The following amendment to the SEU bill was put forward towards the members of GESO. Discussions about the SEU had uncovered some glaring omissions from the bill which needed to be addressed.
Strategic Espionage Unit

Definitions:
foreign site - Any location that is outside of the jurisdiction of all GESO Member-states.
local site - Any location that is within the jurisdiction of a specific GESO Member-state.

Organisational Mission:

To enhance the security of GESO by supplying Intelligence briefings to the GEC and acting on behalf of the GEC to minimise real and present threats to GESO member-states. This is to be accomplished by infiltrating and gathering primary intelligence from a variety of technological assets and personnel assets in or from foreign, non members of GESO, sites. The Strategic Espionage Unit may not operate within GESO member-states unless specifically authorised to do so for a specific mission over a pre-established timeframe.

Organisational Structure:

- The SEU is to be lead by 3 individuals from different GESO member-states to be called The Triumvirate.
- The maximum length of an individuals tenure within the Triumvirate is 3 years
- The members of the Triumvirate are to be rotated every year. With a member stepping down from the Triumvirate to be replaced by a member from a different GESO member-state depending upon which member-state's turn has arrived.
- The Triumvirate is responsible to the GESO Executive Council for all operations of the SEU.

Technological Assets:

- Unobtrusive Remote data collection drones to hide and shield themselves from detection utilising appropriate technologies. (Collecting, sound, video, movement and other such data as appropriate)
- Equipment for Interception, collection and decryption of communication signals.
- Equipment to bypass security and remote access protocols to gain control over, or information from, vulnerable computer systems.

Personnel Assets:

- Field Agents equiped with a variety of technological, magical and/or psionic equipment to assist in infiltration and observation.
- Strike Teams equiped with non-standard and diverse equipment to obfuscate SEU involvement
- Deployed only after Technological Assets to provide initial Intel on most effective personnel infiltration techniques.
- Trained in customs, culture, language and structure of target location thanks to pre-deployed intel provided by Technological Assets.

Usage of Intelligence Assets:

- All Personnel and Technological Assets are bound by the restrictions located within.
- Assets may operate in and gather intelligence from foreign sites with the approval of the Triumvirate.
- Assets may only operate in and gather intelligence from a local site if specifically requested by the member-state in which the local site is contained. Any operations that involve a local site are to have a defined and limited scope and time-frame as negotiated by the Triumvirate and the member-state in question. If no agreement can be reached as to the scope and timeframe SEU may not operate within or involve that site in their operations.

OOC: Stormwraith, The GESO Executive Council is actually hosted in New Terra - not Talos Station. The Talos station was formed after the establishement of GESO. Just a slight confusion as to why your observer is at the Talos Station.

The following statement has been transmitted by the GESO Liaison Team of the United Dominion via its representative drone:

Amendments to the proposal have not resolved this body's concerns and distaste for the proposed agency, and have in fact, introduced more. Namely:

- The SEU is to be lead by 3 individuals from different GESO member-states to be called The Triumvirate. - We consider this in poor taste and an affront to how the United Dominion and ixee states and communities as a whole operate.

- The maximum length of an individuals tenure within the Triumvirate is 3 years - We believe this is too long. As well, there has not been proposed a method to force a term to be cut short if necessary.

- Strike Teams equiped with non-standard and diverse equipment to obfuscate SEU involvement - We find this to be logistically unsound, and also both a major security risk and a morally reprehensible approach to intelligence gathering. It opens the door for the SEU to conduct covert strikes within (or against) member states without their permission, and for them to commit atrocities without anyone knowing. If the SEU and GESO cannot take at least passive responsibility for acts in which it is engaging, then it has no right to engage in them. The United Dominion and its intelligence apparatus will actively combat this.

This in addition to previously stated issues.

The Bentusi representative to GESO waited patiently for others to have their say before once again standing to take the floor. "The delegation from the Commonwealth of Bentus has had time to look over the updated proposal for the SEU and feels that its primary concerns have been adequately met by the safe-guards in this new document. As such, the Commonwealth would like to adjust it's vote to an Aye with regards to the creation of the SEU."

He paused momentarily, reviewing notes on his datapad. "However, we agree with the representative from the United Dominion that there should be some official means with which to remove a member of The Tirumvirate before their term has elapsed, should it be deemed necessary. In stating this, the Commonwealth of Bentus would firmly like to advise the rest of this committee to dismiss the other concerns of the respectable United Dominion's delegate. The use of The Triumvirate as a system of leadership is, in the eyes of the Commonwealth, an effective compromise for the requirements of an agency such as the SEU, and to wish to shut down this program over semantic disagreements over a name is simply absurd. Similarly, we believe that the three year term is an appropriate compromise between terms of leadership short enough to prevent corruption, but long enough to encourage that the SEU be an efficiently managed organisation."

"We also support the motion for SEU Strike Teams to utilise non-standard equipment. It is foolish for us to assume that there will not be times in the future in which this organisation will need to partake in morally questionable activities for the greater good of Peace, Stability and the security of the member-states of GESO. Were GESO to be implicated in such activities, then the adverse effects on each of our states' reputations could indeed pose a negative risk for our own security - hence we believe that all measures should be taken so as to prevent such involvement from being proven in such unfortunate circumstances." Next, the representative turned towards the seating where the Observer nations were seated.

"Furthermore, with all due-respect to the delegation of Stormwrath and the great strides with which their nation has helped take the civilized universe towards a long-lasting and sustainable peace - not least with their involvement in GESO and the Multi-Species Union - we must question why an observer nation is allowed to be privy to this discussion? Bentus accepts that GESO has been founded upon principals of freedom of information and diplomatic discussion, but as only a partial-member of GESO, it may be detrimental to future operations of the SEU to have Stormwrath present at such an important moment of its inception."

The following statement has been transmitted by the GESO Liaison Team of the United Dominion via its representative drone:

It is morally reprehensible to this delegation that we should deem ourselves to hold any moral high ground or operate "for the greater good" but refuse to acknowledge that we are responsible for our own activities. If GESO wishes to act in a way that it cannot take responsibility for, then it is not operating in a morally or ethically sound manner. If it is indeed for the greater good, then we should stand by what we do.

If GESO cannot be counted on to avoid illicit activities, then it should be required to stand by them and accept responsibility for them for both the good of the member states and for GESO as a body of its own. This is non-negotiable, and if GESO doesn't do it willingly, the knowledge will still be made public one way or another. Our reputation is at best undeserved if we are committing acts that would unacceptably damage it.

It is the belief of the Confederation of the Wanderjarian System that this bill is an innate good, and we could not disagree more with our esteemed colleagues from the Dominion. The universe is an unpleasant place, many acts of unspeakable evil being committed with regularity against peaceful peoples being the norm. As a result, an organization such as ours which believes itself to serve the common good of not only member systems and planets, but the entirety of civilized space, must be prepared to take an active stance towards collecting actionable intelligence on those who would seek to do us, and indeed others, harm. While we of Wanderjar value liberty above all else, we also value our security and are willing to take such steps as necessary to ensure our continued liberty and security.

Ultimately, we vote in favor of the bill though we do believe that our extraordinary partners from, again the United Dominion as well as Bentus, are quite right: a provision must be included in this bill to provide for a vote of no confidence in the Triumvirate should the member worlds believe it necessary.

To summarize:

The Wanderjarian Delegation to GESO votes AYE on this bill, conditionally to a rider being attached to stipulate that should a member state call for a vote of no-confidence in one or all members of the Triumvirate, and is co-sponsored by at least three other members, an immediate referendum of all members be held without delay to settle the issue. Thank you.

The Grand Theocracy's footprint in space is relatively small and is tied to it's allies in the Federal Union. As such, it feels that any organization that can further the intelligence apparatus that it has connections to is a good way to empower the Arch-Bishop to make decisions. As such, we vote Aye on the proposal.

We understand our colleges concern within the United Dominion; the compromises put forth so far are to our satisfaction but we cannot ignore the precedent that could bet set if an operation goes wrong. While our vote is in favor of this proposal, we would like to address this as best we can so that the SEU is both effective and does not infringe on the rights of its members; the Triumvirate of the joint services committee with the aforementioned compromises would seem for now to be the best option for the SEU. It would be a great asset to the GRF, and to our governments.

The galaxy is not a cut and dry place; as the words by so many of my fellow council members have illustrated; after weighing the matter heavily. It would be unwise in the Alliances opinion not to allow the SEU to come in to being; but we all must be aware of what is at stake, to be frank, as distasteful as it is to us; we must accept the fact that sometimes we must allow for unconventional means of dealing with situations. Strategically, economically and militarily. This will save the GESO and its member nations lives, material, resources, and money. But we must take note that we shouldn't let this intelligence organization become the pawn or secret police force of any one nation.

In conclusion while noting the Dominions objection and believe me I sympathize with their own concerns, ; the United Terran Alliance officially declares a vote of YEA... I yeild the floor."

He concluded in a raspy voice , Mr Green took a sip of his water; he looked rather ran down and a bit tired, this debate had been going for a while. It was a tough decision; his government itself was dived on the issue but ultimately the swaying factor where the evolving checks and reasonable leeway that the SEU would have. In part Councilmen Green sympathized with the Ixee delegation; they had a point, but could it be avoided? One act could save trillions or billions of lives.. It was heavy moral burden but in the end; as he came to live with the fact that if one covert action could stop a mass of bloodshed before it started or end a war; or shorten a war. That it was worth the slight tarnish to the GESO reputation; for the good of the many.

The Resolution for the Creation of a Strategic Espionage Unit (SEU) has passed by a vote of 6 Ayes to 4 Nays (OOC: Actually had a bit of trouble counting these, but it's 6 or more Ayes for sure). This is with a single amendment which the Commonwealth of Bentus has made on behalf of this Council, namely a clause that will allow for a member or members of the Triumvirate to be removed by popular vote of GESO member-states (as proposed by Wanderjar). There will be a 24 hour period before the resolution is added to the 'passed resolutions' list, during which any delegate is free to question the voting procedures.

The Muniscus must be thinking that the Bentusi delegate must be joking. Surely he knew what an observer does in an organization such as GESO — observe GESO activities and supply opinions when necessary. Indeed, Wilwood is saying in behalf of Stormwrath in this discussion because he is an observer. "To answer your question," he replied with a smirk on his face, "Observers for the most part are allowed to participate in discussions like these. It's just that as an observer I cannot participate in the voting process unlike representatives of nations that are full-fledged members."

The following statement has been transmitted by the GESO Liaison Team of the United Dominion via its representative drone:

We hardly feel that deliberations had stopped for this motion to be moved to vote.

Be advised that the executive assembly of the United Dominion has issued the order that the United Dominion's intelligence apparatus will conduct operations against SEU black ops goon squads, and will seek to properly attribute any SEU actions to GESO. It will monitor everything the SEU does and will take its own action if GESO fails to keep this grotesque agency in check.

The Hibernian Delegation would like to remind the United Dominion liaison team that laws, agencies and regulations are not to be followed only if you agree with them, they are there for a reason and you must abide by them. If the UD interferes in the business of a legitimately established GESO agency, this delegation would like to and will bring forth fines, charges and punitive punishments against the United Dominion for interference in alliance business.

Woon Song, the Minrozian representative at the meeting regarding the creation of SEU, has been diligently observing and listening to the delegates through all the way. To her, the idea sounds good. But she’s also quite apprehensive in her mind; she felt the creation may compromise the intelligence and security of the Minrozian Empire in the future. And it may not pleased her superiors if the learned that foreign devils will come snooping around in the Imperial territories. But Woon Song is here on behalf of the Empire and her monarch; recently she received an order to accept the proposal, after receiving a call from her boss back home. After thinking things over, she finally made a decision.

“On behalf of His Divine Majesty the Emperor, Lord of Ten Thousand Years, I vote Aye on the proposal. As to honour the alliance and membership of GESO, may this Cooperation keep the galaxy a safe, better place for our children.”

Councilor Canus Barbatius sighed before he took a stand, "One need to understand that the saying, 'for the greater good' is something that have a meaning that is different for each individual and society. Your belief on what is good is no doubt different from mines; the GESO followed what is most common thought as good. However, you cannot forgot that the galaxy isn't a nice place and that we must do what is necessary to ensure that there are peace."

His next words was focused on the United Dominion's representative, "If the SEU have to assassinate a few people, blackmail a dozen, or even start an civil war to ensure that there are peace. Then they will." The Alesian Empire have always pride on efficently and ensuring that the job get done, regardless of what one must do to do it. "Morals and ethics have no place on GESO's operations; while we will always choose diplomacy first and there no doubt that there are things that the GESO won't do. You need to understand the galaxy isn't black and white, but shades of grey and that we must do what we must to have peace."

Councilor Barbatius then frowned, "If, you truly against, United Dominion's representative, of the Strategic Espionage Unit and are willing to actively go against it. Then, resign from the GESO so that you have legal right to defend yourself from the SEU. Otherwise, accept the resolution because as a member of this organization, GESO's laws are above national laws."

"In the end, the Alesian Empire accept the resolution and are prepare to provide resources for the SEU's creation." The Alesian representative finished. He is not going to mention if the Empire find the GESO sending spies in their territories; Imperial Intelligence is quite able in removing threats quietly, even from allies.

Council member green; who had taken a short recess after the intense debate, and rather surprising back lash of other member nations against the Ixee dissent for the SEU proposal at hand; re entered the chambers. He was honestly quite surprised at the level to witch some member states had taken to his colleagues; while he disagreed with with the Ixee , even he was still reeling from the affairs that seemed to have given rise to a stormy and galvanized atmosphere with in the Security Council chambers.

As he walked in to the grand hallowed circular chamber; projectors and seats alike were being filled, he could still feel a thick tension in the air that aggravated the knot that had formed in the pit of his stomach. It seemed even the brake didn't really deescalate any of the stress from the previous round. Green, with his white hair slender pale form and aged face that was strewn with the lines of experience and burden went to his seat. He waved a hand and over over his semicircular auburn colored mahogany desk; and like always with a shimmer from the seeming ether a crisp glass of iced water in a plain cup appeared to one side. It took him only a few moments before he stood to speak. It was time to move this on; and try to calm the divisive atmosphere as best as any diplomat on equal footing with the others in the room could do.-

"Ladies, Gentlemen, Sophonts of the council, I think I can speak for everyone when I say this wasn't an easy debate, some points for and against had been raised; decent on a reasonable scale should not be abhorred; for that's what makes our process of democracy within these chambers function. No one nation with in the allied powers should be valued over any other nation; we are all equals. Now that we've taken a small recess; and the motion seems to have passed . The Terran Alliance would like to for use as brethren amongst the stars to choose who will be in the first rotation of this triumvirate.

Even though my collages from The Tellurin Hegemony have expressed a vote against this; I would like to ask of them if I may endorse one of their representatives to sit on the first triumvirate; I and the Alliance for one, feel that their vote against this bill makes it clear that they would have the foresight and the conviction to help check the authorities of the SEU; none of us are blind to the fact that someone like that is needed on this triumvirate. Secondly I'd like to request that we may amend the bill to include a provision that would allow and independent investigative body outside of the SEU to be setup under the GRF; as the GRF already has the organizational means and answers to the security council directly we feel it would be additional check on operations; and would be able to, if so directed by the security council bring any renegade elements that the SEU may as in any organization encounter. To bring them before a tribunal in these chambers and to ensure that we as members all have adequate oversight if need be.

We are all sapient beings; we all have our own cultures and stellar polities to make safe; and we all can agree that even though this is the case; we are all here united under the goal of peace. We're certainly not interested in marching on the galaxy as if we where some empire of antiquity that could do no wrong. But we are interested in our collective defense; our economic well being ; and we should look over the timeline of GESO's existence what we've managed to achieve with races and species from many different worlds. We all want the same thing and let us not fall in to a folly of ignorance for that would lead to the fall of arguably the largest Alliance that the galaxy has seen for centuries. We are separate but we are one; Terra does mot want to see the mistakes of the past repeated; nor the dream of this benevolent alliance destroyed. We all have an equal right to densest and vote as we wish; but it should not involve bloodshed. Not-between comrades and brethren.

With that I yield the floor; and hope that you my fellow council members take due consideration of what we do here today.

-Green sat down; taking a sip of his now frosted glass of water those eyes of his gazing about the chamber now. Admiring the marble like pillars and amphitheater like construction of the council room.

The following statement has been transmitted by the GESO Liaison Team of the United Dominion via its representative drone:

Officials of the various GESO states: many things have been said over the course of these past deliberations. Many things, which may not be taken back. Added to the calls to ignore our perspective and the blatant refusal to acknowledge our actual concerns and instead deflecting, there have been a great many claims that this galaxy is “not a nice place” or is “unpleasant” by nature, these of which have been used as an excuse to create an abhorrent and dangerous group which will make the galaxy more unpleasant for those it decides to target. We would have it known that this is in no way our own experience and feel that this blatant fear-mongering to achieve your ends is unsuitable to any state which claims to exist in “civilized space.” To use this paranoia and cowardice to justify morally deficient acts is not what the United Dominion involved itself in this group to accomplish.

We understand that people must die sometimes for the greater good. This has never been in question. The way in which it approached by our colleagues, however, is what has drawn our ill attention. If there were times when this organization need partake in questionable activities, then it should have the strong moral backbone to accept its decisions and actions, and acknowledge what it has done. Back room dealing and black ops goon squads stealing away in the dead of night is not appropriate to the manner of civilized, forward-looking organizations wishing to improve the state of the galaxy.

If we cannot be proud and stand justified in our actions, we have little reason to undertake them.

This is why we let it be known that actions have reactions, and the consequences must be accepted for what they are. In this case, those consequences may be the assets put into the field by GESO’s deficient intelligence and sabotage service.

The Terran Green has said it is distasteful to them, but it must be done. What else may be done with this sentiment in mind? You cannot be trusted because you will make assumptions that distasteful acts must happen, and must happen silently and in the dark. You would likely tell us that you will shoulder a moral burden from what you do, but have given no evidence that morals weigh on your mind. They are but simple disposable tools of rhetoric.

And this is to say nothing of the despicable statements from the Alesian Barbatius: the claims that morals and ethics have no place in GESO’s operations. This is - or was - incorrect, as GESO has always prided itself on maintaining a moral high ground - a high ground which has since begun to crumble and will soon disappear in a sinkhole. If you do not view GESO as needing to take ethics and morals into account, then we can only imagine the depravities your state may engage in. Being that this is the case, we are requiring an immediate end to all relations with the Alesian peoples - any ships, persons, or other assets within our territories will be removed immediately or be seized. Any ships, persons, or other assets entering our territories in the future will be seized immediately and destroyed as necessary.

All ships, persons, or other assets of the SEU organization will be treated likewise. Any persons determined to be SEU saboteurs will be subject to execution as enemy combatants.

Those ships, persons, and assets belonging to other nations or organizations of GESO will not be subject to these responses at this time, or at any time unless they should likewise prove themselves a threat to the United Dominion, his allies and partners, and those within his sphere of influence.

In closing, if we cannot be proud and stand justified in our actions, we have little reason to undertake them: it is for this reason that we cannot undertake continuing membership within this anthropocentric group. This is merely the last of the . The United Dominion hereby exits GESO and will take with it all sovereign ships, peoples, and assets. The United Dominion’s section of the Talos station is a sovereign colony registered with the Dominion’s government, and is therefore either to be maintained as such, or will be removed from the station along with all properties and technology including the water containment and recycling systems. We will leave this decision to the Terran Alliance.

Further communications will only be through official United Dominion channels.

The drone powered down for a moment, lowering onto the dais where it had been stored. Then, in a flash of blue light, it disappeared.

If anyone would like to engage in a spy hunting RP, let me know - I think it could be very fun. Or, you know, any other kind of RP. This is entirely IC, and there is no OOC ill will for GESO in me. UTA and I will decide what goes on with Talos, and I will be reachable for any purpose via TG or on IRC.

Muniscus Wilwood was taken aback by the announcement of the withdrawal of the United Dominion from GESO. While that was to be expected from the United Dominion, seeing how the discussion and the subsequent voting was moving along, he didn't expect them to be leaving the alliance at this moment. Nevertheless, it was a decision that the star state has taken, and GESO has to respect that. For now it seemed that the decision has been made by the ruling body of the organization, that the SEU be formally established as a subsidiary body of GESO. Though, he must already be wondering to himself — what may be the implications to observer states like the Intergalactic Empire of Stormwrath? Would their government bodies be subject to the SEU's eyes? The warnings that have been given by the Ixee delegate may soon hold true in the future; after all they didn't want the UTA snooping in on everything that is going on behind the doors of the Audience or of the Ministries.

There goes Councilor Green of the Terran Alliance once again, addressing the convocation that the SEU is to benefit the Milky Way Galaxy as a whole; that it will usher in a longer time of peace. The Stormwrathian didn't seem entirely convinced by what the Terran was saying. Collective defense? The Stormwrathian knew very well that other star states in the galaxy didn't pose any significant threats to GESO — not even the imperialist powers of the war ridden Delta Quadrant challenged the organization's collective strength. Economic well-being? Most interstellar countries are capable of surviving on their own without the aid of others — the interstellar powers of the Alpha Quadrant certainly have proved that to the cosmos.

Stormwrathian politicians and diplomats alike generally have had a net distrust with the Terran Alliance for as long as the Intergalactic Empire had been observing the affairs of this league — the Muniscus shared this sentiment. He was quite convinced that this organization that he had been sitting in was a political tool to further their agenda, in the guise of the pursuit of peace and stability throughout the galaxy. However, now may not be the time to let his personal opinions on the Terrans be heard, he reminded himself.

Though the statements made by the Alesian representative may be unsettling, as it suggests that the GESO — known for being a benevolent alliance — has no place for morals or ethics. Councilor Barbatius had also stated that GESO's laws trump national laws, something that the Intergalactic Empire would not want from a bunch of like-minded Galateans that can't even colonize past the Magellanic Clouds. The Hibernian delegate took a step further in criticizing the Ixee, even stating that GESO should punish the United Dominion for interfering with GESO. "No wonder they have reason to leave," the Stormwrathian said to himself as the powwow ended. Now it seems as though the Alesian Empire has made a new enemy in the United Dominion. The Audience wouldn't be pleased when Wilwood will be reporting the observations that were made in these marble chambers. He hoped that they will consider to extend the grace period of Stormwrath's observer status in the organization, despite this recent development. The overall national security of the Intergalactic Empire of Stormwrath — a star state spanning many galaxies — may be compromised by a bunch of Galateans.

Standing up he addressed to the other delegates, "Sophonts of the nations of the cosmos, I do share similar concerns with our delegate from the United Dominion, concerning where the moral and ethical lines may be drawn in the operations of the SEU. However, I personally have optimism that this new subsidiary body will benefit GESO and its members as a whole. This sentiment of mine, which may be the current conviction of others in this chamber, has to be taken with caution." With that being said, Willwood sat down on his chair. Continuing through the sound input device placed in front of him he asked, "I do have a question to ask to the representatives of this noble alliance: should the government of a member-nation of GESO vote to reject what has been decided here, would GESO override their decision?"

He had resolved to himself that he should inform the IAS Director and some Munisci about what had materialized at New Terra. Perhaps if he did inform them, Wilwood could urge them to prevent its ratification by the Audience. However, he took some time to pause for a moment before creating a new message on his datapad; and thought about whether that may be a necessary thing to do, since Stormwrath was an observer and not a full member of GESO — which means that their laws may not apply to the Intergalactic Empire. Even so, it was his job as an observer to observe and report to Tidal City about the activities of this alliance. For now, Wilwood observed the tense atmosphere that had been going about their heads even after the decision has been made.

Councilor Canus Barbatius can't help but rolled his eyes at the withdrawal of the United Dominion and their subsequent denounce of Dominion-Alesian relations. So, weak, he thought; to be unable to bend one's morals for the greater 'good.' Morals is all and good for certain situations, but it should not be the basis of their every action.

Councilor Barbatius picked up his datapad and start typing a message to Aurora Prime; it is so unfortunate that the United Dominion think of the Alesian Empire as enemies. Yet, as the Alesian pressed send, he is quite indifferent about making an enemy; the Empire isn't going to bend their beliefs just to satisfy an civilization that they hardly care about.

He then turn his attention to the Terran representative as he took the stage, "That isn't a reason to nominate an government to an position just because they make statements that show they are against it. Are we going to make institutions and agencies, and those that are against it will have an automatic position on it's governing board?" He have such an conflicting view of the Terrans; they make good allies, but their belief that their morals should be follow by everyone, well there is a reason that their influence is non-existent in Alesian space.

"Morals and ethics have it time and place, and the Alesian Empire do not say disregard it," Councilor Barbatius explained, "but, you can let morality prevent you from doing what need to be done. Hopefully, despite the GESO's stance of the high moral ground, you won't allow such an stance to prevent the necessary action to be taken."

He took an step down as the Alesian councilor gazed at the sea of GESO's member-states representatives; regardless of the GESO's actions, Councilor Barbatius know that Imperial Intelligence would be countering any actions that SEU may partake in Alesian space.

For some time the Dainite representatives had been busy with various things and relatively absent from the GESO meetings. There was nothing major that was seemingly of concern. No internal issue, no issues regarding integration within the UTA, or with GESO or any sub-organisation. It was something else something perhaps from the concern that was attracting their attention.

It is now time to speak.

"It is indeed sad, though perhaps not unexpected, that the United Dominion had taken it's leave of GESO. Their leaving however has raised concerns of morals and ethics and potential operations of the SEU. It is naive to say that other nations, terrorists and other such groups that would like to see the downfall of GESO would not involve in clandestine operations. Groups that may not share our distaste for such underhanded and secretive activities. We need measures to counteract the espionage of our enemies, we need measures to know what our enemies are up to, we need measures to deal with extraordinary things that our enemies will do to swing any conflict in their favour. However, still we need measures to control. Measures that those responsible for the running of the SEU are accountable for the decisions they make. So that there are consequences for the leaders and agents of the SEU betraying the trust we put in them. That is why we originally proposed a three person leadership of the SEU. So that not only are there leaders directly responsible for the agents but that also one person cannot twist the SEU to their own vision. The Triumvirate maintains a small leadership where the individuals involved are still responsible for the decisions, as well as providing flexible and speedy responses to threats which may suddenly arise. Not to forget that the Triumvirate is, and I quote, 'responsible to the GESO Executive Council for all operations of the SEU'.

It is not the Dainites morals, it is not Terran morals, it IS the combined morality of GESO that matters. With this line the Executive Council has oversight over SEU operations and can enact flexible sanctions upon members or the entirety of the Triumvirate. Should the leadership step out of line and start looking at GESO's allies and friends or should it step over the line and perform a reprehensible act in our name, the name of GESO, then we must respond. If these circumstances occur then we will and we must hold those responsible to account. We must put our trust in the SEU but we also must be ready for when. or if, that trust is misplaced. It is the opinion of the Dainite High Council that there are as many safeguards as there can possibly be against the potential betrayal of the principles of GESO by the SEU. Should any member disagree then stand up, make your suggestion and it will be considered by this august body. Thank you that is what we wish to say."

Damian Phylum exits the small cab he had taken, stepping onto the roadside in front of the GESO main building. He slowly made his way to the doors, letting them open as he slowed to watch them, Why did i have to be sent here Damian thought to himself, unable to understand his fathers actions. He walked up to the front desk and waited for the receptionist to notice him. After a few minutes she looked up and asked politely "Hello, How may I help you?"

Damian paused a moment before replying, "Um yes, My name is Damian Phylum, son of Lord Markus Phylum and acting emissary for the nation of Deminis. I was told this is where I was to come." Damian spoke with an air of dignity and pride despite his somewhat obvious nervousness.

Lord Shual' Drivumos was new to these parts of the galaxy, Terran space to be exact. His time in the diplomatic Commission was well spent as it finally landed him his new current position... The High Ambassador to the GESO. A prestigious position indeed, but one taken with a modicum of respect as his words and actions would carry the fate of trillions upon them. He had remained quite for sometime since taking his post, indeed the Imperium had been quite for sometime now. With only minor communications about skirmishes with Ventorie raiders near the Imperium galactic holdings. This talk however about members taking leave and the GESO now moving to establish a covert military intelligence wing things demanded the Imperium voice finally speak...

"If I may... The Imperium is all for the creation of such a wing for the added protections of being able to head off threats... before they are threats. That being said, what shall be considered threats? Will United Dominion, now self exiled become a target of such operations? Understandable so, but are we under this umbrella of monitoring?"

Shual took a drink of frosted water before resuming his monologue.

"We say this only because The Imperium has and always will advise the exercise of restraint and caution with flexing ones might... we know all to we'll what can happen if a single fleet acts at full disregard for life and sovereignty, how much more so if a super conglomerate of nations all welding the power to obliterase a planet or in some cases entire systems."

"I'd like to welcome our new members to these chambers, and would like to reassure that the provisions in the SEU provided are meant to protect its member states; if you read what the bill says, it is not an organization meant to conduct operations within member states WITHOUT the consent of that members government. They will report directly to the security council and I've put forth an independent unit within the GRF to act as a policing body and additionally safeguard against unwarranted activities. The SEU is only to be used from my understanding against foreign entities, entities such as syndicates, terrorists groups, and hostile states. Operations and operation reports will be wildly available to security council members and would have to be approved by security council members. We ourselves are concerned and will reiterate that the charter of the GESO considers and protects the rights of its sovereign members ; these rights are sacrosanct.

While we are somewhat dismayed that the Dominion has withdrawn, they have the right to do so. But let us set things straight, first the GESO has a few binding core laws and principles. Second our organization is a democracy as such the will of its members drive this organization. Thus; it is up to us to compromise and to make sure our great organization unified in vision for peace is guided in the right direction. The power ladies and gentlemen and shopfronts; is yours. Yours to craft peace; yours to cast the tidings of war off. The SEU may not be perfect; it may require somethings we may not enjoy, but we have set clear guidelines that it must follow. And that; it shall do, for if our organization cannot act in a united vision for its security while keeping its sacrosanct principles of freedom, and sovereign self determination intact. Then we will end up like alliances and organizations of old, the GESO is unique in its position it is unique in its democratic system of multiple stellar polities with the will and the means to effect change for the good with in the galaxy but also effect the security of our peoples, Terran, non Terran ,Sophonts and any other species alike. Our economies are thriving, your security is ensured; and our wills are indomitable, we will go on, we must go on. Not just for one persons or species in this room, but for every being in this room.

To go back to the aforementioned subject; I would like to welcome representative Damian Phylum, the representative from the newest member of the allies Deminis.

Green yielded the floor.

Damian looked up at the seats of the other representatives as he approached the center floor, he tapped his earpiece once to test it before halting and starting. "Greetings from the borders of Deminis. As previously introduced, my name is Damian Phylum Ambassador and son of Lord Markus Phylum. Those of you who do not know of us, It is understandable."

Damian begins to explain pulling a small device and dropping it on the floor besides him, flashing outwards to show the Deminis Chain Islands. "Being a small nation, not yet controlling any singular planetary body, Deminis is a highly unknown nation though our technology is quite easily able to keep up with races and empires that otherwise out power the remainder of our world."

He steps on the device causing the image to change, now displaying a slide of various technologies and places. "Reclusive and rather ashamed of its bother nations, the people of Deminis refuse to share their technology with the remainder of our world, instead reaching past stars to more advanced civilizations. We are currently in the process of claiming a separate planet of our own in the solar system and our first efficient light drive will be finished within the next few years."

Damian steps on the projector again this time displaying an image of his father. "It is for this expansion that my father has sent me here. In order to gain forms of trade that would allow equal gain rather than what would be our doubtless losses on our home world. My father has given me full discretion to act as the liaison between the nation and this council."

Tapping the display twice the small device seems to leap in the air, Damian catching it and pocketing it again. He pauses for but a moment before relaxing and letting a smile come over him. "I hope that I might be able to get to know all of you in the coming years." With that Damian bows low before turning to exit the floor, right stage.
