sources it must surely have. Okay. Scientists have decided that it would be best to slow or stop the drainage in one direction? What does that mean? Water flows downhill, there is only one direction it can go. Do you mean that there are multiple points of drainage?

Is Little Valley in the basin? Why is their most arable land at the bottom of a lake in the sea? (option 2) Do you mean a lake in the basin?

What is the deal with refugees? Why are they a part of this issue? They aren't mentioned in the description. Why are we talking about the Navy? Shouldn't this be about the basin and the dam? This feels like there are two issues being pushed together without enough detail to either one.

I suggest you get rid of all the talk of navies and refugees and just deal with basin drainage issue and the dam/no dam, hydro/no hydro issues.
