First, calm down and type clearly. I've translated the above to proper English for everyone else.
Second, I'm not a fan of this. It's not like what happened to The City affects its inhabitants. And this isn't a global event, as far as we've planned it. I think a critical fumble could serve the same purpose, because that would mean whatever you did backfired like hell. It's unfair to make mages roll twice just to make sure their spell works before they try to attack with it. By that logic, marksmen should have to roll to make sure they put the right amount of powder in their guns, or that their bows are strung taut.
It's not a fun mechanic, and could be the cause of unnecessary deaths.

Agreed, plus it wouldn't be fair to those who play as a race that specifically relies on magic (fairies).
