Did Navy Latest Ballistic Carrier Killer Additionally Developed as Anti-Geosynchronous Orbit Weapon?

Despite mounting tensions between Haishan and Mokastana with millions of force at arms ready to clash at any moment, the situation have been quickly defused with tacit negotiation between the fence. It seems yet another war was evaded but its marks are visible somewhere else entirely, namely Central Dienstadi and the war-torn Belmontin territory held by the Mokans. The threat of Haize-Mokan war however felt strangely surrealistic as the Haize Military Police previously have intensified their patrols and checks while other branches of the Haize Armed Forces can be seen hurrying any defense preparations that can be done before eventual Mokan invasion.
Even now, the siege mentality could be felt in all layers of Haize society ranging from the senior Junta official to the lowest street sweeper where paranoia run high on every suspected noises or unidentified persons. With the diplomatic initiative from both sides, it can be concluded that Haize society can now rest easy as there's no longer credible threat of mutual annihilation but one particular group in Haishan never rest easy for security of the State is their first priority above anything else.
While not pointing fingers to anyone, the influence of the group can be felt permeating Haize foreign policies which in recent months had started to become more assertive than before which change can be attributed by recent yet undocumented doctrinal changes in the Haize Armed Forces itself. One of the prominent mark of this group would be the announcement of FM-91K weapon system made to strangely coincident with increasing Mokan threat over the border.
This ballistic anti ship missile, probably the first of its class disclosed to reach operational status in Eastern Dienstadi represent the overall changing dynamics of the Armed Forces as they are predicted to transition from merely defense of homelands, to protect Haize interests abroad. In the interconnected world today, that makes perfect sense as Haishan begun to open the gates into its vast economy to foreign States and thus ironically becoming vulnerable to malicious disruptions.
The recent announcement surrounding the mysterious FM-91K further fueled this conjecture where anonymous users have relayed information that the ballistic missile may have been or currently being developed into strategic anti-orbit weapon system, designed to attack targets in geosynchronous orbits which traditionally out of reach of common ASAT varieties.
It can be suggested that such information could be linked to Kingdom of Imbrinium massed anti-orbit attack, documented by the Advanced Space Development Directorate to include some thousands of missile launches. Perhaps the anti-geosynchronous variant is Haize response to the Kingdom attack? It's important to note that the Golden Throne have recently warned that any further attack on space assets could have untold consequences, therefore the variant can be only be seen as a deathtrap for the Junta.
Looking into another perspective, the FM-91K might be a very advanced and flexible platform as the original announcement stated and thus could be one of Haize deterrents against belligerent States given the relatively small Haize military in contrast of its neighbours. It wouldn't be strange if the same missile weapon could be developed into more whimsical (and impractical) variants, such as intercontinental anti air missile.
The fact that Lyran Protectorate have successfully launched one of the biggest airplanes in the world might make the anti-air variant merit to pursue but on how the developers wanted to avoid the FM-91K launch being misrepresented as an ICBM launch remains to be seen. Alternatively, perhaps the FM-91K advances could be applied to Haize nascent space industry? The small yet significant Haize commercial space sector are trying at their wits end to have a workable private solution at the lowest practicable cost and FM-91K weapons-grade qualities may alleviate some of the burden given Haize military arms style of design for mass manufacturability.
