I like the idea, but the options seem limited. Have you considered a more moderate option? Think "public address" rather than "parade" sort of moderate.

Also, the issue should probably be more vague -- talk about preperation for National Day rather than mention it as upcoming. Otherwise, the issue would not coincide with the player nation's actual founding -- OOC or IC.

Other issues do not:

1. Talk about what @@LEADER@@ is doing, @@LEADER@@ is the player, and you cannot really plan for the player.
2. Talk in the past tense, every option in an issue should be written as if it is happening right now, at that very moment.
3. Make the issue flow unnaturally. It's alright to have issues tell a narrative story, but option 3's opening line is out of place. Seriously, the Finance Minister was option 1, so the issue would flow better if options 2 and 3 were swapped around. I also think that options 1 and 4 could be easily merged together, because doing nothing is really really really close to outlawing it anyway, and four options looks too bulky for this kind of issue.

Excuse me, but why does it say 30 days while the description says anniversary of @@NATION@@'s founding? It doesn't make sense to me to see the validity at 30 days, but the description says anniversary of founding. What anniversary? Monthly, yearly? For example, lots of countries have national days on their founding, per se, if the date was known, eg. America's national day is July 4, independence/founding. 30 days doesn't make sense, not especially if a nation isn't a fledgling new nation that reached 30 days. The yearly anniversary date is better than 30 days.
