OOC: Whats it to you? I don't see why it matters either way. Silly and on-topic fun is being had that interrupts no ongoing debate or includes any snark.

But it makes everyone feel all warm and fuzzy, and give the impression the WA is actually accomplishing something. Isn't that really the point?

At the behest of Prime Minister Chester B. Pearson, we are pleased to cast our vote of NAY. This resolution is a feel good do nothing waste of time, and we will have no part of it. We are glad to see that yet another resolution of absolutely no international relevance will soundly destroyed, and dearly hope the trend continues.

'Mandates immediate action to be taken to lower infection rates in all places of treatment as well as public and private areas to improve public health and lower the need of chemical therapies'
Is the main sticking point of the proposal. The issue is that anything more complicated would require ridiculous amounts of micromanagement.
EDIT: I see your pun now... 'sickness'.

Description: Recalling the gradual evolution of organisms through natural selection over many generations and the growing resistance of microbes to chemical therapies due to that evolution,
Remembering that resistant microbes are spread through international borders without consideration of the state of public health in those countries,
Believing that the success of modern health initiatives is due in part to our effective use of antibiotics and antimicrobials,
Concerned about the consequences of inaction on this front and resulting effects on later generations,
Worried about how previously helpful interventions may no longer be effective and the resulting increase in the lethality of infections for all people leading to the end of an era free from constant epidemics,
Convinced that immediate action is necessary to stay ahead of this evolved resistance to chemical interventions, All fine, although you could strengthen it even more by talking about the possible end to cancer therapies and basic surgery as a result of infection risk.
The World Assembly hereby:
1. Instructs the World Health Authority to create a mechanism of monitoring the spread of antimicrobial resistance in all member nations and international zones or borders as well as publish a report on a periodic basis to inform about the status and prevalence of such resistance;
2. Establishes an ‘Antimicrobial Resistance Workgroup’ inside the World Health Authority to coordinate between nations on this topic and inform member nations about relevant consequences of possible public health policies;
3. Mandates immediate action to be taken to lower infection rates in all places of treatment as well as public and private areas to improve public health and lower the need of chemical therapies, actions which may include:
a. education of medical practitioners on the correct usage of antimicrobials, "correct" needs better definition. It may be 'correct' to use an antimicrobial to treat a non-resistant bacterial infection. But is it necessary? Appropriate? Does it conform to relevant regional treatment guidelines? I think this clause should be rewritten to mandate national health agencies to create regional guidelines that determine prescribing practices with a view to reducing the spread of resistance, and to require that agencies enforce this through education and guidance for doctors, supported by clinical audit by pharmacists, etc.
b. educational literature on the necessity of completing a full course of antimicrobials, Should be expanded to emphasise that it's patients who need to complete the full course of antibacterial treatments they are prescribed, subject to the clinical decisions made by their doctors.
c. severely limiting the amount of antimicrobial substances exposed to livestock, and The grammar seems wrong here. Should be "restricting the numbers of livestock exposed to antimicrobial substances".
d. large investments in infection control; Vague. Needs more fluff.
4. Recommends that nations keep detailed statistics to monitor the prevalence and spread of resistant microbes; Should be combined with article 1.
5. Encourages development of new antibiotics through government-sponsored contests and grants to stay ahead of evolving resistance to already widespread chemical therapies for infection.This is a complex problem in the real world which your one-line solution doesn't do justice to. For starters, IMHO, companies will not develop new antibiotics if they won't earn sufficient revenue from their sale to cover the cost (unless you give them ridiculous amounts of money to cover all the development costs upfront, which is a waste of taxpayers' money since most drugs fail in development). Doctors won't prescribe new antibiotics if they can use cheap older ones that work. I think we need new models of funding in which companies can earn a specific top-up payment when a new antibiotic is used in patients. We may also need to extend patent protection for new antibiotics compared to other drugs.
