Transmission From The Nexus

The Corporate Nexus Of Brewdomia has observed recent international developments with a keen eye, always watching closely. Lately, we have observed a disturbing trend; the saber-rattling and bullying from the Liaoist Federation Of Stoklomolvi. Their thinly veiled efforts to pursue their agenda of a unipolar world dominated by a tyrannical communist dictator who roams the world with millions and directing savagery towards the innocent.

While The Brittanian Government has been plagued with unfortunate misgivings, it is not a right of a tyrant to simply force his will toward a state on the brink of collapse. Thus, with the appropriate votes granted to me by My Parliament, we hereby give an ultimatum to the Liaoist Filth.

Withdraw your ultimatum and cease all military operations against The Brittanian State. Failure to do so will result in coalition action to prevent The Brittanian State from being usurped by the enemies of liberty.

Terms are non-negotiable.

Subj: Re: Brewdomian ultimatum toward Stoklomolvi

It should be no secret that the Leistungi Union wishes a special place in hell for the followers of Liaoism. We fully hold in contempt the vast majority of the ideals espoused by the state of Stoklomolvi, and indeed have in the past come to blows over our disagreements, for however brief a time.

However, the idea that the communication sent by Stoklomolvi decrying the killing of innocent civilians and demanding reparations be paid shows that Stoklomolvi is guilty of "directing savagery towards the innocent" is quite frankly daft. Moreover, the idea that Stoklomolvi, on a whole a rather isolated nation in eastern Tarquinia, is guilty of attempting to set up a unipolar communist tyranny across the world is enough to send the entire General Staff into stitches.

If Brewdomia wishes to wage a war of aggression against Stoklomolvi, fine. It would certainly not be the first time, and it will certainly not be the last. But if it wishes to attempt to base that war on nonspecific claims drawn from McCarthyist wet dreams, it would do well to remember that other nations exist in the world, and unlike Brewdomia, a select few of them are run by men and women who have passed the fourth grade.

Quite sincerely,

Months had passed since the war with Brewdomia had ended. The ceasefire that had resulted from the withdrawal of the Brewdomians from the conflict had eventually crystallized into an uneasy peace as its administration underwent unexpected changes. The resignation of its Grand Adjudicator, James Floyd, had come as a shock to the Monavian Ministry of Foreign Affairs. No one there had thought that a man characterized within the Ministry as a warmonger and unpredictable leader would ever muster the sanity to have made such a decision. Fortunately, they had been presented with an unusual blessing.

Confidence and faith in the notion of a peaceful coexistence with Brewdomia had finally emerged. The idea that one day trade and perhaps diplomatic solidarity would result was no longer a theory to be dismissed under careful scrutiny. Yet, while the Monavian Empire’s relations with Brewdomia warmed, its neutral and indifferent relations with Prevania were shattered. Rent apart by a civil war, the Prevanian government had become divided into a pair of factions which were vying for favor and recognition by both their own populace, and by Nova as a whole.

In March, the Monavian fleet stationed in the Sea of Neptune was ordered to withdraw from the area as a Damirian missile attack decimated much of the infrastructure of the Blackhelm Confederacy. In close succession to this attack, the navy of Katonazag unleashed the fury of nuclear fire, vanquishing what remained of their enemy in a final act of impunity as their allies reversed course and returned to their home ports. In June, the beginnings of the civil war in Prevania led to the refitting and deployment of that same invasion fleet to Prevanian water to act as peacekeeping forces, leaving those fleets stationed in Monavian ports to continue n their defensive duties and patrols.

In early July, the status quo would shift again. The people of some colonies under the territorial jurisdiction of the Empire of Reformed Britannia had been protesting some political situation of which the Monavian government was unaware, yet another country of notable position and reputation was already becoming involved. After 4,700 protesters were shot by a firing squad assembled by an officer in the Britannian military, foreign notices of condemnation, demands, and ultimatums were exchanges with surprising rapidity. Among those voicing their disagreement with the officer’s actions was the government of Stoklomolvi, with which the Ministry of Foreign Affairs has previously corresponded some two years prior. While Minister Carter had no plans of attempting to form new relations with Stoklomolvi, those diplomatic preferences between the two states could be most accurately describes as being between indifferent and cordial.

Stoklomolvi’s leadership had demanded that an exorbitant settlement was to be paid in compensation to the families of those killed in the massacre, a sum that would have effectively made millionaires out of all of the families. The penalty for refusal was not enumerated in any way, merely implied as being something unpleasant. Given the history of militancy in Stoklomolvi’s dealings with its neighbors, an invasion was not out of the question. This led to actions by a third party, actions which would soon involve the MNIA and the Ministry of Foreign Affairs.

Carrying out their usual daily operations, the thousands of server blocks used to monitor electronic traffic throughout Nova were scanning for any sign of a foreign threat. Several servers had been devoted to monitoring Brewdomian communications since the war had ended, picking up an occasional statement or transmission from it government. The policy of the MNIA now included the interception and reading of all Brewdomian government statements, a policy which would soon uncover correspondence with disturbing implications.

A server had picked up the signal coming from Brewdomia, flagging the data with several electronic tags and then sending it to a team of analysts who would screen them for relevance to whatever political situation was existent at the present. The procedure by which the messages were flagged, sorted, and ranked by relevance resulted in narrowing down thousands of potential indicators of threats to mere scores. As analysts looked through the select few E-mails and government statements being intercepted, they happened to find the Brewdomian transmission ranked fourth from the top on a list of important messages to read through.

Having quickly ascertained the legitimacy and authenticity of the transmission, the analysts soon had copies printed and sealed in an envelope to be delivered to the General Director’s office. It would be delivered within a quarter hour.

James Cheney, the General Director, was unusually torpid. He reclined behind his mammoth oaken desk, sleepy-eyed and steeped in boredom. There was no paperwork to read, no forms to sign, no orders to issue; indeed the pace of work in his particular office had ground to a halt. While he was almost enjoying the boon of sleep, a young courier was delivering a sealed envelope containing a copy of the intercepted Brewdomian transmission to the administration building. Reachig a downstairs elevators, she pushed the up button and soon found herself on the fifth floor. Navigating past a corridor of offices, she soon reached the polished steel doors of Cheney’s office, knocking on the outside.

Within the wood paneled room, Cheney arose from his state of near stupor. Sitting erect, he faced the doors and uttered a sleepy “Please enter.” As the courier entered the room, Cheney’s eyes fell upon the brown envelope. The sight was all too familiar. “Another message, I presume?”

“Yes, as a matter of fact. All I know is that it is urgent that you read whatever is in there. That is all I was told by the EMD personnel, if you were curious.”

“Thank you. You may go.”

As the courier departed, Cheney unsealed the envelope. Reading through the transmission, he began to grow nervous. The Brewdomians are now causing trouble in…Stoklomolvi? Apparently, the Lioists were up to their old tricks, and the Brewdomians were voicing objections.

Cheney picked up a telephone receiver, dialed the number for Leon Chekov, his Senior Internal Security Director, and summoned him to his office. “Mr. Director, there appears to be a development which requires your attention.”

A minute later, Chekov appeared in the doorway. “We have not seen or heard the last of Brewdomian mischief,” the General Director joked.

“Have they finally made up their minds on whether to keep the peace in Prevania and then demand a cut of whatever profits they could reap from it, or invade it outright?”

“No. They are making demands.”

“What demands?”

“Apparently our neighbors in Stoklomolvi are up to some form of mischief. The Brewdomians are accusing them of saber rattling and other such business. Typical lasses-faire corporatist versus communist bickering, I suppose.”

“Why should this concern us? Stoklomolvi has no real relations with us, and Brewdomia is probably still trying to distance itself from any dealings with Monavia after the trouble we caused them. They’re likely not yet finished licking their wounds from that last war and all of those annoying international condemnations that were heaped upon them a few months ago.”

“I bet that if Minister Carter found ample enough reason to write one of his own, the sheer weight of his pompous yet accurate assessment on durable Ministry stationery would have likely made the country collapse!” Cheney joked. Throughout the ensuing laughter, he continued, “The Brewdomians are finally using their military muscle to do something positive—fight communist expansion!”

“As distasteful as we may find any communist system, it’s not like we can hold that against Stoklomolvi. Internal policies and management is the business of the government which administers the nation in question. It’s not like we really care if Stoklomolvi’s government decides to force some country to do something and then angers the Brewdomians.”

“That is true, but we cannot risk any additional expansion by COMITERN states that would weaken Brewdomia. Our willingness to let PharmaCorp operate in Monavia as a gesture of good faith and reconciliation is only one example of the need to ensure that we suffer no economic losses from a potential conflict. If they lose a major war, economic damages there may ripple into Nova. These damages will also ripple across Gholgoth, where they may cause instability in various places. The last thing we need is for Gothic governments to become disgruntled and start looking for neighbors to pillage in order to recoup losses and cause more wars. Worse yet, with Stoklomolvi tied up in a war, what is to say that its enemies will not try to take advantage of the situation and start another major conflict?”

“Maintaining the balance of power between the communist states and the fascist states has kept both sides from becoming powerful enough to sweep across the world unopposed. We have to prevent them from extending their reach into another country, thus endangering the balance of power,” Chekov added.

“Regardless of how we proceed, we need to notify Minister Carter and the crown. Until we can discuss this issue further, you are dismissed. Goodbye, Director Chekov.”

“Goodbye, Mr. General Director,” Chekov replied to his superior as he exited.

Office of Minister Carter
Monavian Ministry of Foreign Affairs
Chalcedon, Monavia

Later that day, when Carter was informed of the developments between Brewdomia and Stoklomolvi, he sighed as he set down the telephone receiver. We’ll just have to wait for either side to make a move, he thought. Either way, we may have to choose. Will we support our former adversary against someone with whom we have no grievances over a matter of little relevance, or will we support the communists against the people who may be behind those terrorist attacks months ago? As the rain fell outside his office window, he leaned back in his seat and contemplated what the Monavian government’s next position would be. The only surefire strategy was to wait…

Hours later

That night, Carter had laid down on his bed after dinner and thought over the issue of Monavian involvement. We have no vested interest in this, do we? Perhaps we could at least make a statement and cause the Brewdomians to yield some information regarding this decision to rattle the saber with Stoklomolvi. In contrast to Cheney, Minister Carter did not care much for a balance of power policy.

Carter had soon determined that the economic potential of Nova had opened up a path to unparalleled prosperity for the Monavian people after the ending of isolationism. To remain cordial with Stoklomolvi would open up northern Tarquinia, while relations with Ruccola would open up the southern portion of the region. To snub Stoklomolvi, or worse, go to war against them, would lead to the closure of northern Tarquinia to Monavian markets. This would not go down well with his counterparts unless he could justify any semblance of Monavian involvement with reasons of national security of legal obligation.

Carter decided that a final decision could not be made so early. He would have to act in a different manner, making a generic statement of sentiment on behalf of the Monavian government. He kept some official Ministry stationery in his desk, and was soon using it to write a statement.

OPEN STATEMENT

OFFICE OF THE MINISTER OF FOREIGN AFFAIRS
IMPERIAL FEDERATION OF THE MONAVIAN EMPIRE

To the government of the Corporate Nexus of Brewdomia,

The Monavian government has recently received word that the Corporate Nexus of Brewdomia has accused the government of Stoklomolvi of saber rattling and threatening the sovereignty of a foreign state, namely the Empire of Reformed Britannia. While the government of Stoklomolvi may or may not be justified in choosing to respond to Britannian actions in whichever way it sees fit, I find it questionable that the nexus finds reasons to become involved.

While I currently have no information about why the government of Stoklomolvi is even bothering to interfere in the affairs of another sovereign state or what justification for their actions they have presented, if any, I also possess no such information as it relates to the Nexus. I, and much of my government, is skeptical of the claims made by the Nexus and request that the latter provide proof in order to validate its claims, or else I shall be forced to assume that the Nexus is acting on behalf of interests which may prove detrimental to my country and Nova.

I highly advise the governments of Brewdomia and Stoklomolvi to resolve their grievances diplomatically before hostilities destroy any chances of peace between them.

Sincerely,

The Right Honorable Frank Carter, Minister of Foreign Affairs

The issue apparently at hand was security. The Monavian government never bothered to intervene in foreign affairs unless Monavian or allied security and interests were at stake. If the Monavian government did not act when a threat to a sovereign state was made, and then the thread turned out to be a threat to Novan interests as well, allowing them to gain a foothold near Nova would allow threats to come closer. Rather than being tens of thousands of kilometers away, a large armed force could now be only thousands of kilometers away. The proximity Monavia to her enemies could be increased by an entire order of magnitude.

When a Brewdomian reply came in, Minister Carter would determine his next move. Until then, history had yet to unfold.

The Ministry of Foreign Affairs, Central Government Tower
Main Library
Orbis, Solarva

Log Entry 17868093, Senior Representative Johnathan Wu
It was just another usual weekday for the general populous across national capital. Clear skies, moderate temperatures, and a cool breezes, it was a perfect day to relax, but once again the city below was as busy as it will ever be. It's a weekday. Sure, you'll have the occasional worker every now and then that's taking a well deserved break from their well long hours of work around Aris Park taking a nap or a student calling in sick from school and get stuck at home, but overall everyone's busy today, it's a work day for the people of Orbis. But of course, that goes without mention, its was another day of work for the people of the Central Tower. But even amidst all the side noise of thousands of people wondering around the city and main lobby of the central tower, news of recent events spreads fast, especially in the nation of Solarva. As knowledge and information is key to Solarva's economic successes as it enters the world stage in the form of highly sophisticated electronics and technology which greatly bolster our information technology and telecommunication industries.

The news of yesterday's even was broadcast on at least forty international channels on television, both public and private. As eveyone in the general populous rages about the events that happened in the colony of Imperial Tokugawa yesterday as an immoral and vile event done by none other than a Britannian officer which orders Imperial Tokugawans from the east to slaughter their own brethren. The same reaction ran throughout parliament just the other day, go as far as planning to get a small task force of peace keepers to possibly intervene just to keep the peace in order in the two province if things get out of hand, and only if. And so did many other nations that pressured the Britannian Government to start the referendum early. This bloody massacre, although triggered by a rogue officer, is still Reformed Britannia's responsibility and must bear the full weight of the consequences. Surely it would be they who must compensate for forty-seven hundred lost souls who have died because of a wish for an united and independent Imperial Tokugawa. The two provinces is wide awake, ready for a mass revolt against Reformed Britannia either to drive their people out of their lands or kill them. And yet, amidst all this tension, a nation came up with an ultimatum and threaten the independence and security of the already stressed nation that's trying to atone their crimes? They got to be kidding. Although everyone's intent is the same, to get what the people in the colony want and have Reform Britannia make up and compensate for their actions, but forcing a solution by threatening a nation's independence and security?

Sure the basic core of the solution the Stoklomolvi Liaoist Federation's militant policies is the same as everyone's else's involved, get what the colony wants and punish the nation which controls it. It's completely fine and the point is valid and several nations are planning to do, but that's not the problem. The problem is possible invasion if you can't pay a large sum of money in two hours to the people who's running a riot on the streets. Yes, most likely the families and others are probably safe from the protests, but where would they get the money first of all? Unspecified. Even if they could, would the money get the lives of the people who where slaughtered in the square? No. Could more people, more family member, more friends possibly die if this continue? Yes. Would breaking the links between Reformed Britannia and Imperial Tokugawa by derailing one nation solve the protesters' problems? Like they would care. The protests originated from the idea of independence from Britannian control, they damaged government buildings. They want to gain independence for themselves by themselves and for the great good of the people. Those forty-seven hundred people died for the cause. And they died hating foreigners. The people of the two province would not let their deaths go in vain. They would surely hate you if you mess with their independence. Even when we mention intervention we said possible intervention. If the problem were to be brought into discussion, it would be between the two parties. But this too would go wrong in blood would still be spilled if that were to happen.

So if we can't intervene using military force and that there's a possibility that negotiations between protesters and Britannians would go wrong, then we could try diplomacy with between the two parties with the addition of a third party that are not biased towards Reformed Britannia control or Imperial Tokugawa independence, but for the course of the most benefit. I've also hear that our neighbor in the region are also getting curious in this situation. Although it may seem naive, but people already died for this, there shouldn't be anymore dying, hopefully others would aid to stop this madness and possibly a war from starting.

To: Open Communique
From: The Ministry of Foreign Affairs, Solarva

I would repeat this message again, but this time to the international stage and not just to the Stoklomolvi Liaoist Federation.

Although we know what the Stoklomolvi Liaoist Federation government wants for the people as do our intent for the people of Imperial Tokugawa, which we completely respect, threats such as the ultimatum you issued to Reformed Britannia are not helping this process move any faster. The government of Stoklomolvi Liaoist Federation opt out the option for negotiations, but I ask, why not negotiate? Like what your government has stated if Reformed Britannia have enough funds to maintain a supposedly derelict colony, then of course they have the funds to pay compensation. There's no need for needless threatening ultimatums. Process in an orderly fashion is ideal, rushing would only bring upon half-hearted results and also results in disarray which would not lead us to the goals of what the people of the independent province wants. Have less violent processes resolve this solution by a third party, let the referendum continue and continue to monitor the situation on Imperial Tokugawa. Let the people choose what's best for them and give them the option to choose. Back down the ultimatum the government of Stoklomolvi. If so the ultimatum the nation of Brewdomia made doesn't have to be provoked either.

Britannian Capital

The Tarsan embassy was a buzz with action. The Ambassador had flown out with his family twelve minutes ago, departing for the Empire and to return when a new Britannian government, or hopefully, a victorious Britannian government, remained. Two C-10 Minotaurs had arrived with 210 Imperial Commandos on board. These men were the crack division of the Imperial Guard and had the best training and equipment the Empire could possibly get it's hands on, which was top of the line and the best training possible. They were elites. With the came Colonel Edward Marks, one of the most crack officers in the entire armed forces, a commando himself. Two IFVs and six APCs were also delivered and driven to the embassy grounds.

Workers also were delivered, and from local companies, cement was purchased, which was used to erect a twenty two foot cement wall around the compound. Heavy infantry weapons had come with the commandos, and they were going to hole themselves up in the embassy. The large slab of steel that now served as the main gate was closed and the embassy was declared in a state of emergency. Being a piece of Tarsan land, it was declared official. A blackhawk was kept primed on top of the embassy, delivered from Tarsas, to start evacuating people. The computers inside were activated and the embassy began to serve as an HQ. The Tarsan commandos would help the Britannians if they could, and two SAM batteries were being brought in for that purpose. The embassy was considered sovereign Tarsan territory, and it would be treated as such.

The Itailian Ambassador as already sent his wife and family home. However, 3 ERAT teams remain, as well as the Security staff. He sends a message to the Tarsasians(sorry if that is not what you call them) asking if they want help

Office of Minister Carter
Monavian Ministry of Foreign Affairs
Chalcedon, Monavia

Within hours of transmitting his open statement to the international community, Carter received word of more statements being made on the matter. Open statements were not subject to MNIA classification, and thus Carter was informed of the recent statements within minutes of their release. While the government of a previously unknown country called Solarva echoed Minister Carter’s sentiments and called for negotiations, more local sources were not as reasonable.

Republic Communications

Condemn! International condemnation!

J/k we with Brewdomia.

-Republic Foreign Affairs

What nonsense is this? thought the minister as he read through the Amazonian communiqué. He then proceeded to read the Brewdomian one.

Transmission From The Nexus

cool brah

Having read it three times, he still; did not understand the meaning of the message. Is this really a genuine Brewdomian government message?

The Mian message was equally ludicrous, and the Stoklomolvi one appeared to be the work of some amateur hacker wanting to play some prank. The only distinguishing feature which gave the message any meaning or credence was its accurately reproduced letterhead and signatures.

The subsequent messages only increased in redundancy and vulgarity. Carter finally had enough of this nonsense. He took out another sheet of Ministry stationery and began to write out a brief statement which would permit him to wash his, and by extension, the Empire’s hands of this affair.

OPEN STATEMENT

OFFICE OF THE MINISTER OF FOREIGN AFFAIRS
IMPERIAL FEDERATION OF THE MONAVIAN EMPIRE

To all concerned parties,

After the release of an open statement communicating this government’s opinion on the dispute between Brewdomia and Stoklomolvi on the matter of conflicting ultimatums, it soon became clear with the release of subsequent communiqués and open statements that the validity of government statements from both sides is questionable. I have personally read copies of transmitted material which does not appear to be the work of actual political leaders, but rather the audacious ramblings of people lacking scruples, restraint, or even a proper education.

It is therefore the belief of the Monavian government that the Brewdomian ultimatum is a hoax perpetrated to cause a brief stir in the otherwise sedate world of international diplomacy, and that it is to be disregarded. While evidence does in fact confirm that the ultimatum originated in Brewdomia on a government frequency, it does not prove that it is an official statement by the government thereof.

At this time I also wish to rescind any statement of condemnation, actual or perceived, which has been leveled against the Lioist Federation of Stoklomolvi and its government. I also will reiterate my government’s position that friendly relations with Brewdomia are still a viable possibility in the future, and that it does not have any intention of offending either of the aforementioned parties.

Sincerely,

The Right Honorable Frank Carter, Minister of Foreign Affairs

The “hoax” had increased government expenses unnecessarily. The cost of printing the communiqués, enclosing them in secure envelopes, carrying them via courier to Cheney’s office, transmitting them by fax to Minister Carter, Carter’s time spent writing statements of expensive stationery, and any other miscellaneous expenses, including the calling of a brief press conference amounted to over four hundred thalers. While such expenses were a pittance in comparison to a government budget that was forty percent of the country’s GDP, the expenses were, in a word, undeserved.

Oseato has watched with some concern as nations of the world have presumed to issue ultimatums against Stoklomolvi for the just act of trying to stop a genocide and human rights abuses. Oseato and Stoklomovli have rarely, if ever, seen eye to eye, but on the question of genocide we agree. Further more, we will not be allowing vessels from such rogue states as Brewdomie and The Master M to enter Tarquinian waters. Any non-regionally flagged military vessel that attempts to enter Tarquinian waters will be ordered to turn around or stopped and searched in accordance with the Tarquinian League's Safe Waters, Safe Skies Agreement. Any attempt to ignore this lawful authority will result in the use of force.

His Imperial Majesty Christofer I declares war on Stoklomovi for threatening our ally of Reformed Britannia. His Majesty will send whatever military aid we can to Brewdonian positions as fast as we can.

Official Open Communique
The government of Britannia implores its allies to wait before war is declared fully on the nation of Stoklomolvi, as they have only made vague threats and taken no true decisive action against us. Therefore, we still have hope that negotiations may yet prevail in preventing war with the nation of Stoklomolvi, in spite of the fact that they have refused to consider compromise in regards to their ultimatum.

The Shozuka Square Massacre was indeed terrible, but it was the act of a single officer, who had no previously known mental conditions nor prejudices towards people of the Tokugawan race. We still have not found any justification for him ordering his colonial troops to open fire on the assembled crowds, but he is currently undergoing psychiatric analysis.

The deaths of 4,700 people are indeed tragic, and yet despite our pledges to pay reparations to the families of those who died and our pledge to hold the referendum early, the country of Stoklomolvi seems hell-bent on upholding its demands for Tokugawan independence, in spite of the fact that the referendum ended in support for remaining a part of Britannia.

Once again, we thank allied nations for their support, but we still hope that diplomacy can provide a proper solution.
