Hardly. I mean, there are some idiots who might say this. You can find someone who will say almost anything. But no one is going to force white women to be with black men and it would only be racist to turn down a black person if you were doing so because you don't like black people. And needless to say you would still have the right to do it because no one should be forced to screw someone.
Of course, what this really is is a not very subtle attempt to fear monger about black men raping the white women- the very shit the Charleston shooter was spouting.
I think you are a racist, a scum bag to endorse the bigotry of a mass murder, a fool to believe such trash, and a coward for living in fear of black people and not having the guts to say outright what you really mean.

Flying a flag is not endorsing the actions or ideology of a state, particularly not at monuments to those who died in military service of that state.
Basically, the same reason flying the American flag over the Little Big Horn Memorial isn't fucked up.
