Loras is oafish. No argument there.
I'm not so sure about Mace, though. He's not overtly shrewd, of course, but given how he's portrayed in the books, and that scene in Bravos, I get the feeling that he's not entirely oafish. We know that he's very ambitious and knows when to delegate, and he goes out of his way to get on everyone's good side. I don't think he's a mastermind, but I suspect that he's well-aware of how one must play the game of thrones.

You and I have very different interpretations of his scene in Braavos.
All I saw in that scene was Mace make childish attempts at negotiations, half-learned stabs at diplomacy his mother no doubt taught him from gritted teeth. His every attempt failed and annoyed Gatiss. (I don't give a fuck what his character's name is, he's Mark Gatiss.)
