Aelsh bid to host the 24th Rugby Union World Cup

The Aels Rugby Union, wanting to mark their return to international competition with a bang, have decided to bid to host the 24th Rugby Union World Cup.

Aels were co-hosts of the 10th Rugby League World Cup despite being traditionally a union country when it comes to rugby football. This bid seeks to make use of both rugby-specific and football stadia in the country.

The technical details
Scorination will be done using the most up-to-date version of xkoranate on Mac, with style modifiers of between -3 and +3. Scorination will take place once every two days throughout the tournament. There will be a cumulative RP bonus during the pool stage, which will be degraded by 25% before the knockout stages (i.e., 75% of bonus for qualifying countries will be carried over). From there bonus will revert to cumulative. If a pre-qualifying stage is necessary, bonus will also degrade before the finals stage.

Competition would begin on 24 October, format pending.

The format details
There are currently 31 signups. The bid would make use of any from the following number of signups: 32, 36, 40. If there are more signups, a pre-qualifying format will be used. If there are numbers between those listed above, uneven groups may be considered.

If there are 32 teams, there will be 8 pools of 4, with the top two per pool qualifying for the knockout stages.
If there are 36 teams, there will be 9 pools of 4, with the pool winners qualifying for the knockout stages. The five best runners-up would join them, while the remaining four runners-up would take part in a play-off to determine the last two knockout spots.
If there are 40 teams, there will be 8 pools of 5, with the top two per pool qualifying for the knockout stages.

If there are more signups, a pre-qualifying round will take place involving 10 or 12 qualifying groups (with uneven groups if necessary). The top two per group will qualify for the finals, which will then be a 20- or 24-team affair involving 4 pools of 5 or 6 with the top two per pool qualifying for the knockout stages. Any pre-qualifying stage would be a home-and-away round-robin affair (like the football NSWC), not including the hosts.

Four points will be awarded for a win, two for a draw and none for a defeat [EDITED from 'one for a defeat'. I definitely meant none.]. Bonus points would be in play – for a defeat by seven points or fewer, and for scoring 31+ points in a game (using the RL average for points in Test matches with exactly four tries). If there is a tie in the pool standings on points, the tiebreakers will be as follows: Head-to-head results, points difference, bonus points.

The country details
Aels is a rapidly developing country that has been off the international sporting stage for a number of years, while maintaining a good local sporting heritage despite national leagues having been wound up. With a renewed push for sport to return to professionalism, Aels is ready to welcome international visitors once again.

The Rushmori country is split into two slivers of land separated by the Bay of Celts, with three islands in the Bay itself. There are good maritime, aviation and railway links between major cities in each area of Aels.

Ten stadiums – six rugby-specific, four football-specific – will host games. They are:
Rugby-specific stadiums
National Rugby Stadium, Watersedge, capacity 27,000. Expanded rapidly in recent years to double as a multi-purpose arena, it was originally built as an 8,000 all-seater arena. Aels will play future home games here.
Trechoid Park, Trechoid (Tricoed), capacity 18,260. Located on northern Aels' western border, home to the Eagles of the ARU Division One who used to play down the road in Treuddyn but have moved to the larger stadium.
Arena Llanislwyn, Llanislwyn, capacity 16,744. Located on the smallest of Aels' three islands in the Bay of Celts, the Arena Llanislwyn is home to the Firestone who play in the second-tier Division One.
Cae Clwb Rygbi Drefhil, Drayfill (Drefhil), capacity 21,000. The largest rugby stadium in northern Aels and situated just outside the country's bustling capital, it's home to the Bulls who play in the top-flight Championship. The ground's name is a nod to the Bulls' traditional club name, Drayfill RFC.
Stadiwm Glen, Amman Glen, capacity 23,710. Home to Championship side Glen Rugby, it is the largest club ground in the country.
Condors Ground, Aberwood, capacity 17,000. The newest rugby-specific stadium in the country, built by Championship club Condors.

Football-specific stadiums
New Free Stone Stadium, Drayfill (Drefhil), capacity 39,000. The largest stadium used in the bid, it is the national stadium of Aels and replaced the (old) Free Stone, which is also included in the bid. Was used as the main stadium during the first Rushmori Games. Has an athletics track, so spectators are slightly further away from the action.
Free Stone Stadium, Drayfill (Drefhil), capacity 23,500. Now used mostly for club football, a new pitch will be laid for the World Cup to ensure perfect grass conditions for rugby.
Stadiwm y Mileniwm Penfro, Pembroke (Penfro), capacity 21,000. New home of three-times football champions CCPD Penfro and part of the unsuccessful football World Cup bid between Ossidiacqua and Aels.
Stadiwm Pentref (Clockwork Garages Arena), Pentref-ar-y-Bae, capacity 20,800. Re-named for the World Cup bid due to sponsorship issues, the Clockwork Garages Arena is home to five-times champions Pentref.

You do realize that giving this system, you would have to edit you own table, since Xkoranate only produces 3 points for a win. This may prove difficult for a newer user such as yourself to do. But if you want to try it, more power to you.

He is definitely not a newer user. You might want to look at Aels' signature. Bonus points is a procedure that has been done for at least 5 editions now and reflects what is done in real life

Though I need to note that the 30 points bonus points thing is lower than previous editions -- the 32-33 points precedent awarding of bonus points was set by TBI. Not sure if we need further research to see if there has been changes, but in summary, recent RUWCs have rewarded them in this way:

Yes, that is quite right, I'm by no means a new user and have a vast litany of hosting accomplishments behind me.
Thanks for the heads up on the bonus points threshold – as mentioned in the bid I've been away from international rugby for a while so wasn't up to speed. Happy to make it 32 or 33 if that's the feeling of how it should go.

Wrong – xkoranate can produce tables giving different points tallies for wins, draws and even defeats. In any case I did mean no points for a defeat, that was a typo, so I've fixed that in the bid.

Right, I've just had a look at ESPN Statsguru – since 1 January 2000, in Test rugby matches in which teams have scored exactly 4 tries, they have scored 14,393 points in 469 instances (an average of 30.7 points per game). That suggests to me that the right bonus points threshold for modern Test rugby should be 31 points, and I'll adjust accordingly.

That probably seems the most fair, cheers. I always thought 32-33 was a bit too high, but couldn't find statistics otherwise.

Not at all – teams do set up in real life to just kick for points and play defensively and not go for the try-line, especially in World Cup rugby. As you point out I think -3 to +3 helps slightly, but I'd still like to give teams the option of setting a playing style.
